SUBJECT:
Presentatio n and dis c us sion on proposed co lumbarium to be b uilt in IOOF Cemetery.
ITEM SUMMARY:
Since 2012, there has b een d is cus s io n b etween P arks Bo ard , City Counc il and s taff to b uild a c o lumbarium
at IOOF Cemetery. During the 2013/2014 bud get there was an initial transfer of $100,000 from the general
fund to establis h a cemetery fund . Since that time, there was City Co uncil direc tion to transfer $75,000
annually to the c emetery fund. This fund would b e us ed to help offset maintenance costs in the future as
the City is required to maintain the cemetery in perpetuity. Currently lot sales help to offset the mo wing
and maintenanc e c o s ts b ut at some p o int in the future lot sales will cease. In additio n, this fund c o uld b e
used to help pay for capital improvements suc h as the cons tructio n o f a co lumbarium with niche sales
helping to gro w the fund.
During the 2016/2017 bud get, there was $150,000 from the c emetery fund bud geted to design and b uild a
columb arium in IOOF Cemetery. This initial p has e is proposed to have 150 nic hes with the ability to ad d
o n in the future. T he area where urn lots have been s old can c o ntinue to be us ed giving res id ents optio ns
fo r burials .
Staff will pres ent the p ro p o s ed sc hematic des ign o f the columb arium at the Parks Board meeting.
The conceptual design will be presented to City Council in September.
FINANCIAL IMPACT:
The b udget for the projec t is $150,000 funded b y the c emetery fund.

Capital Improvement Projects - August 2017
Garey Park –Prime Construction continues remodel work in Garey House. Planning and design continues
for water, electrical, security and fire protection for the house. Review of fire suppression plans will take
place the week of August 7th. Interior concrete flooring repairs and ramping are complete. Exterior flat
work and ramping has been completed and stone work continues. Event space 5 outdoor event area has
been poured and the privacy wall constructed. Electrical and fiber conduits have been completed. Water
line installation is complete. All pavilion pads and building foundations have been prepped and are ready
for base material. Pedestrian and equestrian trails are being constructed. Progress continues to move
quickly.
Pedestrian Trails Event Space 5
San Gabriel Park –The San Gabriel Park Master Plan was completed in June 2015. The Master Plan
suggests phasing the project for several reasons; funding, spring restoration and keeping some of the
park open at all times. Phase 1 and 2 schematics were completed, with the funding for Phase 1 design
and construction drawings approved. A Ground Breaking Ceremony was held March 24th. Pavilion
structure frame work have been raised. Additional materials have been delivered to the site for
completion of pavilion construction. Restroom foundations have been poured and are awaiting steel
framing. Close to 90% of walkways have been poured. Base material for parking along Morrow Street
has been installed. The roadway will be milled and overlayed in the next month. Lower Park Road
parking lots have been paved. All drainage structures have been installed and the drainage ditch has
been cut.

Small Restroom Pad Completion Drainage Structure Head Walls
Founders Park –The renovations for Founders Park are part of a larger sidewalk project the City is
undertaking. The project was approved by City Council in March and construction start is scheduled for
September. Additional work will be completed at Grace Heritage for ADA compliance as part of a larger
renovation project being completed. The project is currently under design for Grace Heritage.
Rec Center ADA – The Rec Center ADA design has been completed and will be completed in September.
Improvements include accessible routes in the Teen Yard around the basketball court and volleyball
court and around the Teen/Senior Center side of the building.
Columbarium – A Columbarium is planned to be constructed at IOOF Cemetery. This would allow
residents an alternative option to traditional burial. Design will begin soon and schematic designs will
be presented to the Parks Board on August 10, 2017.
Pavilion Renovation at Chautauqua Park, San Jose Park and Katy Crossing are under contract and will be
completed in September.

Assoc iation
ITEM SUMMARY:
The City o f G eo rgeto wn entered into a leas e with the Georgetown Yo uth Bas eball As s o ciatio n (GYBA) in
Augus t o f 2011. T he initial term of the lease was one year. Upon renewal in Augus t o f 2012, the term was
fo r five years . T his agreement allo ws GYBA to leas e the baseball field s in San Gabriel Park and operate a
youth baseball program.
Staff is s uppo rtive of renewing the leas e with GYBA. This item will be forward ed to the City Counc il for
their c o nsideration during the August 22nd meeting.

The Parks and Recreation Advisory Board met Thursday, June 8, 2017 at 6:00 pm at 1101 N.
College Street, Georgetown, TX 78626.

A Call to Order
The meeting was called to order by Jim Hougnon at 6:00 pm.
B Roll Call

C Update from the Friends of Georgetown Parks and Recreation
Danelle Houck gave an update from the Friends of Georgetown Parks and Recreation. A new
Georgetown Swims class started today. For the month of July the Georgetown Swims class is
full with 22 students from the Georgetown Exceptional Alliance. This takes place at River
Ridge Pool. The daddy daughter dance is June 23rd. Friends of Georgetown met on Monday.
D Project Update: Garey Park, San Gabriel Park, Village Park and Pool, McMasters
Park, Founders Park, Williams Drive Pool and the Community Center
Eric Nuner stated Garey Park is in progress with a lot activity on the roads, trails, conduit,
pavilions and house. San Gabriel Park is moving along very well. The box culverts are going in
soon and the road will be back open on Monday. The parking lots will be done in a few weeks.
A lot of the flat work and concrete work is done. The stone columns are up which is the
entrance of the park. Village Park and McMasters Park are on hold until after summer.
Founders Park is on schedule to begin in September. Additional accessibility work was done at
Williams Drive Pool and that was complete last week. The transportation department will be
repaving the section of parking lot there to get the parking lot in compliance. Community

Center accessibility improvements are complete. James Hougnon asked how the construction
in San Gabriel Park has affected the use of the park. Eric Nuner stated some of the pavilions
have not been rented but people are still able to get around and use the trail. One focus with
the contractor is to get as much done before the 4th of July and they are on schedule for that.
Their goal is to have the parking lots done to where they are useable by the 4th. They will try to
get as much done in and around the shelters and cleaned up. They will reduce the amount of
area they have fenced off. Kimberly Garrett stated it was a good idea to phase in the
construction for the impact on the park.
E Update on the Parkland Dedication process and schedule.
Kimberly Garrett stated the contract planner with Freese and Nichols stated she can understand
why the other planner was not able to get to this project as there are several projects. Kimberly
Garett stated it would be October or November before it is done.
Legislative Regular Agenda
F Consideration and possible recommendation on approval of change order #2 to
Westar Construction, Inc. of Georgetown, TX in the amount of $137,589.92 for ADA
trail improvements in San Gabriel Park.
Eric Nuner stated the attachment in the agenda was incorrect and the correct attachment was
shown. Eric Nuner explained the ADA transition plan was done in 2015 and through that
several areas and locations were identified that need to be brought up to compliance with ADA.
In 2017 there was $150,000 to do ADA improvements and those were for the south San Gabriel
Trail which happens to be tied to where Westar Construction is working on Phase 1 of the San
Gabriel Park project. They have trail work they are already doing. From .0 to .6 mile marker
there are ADA compliance issues where there was excessive cross slope. That section of the trail
must be re-poured. There were 5 competitive bids and we are able to use Westar’s pricing. We
are able to do a change order and use their contract. Next year, FY’18 there will be $150,000 to
continue the trail ADA compliance issues. They will plan to start after July 4 and the trail from
IH35 to San Gabriel Park will be closed. Kimberly Garrett stated this does not affect the San
Gabriel Park construction budget as it will come out of the ADA funds. This will have to go to
council since it is over $50,000. It will go to council on June 27th. It will add 21 days to the
contract.
Motion made by James Hougnon second by Larry Gambone to recommend approval of
change order #2 to Westar Construction, Inc. of Georgetown, TX in the amount of $137,589.92
for ADA trail improvements in San Gabriel Park.

G Consideration and possible action to approve a BuyBoard contract with TF Harper
and Associates LP of Austin Texas, for the installation of playground equipment and
surfacing at Garey Park in the amount of $140,640.50.

Eric Nuner stated in February a list of items were presented to the board for approval of non-
contract related projects. One was with GameTime for the playground equipment. Originally it
was planned to have the installation of the equipment included in that list, and they were
working with details through the purchasing department and because of timing it did not work.
The item was pulled at the time because the installation wasn’t going to happen for several
months. Staff went back to GameTime and worked with them on the price and TF Harper who
is on the BuyBoard and a certified installer with GameTime to get the installation of the
equipment completed. Michael Simpson asked if the equipment had already been purchased
and this is for the installation only. Eric Nuner stated it is for the installation only and he stated
it is the same price as in February. Kimberly Garrett stated this meets all the purchasing
requirements. It was explained that the general contractor could not install the playground as
they are not certified installers through the manufacturer to do the installation. This is for the
installation of the equipment and the surfacing.
Motion made by Michael Simpson second by Wayne Beyer to approve a BuyBoard contract
with TF Harper and Associates LP of Austin Texas, for the installation of playground
equipment and surfacing at Garey Park in the amount of $140,640.50.
