Update on Downtown Boards Quarterly Meeting.
ITEM SUMMARY:
Quarterly the downtown related board chairs and staff meet to discuss items related to downtown.
Boards included in the discussion are Arts and Culture, Mainstreet, CVB, HARC, Parks and
Recreation, Library and other non profits in the downtown. This item is to update the board on the
collaborations of all these different groups.

Project Updates for Garey Park, Westside Park, San Gabriel Bank Stabilization, San Gabriel Park Master
Plan, VFW Park, Village Parks, Williams Drive Pool, Parkland Dedication, Intern Final Report and Staffing
Updates
Garey Park – A kick-off meeting was held on Thursday, August 6, 2015, with staff and the Halff
Associates Team. The main purpose of the meeting was to make introductions and go over the schedule
for the project. The schematic design was completed in March 2015 and presented to City Council. The
next step in the process will be to work on Design Development and then move into Construction Plans.
Currently the City Council has a placeholder in the budget to sell $3M of the 2008 Park Bonds related to
Garey Park construction in the Spring of 2016.
Westside Park – The Geological Assessment for Westside Park has been completed. The master plan is
scheduled to be presented to the Parks Board in September and to the City Council in October. The
native plant society recently held a field trip to Westside Park. Their report can be found at the

San Gabriel Bank Stabilization – The project is currently waiting for clearance from the Texas Historical
Commission due to the historic wall along the river. Once the clearance is received from the THC, the
project can be bid out and construction can begin.
San Gabriel Park Master Plan – Staff is currently working RVi on a scope of services to prepare design
plans for phase one of the San Gabriel Park improvements. The San Gabriel Park Master Plan was very
well received by the City Council during the June 23, 2015 meeting. The proposed 2015/2016 budget
includes the sale of $1.7 million in bonds for the project. There is $1M in bond funds in the current
budget to begin the design.
VFW Park – Construction plans are being finalized for the redevelopment of VFW Park. Bidding will be
in September. Construction is scheduled to start in November. The improvements to 2nd Street are
currently underway.
Village Parks – Construction on Madrone Park and Rowan Park in the Georgetown Village are almost
complete. The parks staff is currently completing the installation of the playgrounds.
Williams Drive Pool – Construction plans are almost finalized. Bidding will be in September with the
construction contract coming to Parks Board in October.
Parkland Dedication Ordinance Update – Staff has been working with the Planning Staff on updating the
ordinance based on the recommendations from the subcommittee.
Intern Final Report – Melodie Coleman, our summer intern, completed her internship on Friday, August
7th with the Pirate Party. She created a website as part of her final project.

Staffing Updates – Parks and Recreation has had some staffing changes. Robert Gaylor was promoted to
Recreation Superintendent, Glenn Moss is now the Athletic Supervisor, Stephanie Darimont has

resigned to take a job with the American Red Cross, staff is interviewing for the Special Events and
Marketing Coordinator and Dave Melaas started in July as the Project Manager for Parks and Recreation.

SUBJECT:
Consideration and possible action to recommend approval of interlocal agreements with GISD and
local charter schools for recreational programming.
ITEM SUMMARY:
In order for one local government to contract with another local government for service, an
interlocal agreement must be in place. The Parks and Recreation Department works with GISD
and various charter schools in the area. Under the agreements, the City will charge for service
provided. Generally services include tennis instruction, facility rentals, memberships, camps and
outdoor programming. These agreements will be forwarded to City Council for approval.
FINANCIAL IMPACT:
Fees are charged for services provided.

July 9, 2015
The Parks and Recreation Advisory Board met Thursday, July 9, 2015 at 6pm at 1101 N. College Street,
Georgetown, TX 78626.
Regular Session – To begin no earlier than 6:00 pm.
Parks and Recreation Board may, at any time, recess the Regular Session to convene an Executive
Session at the request of the Robert Johnson for any purpose authorized by the Open Meetings Act,
Texas Government Code Chapter 551.)
Regular Agenda
A. Call to Order
The meeting was called to order by Robert Johnson at 6:02 pm.
B. Roll Call

Absent: Katherine Kainer and Jason Shurley
C. Presentation from Melodie Coleman, student intern for the Parks and Recreation Department.
Melodie Coleman presented a brief summary of her internship and activities that she has been
involved in with the Georgetown Parks and Recreation Department.
D. Discussion on the trails along the South San Gabriel River.
Kimberly Garrett showed the properties along the South San Gabriel River that have dedicated
parkland and possible future connectivity.
Legislative Regular Agenda
E. Presentation, discussion and possible recommendation on the Georgetown Transit
Development Plan -- Nathaniel Waggoner, Transportation Services Analyst.
Nathaniel Waggoner presented information on the Georgetown Transit Development Plan.
Motion made by Bob Palko, second by Glen Holzer to recommend the Georgetown Transit
Development Plan for approval. Approve 5-0
F. Discussion and possible action to approve the minutes from the June 11, 2015 Parks and
Recreation Board meeting.
Motion made by Keith Fruge, second by Chuck Bridges to approve the minutes from the June
11, 2015 Parks and Recreation Board meeting. Approved 5-0
