SUBJECT:
Discussion and possible action to approve fees in lieu of parkland dedication for the Vera
Anderson Tract.
ITEM SUMMARY:
Developers of the Vera Anderson Tract located south of Westinghouse Road are proposing a 250
single family subdivision. They are planning for a 1.75 acre privately maintained amenity center
for the residents. The developer is requesting to pay fees in lieu of land dedication. The current fee
is $250 per lot. The parkland fees can be used for the development of a public park in one of the
dedicated zones for that area.
In addition, there is a 7.16 acre tract proposed for water quality and detention. It is possible that
the entire tract will not be needed for storm water management and could be used for open space
for the residents and privately maintained by the developer.
FINANCIAL IMPACT:
Parkland dedication fee of $250 per lot to be dedicated to zone 15 with secondary zones being 14
and 16.

SUBJECT:
Discussion and possible action to approve a Task Order with RVi for the San Gabriel Park Master
Plan in the amount of $48,000.
ITEM SUMMARY:
At the August 14th meeting the Parks and Recreation Board unanimously recommended approval
of staff to negotiate a task order with RVi for a master plan of San Gabriel Park. That park is very
important to the City and there have been some changes to the park since the Parks, Recreation
and Trails Master Plan was completed in 2009. When the overall master plan was completed, San
Gabriel Park was evaluated as a park on its own due to its size and scope. There is a small chapter
in the overall park master plan dedicated to opportunities related to San Gabriel Park. Staff feels
that a more detailed plan is needed in order to properly plan, design and phase improvements to a
park of this size. In addition, there has been changes that are planned in the downtown west area
that could affect amenities built in the park. All the elements in the master plan are still planned
for San Gabriel Park, but the size, scale and location may change from what was shown in the
master plan. These possible changes need public input to insure that the voters that approved the
2008 Park Bonds have an opportunity to provide feedback. There are also many different
stakeholders that use the park and there are several long term leases that could impact certain park
areas and provide additional programming opportunities depending on those leases.
It is important to revisit this plan and effectively communicate new opportunities and limitations
that have arisen in the past five years.
Staff is recommending approval of the task order with RVi in the amount of $48,000.
FINANCIAL IMPACT:
This item is included in the approved 2013/14 Budget in the Parks Capital Improvements Plan. It
is funded by 2031 bond proceeds, which were part of the 2008 voter approved parks bond
package. Funds were budgeted in account 120-9-0280-90-021.

PROPOSED SCOPE OF WORK AND FEES FOR
SAN GABRIEL PARK MASTER PLAN
I. SCOPE OF SERVICES
RVi proposes to provide professional landscape architectural design services for
the San Gabriel Park Master Plan. Please see the attached exhibit which
defines the area to be included in the Master Plan.
San Gabriel Park is Georgetown’s award winning central park set on the banks
of the scenic San Gabriel River. The 189 acre park includes a wide array of
recreational uses including recreation and community centers, sports fields,
rodeo facilities, picnicking, play and gathering areas, and open spaces. This
Master Plan will serve as a guide for the redevelopment of existing facilities,
the creation of appropriate new recreational opportunities, ecological
restoration and protection of the river corridor and set design standards
appropriate for this signature park. Using the 2009 Georgetown Parks,
Recreations and Trails Master Plan as a point of beginning, the San Gabriel Park
Master Plan will include clear vision statements supported by goals and
prioritized action items to serve as a guide for the near and long term future of
the park.
II. BASIC SERVICES
A. Site Assessment and Programming
1. Project kick off meeting to confirm project
communication protocol, team responsibilities, project
schedule and approach.
2. Review existing site data and planning efforts available
from the City, their consultants and other sources
including environmental surveys, topographic maps,
aerial and historical photographs, applicable regulatory
requirements and other available information.
3. Conduct site visits to collect pertinent first-hand
knowledge of the park, its condition, context and
adjacent uses.
4. Review information regarding the park provided by the
Client.
5. Prepare site assessment diagrams to determine
opportunities and constraints of the site and exiting
improvements.

6. Meet with City and stakeholders to review site
assessment. Identify issues, concerns and desires of the
group and document meeting.
7. From the site assessment and initial meetings, prepare a
written development program for the Master Plan
including project vision and goals.
8. Prepare a Conceptual Park Framework Plan that will
describe and define use areas within the park. The Plan
will be diagrammatic in nature and will illustrate park
uses that will be phased out, changes to surrounding
land uses affecting the park and the remaining, improved
and new uses of the land to accommodate the program
elements.
9. Facilitate Open House for all interested parties to attend
and participate in discussions and recommendations for
the park. The presentation will include findings from the
Data Collections and Site Assessment phase, written
vision development goals and program for proposed
development, and Conceptual Framework Plan.
C. Master Plan Phase
1. Meet with the City to review Framework Plan and input
from Open House.
2. Prepare Preliminary Master Plan. Support the Master
Plan with sketches and photographs to illustrate
character. The Preliminary Master Plan will be an
illustrative plan including:
a. Definition of major park and facilities functions and
features
b. Pedestrian circulation, trail improvements and
connections
c. Vehicular circulation and parking improvements
d. Gateway, entry and edge definitions and treatments
e. Concepts for new gathering areas, pavilions, ramadas
and restrooms
f. Restoration or replacement of existing sports and
recreational facilities
g. Festival and performance spaces
h. Habitat protection and restoration
k. Opportunities for art

3. Prepare conceptual level estimate of probably costs,
phasing options and implementation strategies.
4. Meet with City to review and refine plan based on input.
5. Present Master Plan to Parks Board.
6. Finalize Plan which will include Master Plan and
supporting graphics, cost estimate and phasing options.
III. INFORMATION TO BE PROVIDED BY CLIENT
A. Client shall provide, as available, all criteria and full information
as to Client’s requirements for the Project, including:
1. Legal description and to-scale boundary survey of the
property.
2. All deed restrictions and covenants.
3. Topographic survey including 1' or 2' contours, tree survey,
drainage and flood plain locations, overlay zones or
districts, environmental and geotechnical data,
environmental features, setback and endangered species
habitat, utilities, easements, rights-of-way and other
existing or proposed physical improvements and impacts
of the property.
4. CAD files, as appropriate and available, in an AutoCAD
format to be mutually determined.
5. Existing or pending municipal, county, state and federal
permits or approvals, and other pertinent information as
required during the process.
6. As soon as it becomes available, financial/economic
information setting forth the budget limitations, funding
and development economics of the Project.
7. Assessments and as-built drawings of existing facilities.
8. User surveys and reports.

IV. ADDITIONAL SERVICES
All services requested by the City that are not listed above under Basic
Services will be considered Additional Services. Additional Services
requested by the City are not included in the Basic Fee, and shall be
paid by the Client on an hourly basis as described in Part IV, Section B.1
below.
V. COMPENSATION
RVi’s compensation shall be on a lump sum basis for certain
services, and on an hourly basis for certain services, as described
below:
A. RVi’s compensation for San Gabriel Park Master Plan shall be a
lump sum as indicated below for Basic Services, plus reimbursable
expenses as set forth in Section C below. RVi’s total compensation
for Basic Services will be billed monthly based on percent of work
complete, along with reimbursable expenses incurred during the
billing period. The amounts indicated do not include amounts
resulting from substantial change in scope of the project or
services.
Park Master Plan $48,000.00
B. HOURLY RATES
The following hourly rates shall apply to the fees described
herein and any additional services requested of the Consultant.
The rates set forth below shall be adjusted in accordance with
the normal salary review practices of the Consultant.
Principal $150.00 - $200.00
Project Director $125.00 - $175.00
Project Manager $100.00 - $150.00
Landscape Architect, Planner, Designer $70.00 - $125.00
Production, Technical, Administrative $60.00 - $ 90.00
C. REIMBURSABLE EXPENSES
Reimbursable expenses are in addition to compensation for
Basic Services and Additional Services and include expenses
incurred by the Consultant in the interest of the Project.

necessary to conduct the work and not otherwise furnished by
the Client; and costs of obtaining permits and third-party
consultant charges. Reimbursable expenses will be billed at 1.15
times direct cost to the Consultant.

SUBJECT:
Discussion and possible action to approve a resolution for a land exchange adjacent to Blue Hole
Park.
ITEM SUMMARY:
The City has been working with the San Gabriel River Place Foundation to exchange a 0.66 acre
parcel of land they own along Rock Street with a 1.466 acre parcel of land belonging to the City.
The benefit to the Parks and Recreation Department is gaining land adjacent to Blue Hole Park for
park development. In addition to the land, a payment of $56,000 would be made to the City for the
difference in value of the two parcels. The funds would then be dedicated for parkland
improvements. City Council would consider approval of the resolution at the September 23rd
meeting.

Gain of $56,000 towards parkland improvements.

GEORGETOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO
ENTER INTO A LAND EXCHANGE AGREEMENT OF CITY
PROPERTY DESCRIBED AS 63,560 SF (1.46 ACRES) OUT OF THE
NICHOLAS PORTER SURVEY, A-497, ALSO BEING LOTS 4-7 AND
PART OF LOT 8, BLOCK 8, PART OF LOTS 5-8, BLOCK 4, AND PART
OF OUTLOT 1, DIVISION D, OF THE ORIGINAL TOWNSITE OF
THE CITY OF GEORGETOWN, WILLIAMSON COUNTY, TEXAS..
WHEREAS, SAN GABRIEL RIVER PLACE FOUNDATION, LTD. (“SGRPF”), a
Domestic Limited Partnership (LP) in the State of Texas, is the owner of .66 acres of real
property in Georgetown, Texas, with the legal description of Lots 1-4, Block 4, Division D, of
the Original Townsite of the City of Georgetown, Williamson County, Texas valued at
$46,000; and
WHEREAS, the City of Georgetown (“City”) is the owner of 1.466 acres of real
property in Georgetown, Texas, with the legal description of Lots 4-7 and part of Lot 8, Block
8, part of Lots 5-8, Block 4, and part of Outlot 1, Division D, of the Original Townsite of the
City of Georgetown, Williamson County, Texas valued at $102,000; and
WHEREAS, the City and SGRPF propose to exchange the two properties discussed
above, as the City desires to improve access to Blue Hole Park and SGRPF desires to
construct a mixed-use residential development; and
WHEREAS, SGRPF agrees to limit the height for any development to twenty (20) feet
and to follow all applicable aspects of the Unified Development Code and the Downtown Design
Guidelines; and
WHEREAS, the 2013 Downtown Master Plan describes the area surrounding North
Austin Avenue in the downtown overlay as an opportunity area, and envisions development
scenarios such as mixed use buildings, residential buildings, retail buildings or lodging; and
WHEREAS, the SGRPF agrees to make a payment to the City for the difference in
valuations of the properties in the amount of $56,000; and
WHEREAS, the City will dedicate these funds for parkland improvements.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1: The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
authorizes the City Manager to enter into the land exchange on the terms and
conditions contain in the Land Exchange Agreement.
SECTION 2: The exchange continues the implementation of the goals of the Downtown
Master Plan and encourages continued public and private investment in the district.

SUBJECT:
Discussion and possible action on participating in the design of vertical pedestrian access points
along Austin Avenue to connect to the hike and bike trails along the North and South San Gabriel
Rivers.
ITEM SUMMARY:
The Transportation Department is moving forward with the preliminary design and cost estimates
for the Austin Avenue Bridges. There are pedestrian elements planned for both sides of the new
bridges, a 6’sidewalk on the west side and 10’ shared use path on the east side. Since the two
bridges are adjacent to the hike and bike trails, now is an opportunity to work together to create
vertical pedestrian access points from Austin Avenue to the trail.
This concept is supported in both the Downtown Master Plan and the Trails Master Plan.
Since this project is related to trial improvements, proceeds from the 2008 Park Bonds would be
able to design and construct these potential trail connections.
Design on the project would start after October 1, 2014 and bridge construction would start no
earlier than Oct 2015. By partnering on this project, there would be the opportunity to provide
access from the trails to downtown.
There are funds in the 2014/2015 Parks CIP for trail design.

ITEM SUMMARY:
The Parks and Recreation Advisory Board is invited to the 1st Sidewalk Master Plan and Public
Facilities Access Audit Open House on September 30th from 5:30 pm -7:30 pm at Council
Chambers.
The purpose of the Open House is to (1) Educate the public on accessibility (Transition Plan) and
capital planning for facilities (2) Collect and Validate city wide and downtown specific sidewalk
infrastructure data as well as (3) Get public input on project prioritization.

The Parks and Recreation Board met on Thursday, August 14, 2015 at 6:00 pm at 1101 N. College Street,

A. Call to order
The meeting was called to order at 6:00 pm by Keith Fruge.
B. Presentation from Kendra Kalich, summer intern for the Parks and Recreation Department.
Kendra Kalich presented information from her summer internship with the City of Georgetown.
C. Discussion and possible action authorizing staff to negotiate a task order with RVi for the San
Gabriel Park Master Plan.
Kimberly Garrett explained the following information on the San Gabriel Park Master Plan: Improvements to
San Gabriel Park were included in the 2008 Parks Bond. The first step in the process will be to do a master plan
of the park. This master plan will involve public input and phasing options. In January 2013 staff solicited a
Statement of Qualifications for landscape architect services for future park projects. One of the firms submitting
top qualifications was RVi. The City has worked with RVi in the past and been very satisfied with the work.
The firm updated the Parks Master Plan in 2002 and designed the Lake Georgetown Trail and Rivery Park that
opened in 2005. Most recently they provided conceptual drawings for Blue Hole Park. They have also
completed numerous projects in size and scope to San Gabriel Park. Their project list is attached.
RVi currently has a master service agreement with the City for landscape architecture services. Staff requesting
approval to negotiate a task order for services related to a master plan of San Gabriel Park. The Parks and
Recreation Board will approve the task order and fee at the September meeting.
Kimberly Garret stated the funding is available from the bond so the money is there to go through with the
master plan and would come back with the task order for the design. Keith Fruge asked how long it would take
to start. Kimberly Garrett stated she would like to bring the task order back in September with the dollar
amount. Keith Fruge asked the time line and Kimberly Garrett stated 4 – 6 months and Eric Nuner interjected it
would also depend on the public input. Jason Shurley asked if there was a danger that we have this ne w plan
and then not be able to act on it for 4- 5 years and it would become outdated. Kimberly Garrett stated there is
money available to start the masterplan and design and there is some money to do some construction. Keith
Fruge reiterated that San Gabriel Park is a beautiful park and needs some updates and have some additional
functions added to it. Kimberly Garrett stated that accessibility is an issue that needs to be addressed. Eric
Nuner stated an updated plan would also give more detailed planning and in today’s dollars what we get for our
value vs. what the estimates were 5 years ago.
Motion made by Keith Fruge and seconded by Roberto Palko to authorize staff to negotiate a task order

D. Update on the Texas Historical Commission grant for the survey at Citizen's Memorial Cemetery.
Kimberly Garrett explained the city maintains the cemetery and the Citizen’s Memorial Association manages it.
She stated the city historical planner has applied for an untold story’s marker; a historical marker for that
cemetery and as part of that the city and the association wanted to identify the graves. The City was awarded a
grant from the Texas Historical Commission in November 2013. Staff has worked with Horizon Environmental
on a survey of the cemetery. All the graves with a headstone have been identified and documented on a grave
record sheet. There is also a map that was created showing the location of the all graves, including possible
unmarked graves. A sign with cemetery map will also be installed at the entrance of the cemetery as part of the
grant. This information will also be available at the Georgetown Library and on the City website. Kimberly
Garrett stated there are not many previous records with the cemetery. Kimberly Garrett also state we are going
to work with the Boy Scouts on general maintenance.
E. Update on the 2014/2015 Parks and Recreation Budget
Kimberly Garrett stated the first reading of the budget is August 26th. In the CIP, the tax rate that was proposed
has the items Kimberly Garrett presented to the board.
F. Consideration of Parks and Recreation Director's project update
Kimberly Garrett presented a project update to the board.
G. Approve minutes from the June 12, 2014 meeting
Motion made by Keith Fruge, seconded by Robert Palko to approve the minutes from the June 12, 2014
meeting. Approved 5 - 0
