Approved 4 – 0 – 3 D Parks and Recreation staff member introduction and presentation - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett introduced Courtney Butler, Community Engagement Coordinator. Courtney Butler gave an introduction of her education and her roles in the Parks and Recreation Department. She is responsible for the volunteers, sponsorships, and partnerships, as well as special events. She talked about the Summer Movie Series, upcoming Pop-up Events, and events for National Parks and Rec month. They discussed the enterprise system that will help with the volunteer program. She stated there are over 300 active volunteers currently in the system. E Update from the Friends of Georgetown Parks and Recreation - Peter Bahrs, Parks and Recreation Advisory Boardmember Liaison Peter Bahrs gave an update. He stated for the dance they had 30 registered and 40 walk-ins. They will not be doing the event this year due to the venue not being available. Peter Bahrs gave information about the music festival that is planned for April 2023 in San Gabriel Park. The Friends group will be the contract holder for the event and will be in partnership with the parks and the city. The goal is 25,000 tickets sold, 3 music venues, food, drink, and gated area with tickets. They are planning on doing it for 5 years in a row and minimum revenue for the Friends to hold the contract is $100,000, plus 8 – 10% of the profits. He stated the discussion was around who is liable from a TABC perspective if they are serving alcohol; is it the contract holder, the city, or C3. There was a legal review, and they approved the non- profit to sign the contract. Page 4 of 24 F Capital Project Updates - Kimberly Garrett, Director of Parks and Recreation Eric Nuner went over the project updates. He discussed the skate park input meeting that took place Wednesday, June 8 and there were 31 people present. There is a San Gabriel Park Phase III design meeting scheduled for June 30th. G Director Report - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett presented the director report. H Presentation and possible recommendation on proposed capital projects to be included in the Parks 5 Year CIP - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett presented the Parks 5 Year CIP and explained the projects as identified in the master plan and their priorities. This will be presented to council, and they will provide feedback how to fund the projects. Kimberly Garrett asked the board what their high priorities would be. Peter Bahrs said Westside Park. Keith Fruge stated he felt like the Recreation Center decision needs to be made and go forward soon. Eric Nuner stated the feasibility study is tied to the Recreation Center Renovation and the New Recreation Center. Kimberly Garrett went through the regional trail projects and priorities. I Presentation, discussion, and possible recommendation on proposed fees for FY23 - Kimberly Garrett, Parks and Recreation Director Robert Gaylor presented recommendation on the proposed fees for FY23. He stated they used the cost recovery model to adjust the fees. He stated this is a draft. Keith Fruge stated this draft looks acceptable yet knows there will be some friction. Kimberly Garrett presented the parkland dedication fees. It was proposed to consider a 20% increase for the parkland dedication fees. J At the time of this posting, no one had signed up to speak. All concrete work has been completed. Irrigation repairs and renovation of the pavilion have been scheduled. Grading work continues. The old play equipment will be removed by the end of the month. Wolf Crossing Trail – The contractor has poured concrete from the I-35 bridge to the east for approximately 1800 feet. Trail has also been poured from the University Bridge to the east. All retaining walls have been installed and the contractor has begun forming remaining sections of the trail for concrete. Additional drainage work is being completed. The project is moving forward and is on schedule. Page 8 of 24 Pinnacle Park, Raintree Park – Both parks will see improvements to include ADA compliance and playground structure replacement. Parks staff will complete installation and finish out both parks. Play equipment is in process of being ordered with installation for both parks being completed this winter. Pinnacle Park Public Input – 193 neighborhood households responded to the survey that was distributed to the community. 15 of those were represented at the in-person meeting. Based on input, choices were made regarding playground styles, inclusion of a 2-5 yr. old unit with the 5-12 yr. old and a request for the addition of swings. Raintree Park Public Input – Four households responded to the survey. Five adults and 10 children turned out for the in- person meeting. Staff gathered a lot of input from neighbors regarding specific use of the park. Decisions were made to include a new play structure, swings, and a small shelter with picnic table at the park. Page 9 of 24 San Gabriel Park Phase 3 – Design of Phase 3 will include one large multi-use performance pavilion, splash pad plaza, entry monuments, roadway and parking improvements, three shade shelters, one new restroom building, one lighted skate park, directional and interpretive signage, open spaces and landscaping, and a low water crossing across the San Gabriel River. Planning is underway. Revised concept plans have been reviewed. A public input meeting for the skate park was held on June 8th with valuable information provided to designers. Additionally, a design update for Phase 3 was presented on June 30th. 60% design development drawings have been provided to staff for review. Design work continues to progress. Regional Trail Development – Staff is evaluating links to existing trail systems. Design beganin early 2022. Southeast Community Park – Purchase of additional park property in the southeast area of Georgetown. La Conterra Park, Westhaven Linear Park, Westhaven Park, Vista Vera Park, Crystal Knoll Park, Waypoint Park, Madison Oaks Park – Seven undeveloped parks are being designed with funding through Parkland Dedication. Anticipated projects to be constructed with current Parkland Dedication funds include Crystal Knoll, Westhaven Linear Park, and La Conterra Park. Public input meetings will be held to gather input and inform of proposed improvements. The design process and public input will take six months. Concept drawings are being created for each site to present at public meetings. Westhaven Park, Vista Vera Park, Waypoint Park, and Madison Oaks will be completed when additional Parkland Dedication funding becomes available. The project consists of the creation of an art park and three additional parallel parking spaces along 9th Street. Currently the contractor has completed all demolition work of the existing parking area. The project is scheduled to be completed in September 2022. We have sold out the 100 spots that we had allocated.  Staff is proposing a Trick or Treat Trail Halloween Event with a movie on Thursday, October 27th on the San Gabriel Trail. The trick or treat trail is proposed from 5:30-7:30 pm with the moving starting at 7:30 pm.  Based on the recommendation of the Parks Board, the parkland dedication fees for both land and development will increase by 20%. The City Council approved the resolution adopting the new fee schedule at their August 23, 2022 meeting. The new fees will be applicable for new residential projects submitted after October 1, 2022. All other projects are grandfathered into the old fees in place at the time of their submittal. Parkland Dedication fee schedule o One or two dwelling units on a lot or parcel $650 per unit goes to $780 per unit o Three or more dwelling units on a lot or parcel $475 per unit goes to $570 per unit Parkland Development fee schedule o One or two dwelling units on a lot or parcel $1000 per unit goes to $1200 per unit o Three or more dwelling units on a lot or parcel $750 per unit goes to $900 per unit  Jack Flatau has resigned from the Parks Board. He is moving back to New York. A replacement member is on the City Council agenda for September 13th to finish out Jack’s term.  Splash Pad Schedule: Open through September 30th (weather permitting)  Rabbit Hill Splash Pad  San Jose Splash Pad  Downtown Splash Pad Open through October 31st (weather permitting)  Garey Park Splash Pad  The Recreation Center will be closed Sept. 5 – 11 to complete preventative maintenance and upgrades to the facility. The following items will be of focus during this year’s closure: o Deep cleaning of floors and surfaces in the facility. o Removal and replacement of the existing strength and cardio equipment in the weight room, pending delivery. o Removal of current spin bikes and installation of new spin bikes in the loft, pending delivery. o New divider curtains to be installed in both basketball gyms as well as electronic height adjusters for the basketball goals in Gym #2. o Refinishing of wood floors in aerobics room and racquetball courts. o Staff training, mission creation, and team building opportunities. o Administrative tasks and organization. T he c onc ept was pres ented to C ity C ouncil on Augus t 23rd. C ity S taff were directed to c ontinue to work with the applic ant in all areas of the projec t. T here are 1,161 S F lots proposed. T he required parkland dedication is 14.5 acres. T hey are propos ing 17.1 ac res of parks which would be open to the public with non exc lusive amenities. S inc e this is an ET J MUD, the parks would be owned by the HO A but open to the public. In addition, all maintenance would be done by the HO A. T he proposed parks would be eligible for private park credit. S taff is requesting the parks board approve a 75% parkland dedic ation c redit for the parkland that is open to the public with non exclus ive amenities . T he developer would pay 25% of the required fees for exceeding the parkland and improvement requirement. T his deviation from the parkland dedication code is allowed due to the MUD agreements. T he c ontribution to the regional park fund is calc ulated as follows: 25% fee would be calc ulated on 1161/4=290.25 units 290.25 units * $1000 = $290,250 - development fee 290.25 units * $650 = $188,662.50 – parkland dedication fee Total is $478,912.50 to go towards the regional park fund. S taff is supportive of the park proposal and the 25% contribution to the regional park fund.
