MAIN ST. 2ND FLOOR NORTH CONFERENCE ROOM, GEORGETOWN, TEXAS Board Members Present: Cindy Harrington, Julie Laderach, Marcy Urban, David Kellerman Vicki Jackimiec, Amanda Parr and Jim Wilson Guest Present: Patti Colbert, 202 S. Austin Ave. City Staff Present: Shelly Hargrove, Main Street Manager; Jack Daly, Exec. Assistant; Matt Synatschk, Historic Planner; 1. The meeting was called to order at 8:32 a.m. by Board Chair David Kellerman. 2. Julie moved to approve the October 10th board meeting minutes, Marcy seconded. All board members present approved (7-0). 3. Patti Colbert with 202 S. Austin Ave. is applying for a façade grant totaling $3,525 to paint her front façade, power wash, replace window flashing, and make some roof repairs. She secured HARC approval at the October meeting. Ms. Colbert has already installed xeriscape on the property. ABC Pest Control is going to remain as a tenant and would like to play a larger role downtown. Chunky Funky Monkey is a design firm that will soon move into the space. Ms. Colbert wants to make her property and space available for downtown events and signage. Ms. Colbert also owns Patti Colbert Enterprises which promotes the equine industry. She made a donation to the Light Up the Square holiday lighting campaign. Amanda moved to approve the application as submitted, Julie seconded. All board members present approved (7-0). 4. Matt Synatschk gave the monthly HARC report. Staff completed the expansion of the downtown overlay in October. They are also developing street signs for the Old Town and Downtown overlays. Hopefully the Olive Street signs will be installed by the Holiday Homes Tour. The TIRZ expansion will go to council in November. Staff is also working to update the Unified Development Code as it relates to HARC. Tentative changes include increased staff review. Draft changes can be reviewed at harcamendments.georgetown.org. The Main Street Advisory Board will need to ensure façade and sign grant requirements align with the HARC changes. A special meeting for HARC will be called next week to approve signage for Brazos Market. On December, HARC will review the relocation of 214 W. 3rd Street. 5. Committee Reports: a. Design: Amanda reported that the ornament sales have begun and already 110 ornaments have sold. If they continue to sell quickly, the board may not need to sell them at Stroll. The ornaments are for sale at the Visitor Center and the Arts Center. The mural plaque design has been finalized and will be installed. The Handcrafts Unlimited building is still for sale, so the new owner will need to be approached regarding the courtyard. Uniform storefront signage is still available for vacant buildings. The holiday window contest has 21 participants. Judges include Chet Garner and Michael Freeman. Minuteman Press is creating the acrylic awards. The awards will be presented at 3:30 p.m. on the Friday of the Lighting of the Square. The winners need to be included with the script for the Mayor. The deadline to sign up for the contest is Monday evening. David reported that the first email blast for the holiday light fundraiser went out. The second round is scheduled for next week and then phone calls will be made. The board has already $8- 9,000. Thank you cards are being sent as donations come in. b. Promotion: Vicki reported that 270 bags have been sold for Ladies Nite Out and there are 46 businesses are participating. They are expecting to net $2,600. Next year there needs to be a clear delineation between in-kind and cash donations. Thirteen models will be at the event. They will have paddles and business cards identifying where their outfits are from. Balloons attached to their sandwich boards will identify participants. Pictures will be posted in real-time at the Chupa Rosa building. The man cave will be at Roots Bistro. Wristbands will be good for one beer. The December 16th meeting will be used to wrap-up for the event. The theme is winter white so please dress accordingly. Cindy reported that the Swirl sponsorship form has been distributed. Kim Wolfman has already secured $1,250 in sponsorships. The art has also been completed. Save the date cards will go out the night of Ladies Nite Out. This year will not have plastic plates, napkins instead. There are 550 tickets available. They are $40 starting December 1 and $45 after January 1. The committee nominated several people for the honorary chair position. The nominees are: The Bohls, The Brents, Dr. Burger, The Garlands, The Jonrowes, Ms. McMichael, The Pfiesters, The Quenans, The Rosses, The Soeffkers, The Shorts and Judge Stubblefield. Cindy moved to approve Steve and Kyra Quenan as honorary Swirl co-chairs, Marcy seconded. All board members present approved (7-0). The Board also wants to include the Mayor each year to introduce the honorary chair and facilitate the wine auction. Vicki moved to approve Karen and Christina Soeffker as alternate honorary Swirl co-chairs, Jim seconded. All board members present approved (7-0). Amanda left the meeting at 9:40. c. Economic Restructuring: Jim reported that Breakfast Bites was a huge success with 67 people in attendance. It took a team effort. The Rentsch Brewery should open in February. Bull Creek Brewery should also open soon. The next topic will be crowdfunding. Julie reported that the new business brochure should be completed soon. The flow and logic still needs to be tweaked. Shop Small Spree is on November 29th. Karen Curry has already secured a gift basket worth $1,000. The drawing will be held at 1 p.m. at Roots. The monthly downtown lunch will be on November 17 at Eats on 8th starting at 11:30. The board will take façade photos with La Bella Casa, The Escape and Roots Bistro. Jim reported that the College Town Committee felt that homecoming was a success. Next year’s homecoming will be in October and will celebrate the 175th Anniversary. There is a possibility that it will not be downtown. Vicki reported that the downtown database has been installed and will be functional in 60 days. Organization: David reported that the committee is still working on the “Main Table” fundraiser. The restaurants are on board, including Nancy’s, Eats on 8th, The Hollow and possibly Monument and Wildfire. It is tentatively scheduled for May 17th. Cindy and Vicki both asked to be included on the development of this fundraiser. The next committee meeting will be December 2 at 4 p.m. at Grape Creek Vineyards. 6. Staff Report: Shelly reminded the board about the city winning two Texas Downtown Association awards, Best Public Improvement for the Georgetown Art Center and Best Marketing Program for Most Beautiful Town Square. Starting in 2015, Main Street will focus on keeping businesses open later. The Denton trip has been rescheduled for January 30 and 31. The Small Business Saturday proclamation will be read at Council on November 25th. Both Marcy and Julie will have their terms expire in February. 7. A. There is created a board named the "Main Street Advisory Board" (the "Board"). This Chapter supplements the provisions of Code of Ordinances Chapter 2.36 City Commissions, Committees, and Boards. B. The Board consists of seven members appointed by the City Council in accordance with the City Charter. C. Members of the Board shall represent public and private sector interests, . including but not limited to the following: County Commissioner Precinct 3 or his/her representative; Chamber of Commerce representative, one member from either the Georgetown Heritage Society or Williamson County Historical Commission; Additionally, through public advertising, nominations will be requested from downtown commercial property owners; and downtown business owner; downtown association leader; and one citizen at large. D. In the event that a Board member ceases to represent the group the member was appointed to represent, the member shall automatically forfeit membership on the Board. (Ord. No. 2011-20, § 2(Exh. As used in this chapter, the following terms are defined in this section: "Downtown" shall mean property located within the Town Square historical district as designated in Section 12.38.110 of the Code of Ordinances. (Ord. No. 2011-20, § 2(Exh. H); Ord. 99-30 § 2 Exh. A (part)) Sec. 2.69.030. - Purpose. In almost every Main Street city, an advisory board is created to work with the Main Street Manager. A. The Board will assist the Main Street Manager in a number of ways, including the following: 1. Fund raising; for the Main Street Program or for special projects organized through Main Street, tapping local sources and federal and private grants and contributions. B. The Board will advise the Main Street Manager in a number of ways, including the following: 1. Work with low interest loan pool applicants in establishing the loan application process and follow up; 2. Work with building owners interested in Historic Preservation Tax Act Certification; 3. Make recommendations as to Main Street Program policy; 4. Developing a strategic plan and Ssetting the goals of the Main Street Program; and 5.
