The Main Street Advisory Board met on Friday, February 2, 2018 at 8:30 AM in the Classroom of the Georgetown
Public Library located at 402 West 8th St., Georgetown, Texas
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If you require

Taylor Kidd called the meeting to order at 8:34 AM. Board members in attendance were, T. Kidd, V. Jackimiec, T.
Tallman, B. Nicholson, D. Gaume, and K. Curry. Staff in attendance, Kim McAuliffe, Downtown Development Manager.
Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by
the Open Meetings Act, Texas Government Code 551.)
A. Discussion and possible action regarding approval of the January 12, 2018 board meeting minutes – Taylor
Kidd, Board Chair
Motion by V. Jackimiec to approve meeting minutes, second by B. Nicholson.
Approved: 6-0
B. Discussion and possible regarding a Main Street Façade Grant application – 706 S. Austin Avenue – Kim
Mcauliffe, Downtown Development Manager
Motion by T. Kidd to postpone the decision of the request for a Main Street Façade Grant for 706 S. Austin
Avenue to the first meeting of the new Fiscal Year in October 2018, with the caveat that the application be
reviewed and scored under the same criteria as at the time of submission in November 2017.
Second by T. Tallman.
After consulting with city administration, staff relayed information about options to the applicant. This is the
preferred course of action from the applicant after consideration of options with limited funding availability.
Approved: 6-0
C. Discussion and possible regarding a Main Street Façade Grant application – 604 S. Church Street – Kim
Mcauliffe, Downtown Development Manager
Motion by T. Kidd to postpone the decision of the request for a Main Street Façade Grant for 604 S. Church
Street to the first meeting of the new Fiscal Year in October 2018, with the caveat that the application be
reviewed and scored under the same criteria as at the time of submission in November 2017. Second by V.
Jackimiec.

D. Façade & Sign Grant discussion and possible action
Funding for sign grant requests is still available, with a remaining balance of $2,500 for applications for the
remainder of the current fiscal year. The board will discuss options for revising the scoring criteria and
application process at a future meeting.

E. Project Team & Partner Updates
Swirl Project Team
T. Tallman reported that the Swirl sponsorship goal of $10,000 was met. The major sponsors include
Randall’s, The Lawrence Group Architects, Alexsys Thompson, Southstar Bank, The Georgetown Chamber,
ATMOS Energy, Hillstone at Wolf Ranch, Stephanie & Michael Blanck, Dady Insurance, and Faske & Lay Co.,
LLC. The beard club will also help with wine monitoring. Talked about a menu of items that would be beneficial
for year-round sponsors versus Swirl-only sponsors. Sign-ups for retailers, wineries, and restaurants are going
strong. We will also have a new map that will be attached to a lanyard that is a sponsored item. New this year
is sponsor videos and that helped encourage sign ups. The team is very strong and things are looking great.
Breakfast Bites Project Team
The next Breakfast Bites will be Wednesday, March 7, the Underground Creative Community. These
businesses are ones you don’t see or know as much about. The speakers will be Rob Redick and Cody Miles.
Special Project - Fundraiser Project Team
D. Gaume presented a new idea for a year-round fundraiser. The idea would be a series of art-designed
coasters featuring scenes from downtown Georgetown. The first one would likely have poppies on it, and
would be the first of four designed by the same artist. Each release would happen in spring and fall. After the
set is complete, we would engage a new artist for a new series of four. She will report back at the next meeting
with an update on the artist and steps for moving forward.
F. Staff Report
K. McAuliffe talked about Preservation Month activities and collaborating with Preservation Georgetown as
well as the Williamson Museum on activities for this year’s celebration. Upcoming events: The Swirl. Upcoming
partner meetings: DGA – February 16, 8:45 at Friends Room in the Library, Arts and Culture Board – Tuesday,
February 20 at 4:30, HARC February 22 at 6. She also talked about the CVS development and potential for a
mural that would be a gateway to downtown. We will be working with the Arts & Culture board on this project.

K. Curry, A. Adams, K. Hill, and S. Rodocker. Staff in attendance, Madison Thomas, Historic & Downtown Planner and
Kim McAuliffe, Downtown Development Manager.

A. Welcome & Introduction of New Board Members – Taylor Kidd, Board Chair
Board members introduced themselves, telling who they were, where they worked and their connection to
downtown. The meeting time for future meetings was also brought up and changed to 9 AM start time. Staff
will update the meeting calendar and update the City Secretary’s office.
B. Introduction of the new Historic & Downtown Planner, Madison Thomas
M. Thomas discussed her position and told the board that she reviews plans for commercial and residential
developments as well as infill construction. She also updated the board with an annual recap of HARC action;
16 HARC meetings last year, issued 44 COAs, and 23 of those were for commercial developments. M.
Thomas emphasized coming to her with any questions and encouraged the public to do the same.
C. Discussion and possible action regarding approval of the February 2, 2018 board meeting minutes – Taylor
Kidd, Board Chair
The minutes for the February meeting were not attached. Motion by T. Kidd to postpone action on the item
until the next meeting. Second by T. Tallman.

D. Project Team & Partner Updates
Swirl Project Team
The Swirl was a great success. The tickets sold out a few weeks prior to the event. A total of $40,850 was
raised this year. K. McAuliffe is working on sending out surveys for feedback and also working on thank you
notes for everyone that volunteered or sponsored the event.
Breakfast Bites Project Team
K. Curry recapped the past Breakfast Bites event. She also discussed the upcoming topic planned for June,
The Impact of Festivals, Events & Marketing in Downtown. Cari Miller will be speaking at that event and we will
also reach out to Lisa King of the DGA about speaking as well. T. Tallman asked about the Downtown
Lowdown update and why we did not have as much by way of updates from city staff. K. McAuliffe will look
into that and try to find more updates to give at the June event.

Partner Updates
K. Curry and T. Kidd attended and reported on the last HARC meeting. They talked about the mixed use
development at 204 E. 8th Street and the new CVS at 1102 S. Austin Avenue.
E. Façade & Sign Grant discussion and possible action
Funding for sign grant requests is still available, with a remaining balance of $2,500 for applications for the
remainder of the current fiscal year. The board will discuss options for revising the scoring criteria and
application process at a future meeting.

F. Staff Report
T. Kidd and K. McAuliffe talked about Preservation Month activities and collaborating with Preservation
Georgetown as well as the Williamson Museum on activities for this year’s celebration. T. Kidd will lead a
Preservation Project Team to help with coordinating activities. He discussed all of the activities planned for the
month including presentation of Texas Treasures Business Awards for the Williamson County Sun and
Georgetown Title. Upcoming partner meetings: Monthly volunteer lunch is Monday March 19, location TBD.
DGA – March 16, 8:45 at Friends Room in the Library, Arts and Culture Board – Tuesday, March 20 at 4:30,
HARC March 22 at 6. The Boards and Commissions reception is planned for March 22 from 6-8 PM at the
Friends Room in the Library. Upcoming event: Spring Home Tours with Preservation Georgetown are on April
14-15, they are looking for volunteer docents for this event.

SEC 2.36.010 DUTIES OF COMMISSION, COMMITTEE & BOARD MEMBERS
Attendance by Members is integral to success of the commission, committee or board. It is
Council policy to require a minimum of 75 percent attendance of each Member at each
regularly scheduled meeting including subcommittee meetings. A Member shall be allowed
two excused absences for the Member's personal medical care, required medical care of a
Member's immediate family member (as defined by City Ordinance), or Member's military
Service that shall not count against the 75 percent attendance requirement. Written notice
shall be sent to a Member and the Member's City Council representative when it appears the
Member may violate the attendance policy by being absent from more than 25 percent of
regularly scheduled meetings, including subcommittee meetings. Excessive absenteeism may
result in the Member being replaced by the Council. If a Member is removed from a committee,
commission or board, that position shall be considered vacant and a new Member shall be
appointed to the Board in accordance with Section 2.36.040
