The Main Street Advisory Board met on Friday, August 3, 2018 at 9:00 AM at Georgetown Public Library Classroom,
402 W. 8th Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If you require

Trisha Tallman called the meeting to order at 9:00 AM. Board members in attendance were, T. Tallman, K. Hill, B.
Nicholson, D. Gaume, K. Curry and S. Rodocker. A. Adams entered the meeting at 9:05 AM. Staff in attendance,
Michaela Dollar, Economic Development Director and Kim McAuliffe, Downtown Development Manager.

B. Discussion and possible action regarding approval of the July 20, 2018 board meeting minutes – Trisha
Tallman, Board Chair
Motion by K. Hill to approve the minutes as presented. Second by B. Nicholson.

C. Discussion and possible action on a Façade Request for 101 W. 7th Street – Trisha Tallman, Board Chair

D. Project Team, Block Captains for BR&E, & Partner Updates
D. Gaume gave an update for the fundraising project team, the artist is available for a meet and greet after
September. The team will meet later this month to continue work on the ornament and fall coaster.
Block captain BR&E update from S. Rodocker. She met with The Exchange owners and staff earlier this week
to talk about their business.
K. Curry reported on attending the HARC meeting in July. The 200 E. 8th Street development was approved at
the meeting. The design makes the entrance to face Church Street, the building will be two stories and include
parking in the rear of the property. The materials to be used reflect the same in surrounding buildings with both
brick and limestone.
K. McAuliffe gave an Arts & Culture update. At this time, requests for proposals are open for the new City
facilities.
E. Staff Report
Staff reported on the status of the city building sales and reported that there will likely be announcements later
in the fall. It is likely that city staff will be moved into the new city facilities in January and the buildings we are
selling will then be ready for the new owners to take possession. Upcoming events were announced as well as
Southwestern New Student Orientation in August. Development updates and available spaces were
announced, staff is working with the owners to find tenants for the spaces. Antiques & Artisans is closing at the
end of the year, which is a great space for a new business, staff will work to help promote that space
availability. Upcoming downtown partner meeting dates were provided for the coming weeks.

Discussion and possible action on a Main Street Facade Grant Fund application request for the property
located at 706 S. Austin Avenue. The planned facade improvements include window repairs and replacement,
including installation, paint and materials.
The Applicant has reviewed three bid options and elected to act as general contractor and have selected sub-
contractors perform the required work, including construction labor and materials to install new double-pane
windows and replace wood rot, on 4 upper floor all wood sash windows. The estimate provided by applicant
totals $11,500 and applicant seeks a facade grant for the maximum award of - $5,750.

I have met with the Georgetown Downtown Development Manager, and I fully understand the Façade & Sign
Reimbursement Grant Procedures and Details established by the Georgetown Main Street Advisory Board. I
intend to use this grant program for the aforementioned renovation projects to forward the efforts of the
downtown revitalization and historic preservation program known as the Georgetown Main Street Program. I
have not received, nor will I receive insurance monies for this revitalization project.
I have read the Façade & Sign Reimbursement Grant Application Procedures including the Façade & Sign
Reimbursement Grant Details.
I understand that if I am awarded a Façade & Sign Reimbursement Grant by the Georgetown Main Street
Advisory Board, any deviation from the approved project may result in the partial or total withdrawal of the

Digital Submission Requirements
The City of Georgetown utilizes a digital review system called MyPermitNow, which requires certain digital submittal
standards. For more detailed information and troubleshooting, please review the separate MyPermitNow User Guide
available at https://planning.georgetown.org/mypermitnow/.
• All applications must be submitted on a CD/DVD or Flash Drive that will not be returned. Discs or drives
must be clearly labeled with the Project Name.
• All items must be submitted in flat PDF format (no layers) with no digital signatures or passwords. The
maximum file size is 50 MB with a 300 dpi resolution preferred. JPEG is not an acceptable format.

To HARC:
It has long been a dream of the Kasper family to own a building in downtown Georgetown, and recently that
dream was realized with the purchase of the historic David Love building. In order to be the best stewards
possible of the building, we immediately began cleaning and renovating the available interior spaces, which are
the two apartments located on the upper floor. Now we are seeking your support to renovate the façade and
restore the beauty of the ornate detailing in the original construction.
The David Love Building was built in 1883 and then renovated in 1983 by Eugenia and David Harrell. The
Harrells took a number of steps to achieve both national and historic designations. In the process, they
removed the old awning, added clerestory, replaced all windows on the front and back façades, and re-worked
and re-painted the façade. With the passage of time and the hot Texas sun, many of these items have been
worn and need replacing. We began by first consulting with Sarah Blankenship at the Main Street Program,
Shelly Hargrove and Matt Synatschk. We have since held meetings with both Kim Mcauliffe and Sofia Nelson to
ensure we were fulfilling the City’s intent. The items we are focusing on restoring, pursuant to the Design
Guidelines are as follows:
Paint – Sarah Blankenship helped to provide us with a sample of appropriate color schemes for this Victorian
building. We preferred the light grey color scheme with dark accents. To address Sections 11.1-11.3, the family
examined historic photos from both the Harrell’s collection, the city’s archives, the Williamson County Museum
and Donna Scarbrough Josey’s book “Then and Now: Georgetown,” indicated this seemed to be consistent with
the early life of the building. Granted the photos are in black and white, but the intent seems consistent. This
is a similar scheme to that on the Georgetown Art Center, which fits in well with the neighboring buildings.
Pursuant to Section 11.6, we would like to highlight some of the beautiful detail in the second story tin
features. We have attached indicative color samples.
Facade –
A.Windows. The sizing and location of the windows define this building as referenced in Sections 6.1-6.3.
Per the architect’s renderings from 1983, all the windows on the building were replaced with ¼ inch
tempered glass during the remodel. We would like to keep the exact look of the displays, transoms
and upper story windows, but put in a double paned product to help with efficiencies. Throughout the
day, the second floor heats substantially, even with interior shutters. Further, there is evidence of past
leaks on the second story. Given the cost of the interior renovation and of the façade, we want to
preserve that as best as possible. We are looking at Anderson or Pella products currently- double
sashed, double-paned and custom sized to fit the existing locations. The first floor windows will also
need a custom cut, but we request they be double paned. This will comply with Sections 6.12, 6.13 and
6.16 of the Design Guidelines.

B.Awning– Working again with Sarah, we were given some historically appropriate options for awnings to
fulfill Chapter 10 of the Design Guidelines. Again, looking at the historic photos of the building, we
prefer a standing seam, black metal awning for the clean line and classic look, as well as its durability.
In addition to restoring a historical feature, the awning has practical attributes, providing welcome
shade for pedestrians, shielding the merchandise on the ground floor from direct sun, and providing
shelter when those crazy Texas storms blow in.
Signage - The original building had a parapet containing the words “Love Building,” and possibly the date of
construction. A later iteration has “The David Love Store” painted between first and second floors. Section 9.7
of the Design Guidelines actually shows a picture of the newer location. We would prefer to use wood or metal
letters in a serif font similar to the historical font, but with placement of the signage to the upper story. The sign
will read “The Love Building 1883”. This will fit within the composition of the plain panel area below the frieze,
and is keeping with those historically seen in the area and in the photo provided.

Hi Kim,
Thank you for following up with me. I knew that you had been out of your office some in recent
weeks. Yes, I did get a bid from a reputable roofer who has been working in this area. Interestingly
when he looked at the smaller metal roof area of the add on to my building he immediately noticed
that an inappropriate type of metal had been used for this roof. He said that it was actually barn
siding, applied over 3 other layers of roofing and that it had not been properly flashed. Goodness, it
is amazing that there is not more deterioration related to this roof than there is.
In addition to the estimate I have also had a settlement from my insurance company of $ 2,464.53
for the portion of the roof that is covered by insurance. As I understand your email, you will take
this information and incorporate it into my façade grant request, increasing the amount. Please call
me with any questions or let me know if you need anything further from me on this.

Thank you for this opportunity to apply for a façade and sign grant from the Main Street
Program. We are very excited about our bookstore project and look forward to presenting
it to you at your next meeting.
Lark & Owl Booksellers will be located adjacent to the iconic Monument Café in the
space formerly occupied by the Monument Market. The garage door façade will be
transformed into a retail-style storefront with display windows, double doors trimmed in
Art Deco appropriate yellow paint, charcoal-colored ceramic tile, vintage-style lighting
and a door actuator for wheelchair accessibility.
The styling, as you can see from the photos attached, will complement the Art Deco
influenced style of the Monument building. We feel that this design upgrade will enhance
the building’s appearance, giving it more presence and historical appeal. The
improvements will complement the historic downtown square and extend the
retail/dining/shopping experience of our vibrant downtown overlay district. This first
floor bookstore will reenergize an area of this block that has been underutilized. Capital
expenditures to make improvements to the building and our store will contribute to the
sales tax revenue in our area. By adding retail to this block of Austin Ave and 6th Street,
the downtown commercial footprint will be expanded, thereby drawing more people
outward from the square and increasing the opportunities for a downtown Georgetown
experience for our community and for visitors to our area.
We have submitted our application for a Certificate of Appropriateness by the city of
Georgetown and all designs and signage have been approved. See attached letter from
Madison Thomas.
Lark & Owl Booksellers will have new books, retail items including gifts, jewelry,
leather goods, food items and more. We will also have a bistro inside the store, which
will be open the same extended hours as our store. The Branch Bistro will offer grab and
go items for breakfast and snacks, as well as counter orders for lunch and light dinner
plates. There will be seating areas for diners and co-working tables for customers who
need a place to work, while enjoying a cup of coffee or lunch.
