Discussion of the second Community Meeting time, date and location. Susan Watkins, Neighborhood & Housing Program Manager Watkins shared with the Steering Committee that the project team is planning for the week of August 30th for Community Meeting #2. The meeting will be held at 6pm at the Georgetown Library. The purpose of the meeting is to gain community feedback and confirmation on initial ideas for recommendations and solutions to challenges identified in the first public meeting. The SC asked that the community meeting allow for both virtual and in person participation. Discussion of outreach for the upcoming neighborhood plan community meeting. Susan Watkins, Neighborhood & Housing Program Manager Watkins shared that staff is preparing mailers, social media, yard signs and person emails to church leaders in the neighborhood in advance of the meeting. D. Presentation and discussion of the neighborhood plan and community meetings schedule. Presentation and discussion of Community Meeting #2 materials - Carter Coleman, APD Urban Planning and Susan Watkins, Neighborhood & Housing Program Manager APD Urban Planning reviewed the presentation and materials with the Steering Committee for the second public meeting scheduled for Thursday, September 2, 2021 at Georgetown Public Library starting at 6:00 PM. The Steering Committee gave several suggestions and updates on the maps and graphics needed prior to the September 2nd Public Meeting. The Steering Committee stated they are facing a dilemma with the sale of a historic school (George Carver) and erasing that history with no language around preservation in our area. How we can be a force in preserving our history as each of these types of buildings are being sold off? It was stated that without some language about preservation then all our history will only be in the churches in the area and the shotgun house. It was stated that there is a disconnect between what we’re doing and what is happening with the school district and the City. How can we bridge that communication gap to make sure the TRG planning process is included in these decisions? Discussion among Steering Committee and several voiced concern that these bodies (school board members, etc) are saying they don’t know that there is a TRG and San Jose steering committee. It was stated this could be an opportunity to invite the school board to have a seat at the table and meet to hear what the TRG Steering Committee is doing. There is also an opportunity to potentially repurpose old buildings like the school. Staff stated we have invited the school district to come for interviews and we are actively working to see what options are available. It was stated that in other areas older buildings are repurposed for senior living facilities and the affordable housing. We have a homelessness issue which this old school building could be used to help. It was suggested to invite school board members to the next community meeting. It was stated the school board does not know how to engage with our community. Council Member Parr stated she is willing to reach out to her contacts on the school board and invite them. The Steering Committee asked and APD stated the purpose of the vision statement is that it helps craft the goals and recommendations of the Committee. Page 8 of 13 TRG Steering Committee Minutes Page 3 of 4 August 26, 2021 It was stated the vision statement should be parallel with the GCCMA, Georgetown Cultural Citizen Memorial Association vision statement, which has been an organization in the community since the 1970s. The Steering Committee reviewed over additional materials and historic locations to be included on maps prior to the September 2nd Public Meeting. It was suggested to have a map of just churches making sure it’s an inclusive plan. The Steering Committee asked, and staff stated speed bumps are not compatible for emergency services which is why they can’t be included. It was stated that Blue Hole area always has police present over the weekend, is there a way to tell how much that is costing? The Steering Committee stated they would like to see more black owned businesses and diverse owners in the area. It was stated Carver school would be a good area for a gym or a multi-use facility for the youth or a skating rink. Discussion on area programs and organizations. It was stated two of the programs listed may overstep our boundaries; job training and youth education are already done by GCCMA, Georgetown Cultural Citizen Memorial Association. Consultant stated by including them could provide guidance on where resource should be going like those organizations. Amanda Parr, City Council Member stated Homeowner education of the home rehab program and home rehab program seem redundant, is it saying we create a new rehab program aside from the one we have? The Steering Committee asked if program/organization brochures should be brought to our public meeting 2 and is there a way to include programs for economic development to start or grow businesses? It was suggested to include recommendations on collaboration, making an intentional focus on communication and collaboration. D. Updates related to the TRG Neighborhood. Susan Watkins, Neighborhood & Housing Program Manager National Night Out - National Night Out will be held on Tuesday, October 5th, 2021, from 6 pm to 9 pm. The Georgetown Police Department is accepting registration forms from those neighborhoods hosting a party that would like the Georgetown Police Department to participate. Presentation and discussion of summary of Community Meeting #2 results - Carter Coleman, APD Urban Planning and Susan Watkins, Neighborhood & Housing Program Manager • Survey reached 19 people online, and 28 attended the event. • Vision Statement option 2 got 20 votes out of 32 cast. • Historic assets received feedback on eight items as well as eight churches. • Transportation results showed roundabouts were unpopular, and police enforcement was a preferred strategy to improve speeding. • Housing results showed that single-family homes were preferred for new construction and second-floor additions to existing houses were popular. Discussion on Engagement Process Page 11 of 13 TRG Steering Committee Minutes Page 2 of 2 September 27, 2021 • APD asked about direction of information captured and response • Steering committee members agreed that neighborhood concerns have been captured in public feedback and that process has becoming clearer and trust has been developed as it has progressed. • There was recognition that more of the neighborhood has become aware of the plan and the meetings to engage in its development D. Next Steps • Next SC meeting on 10/18/21 will include a market analysis, recommendations for land use and zoning and a vulnerability study. • Last SC meeting in November will include a final draft and an implementation matrix to guide what recommendations should be prioritized.
