Lili Vargas, Jesse Valdez, Marcos, Gonzales, Linda Barton, Rick Vasquez

Steering Committee Members absent: Paola Chairez, Vrn Thomas

Meeting was called to order at 6:35 pm.
Public Wishing to Address the Board
A. At the time of posting, no persons had signed up to address the Board.

B. Approval of June 23rd meeting minutes.
Motion to approve by Valdez, 2nd by Pagan. Motion approved 8-0.
C. Presentation and discussion of Community Meeting #2 materials - Grace Barrett,
APD Urban Planning and Nat Waggoner, Asst. Dir. - Long Range

APD reviewed and discussed the vision statement for San Jose with the Steering
Committee.
• The San Jose neighborhood is a safe, healthy, and diverse neighborhood
that celebrates and protects its heritage, residential character, and
community assists like San Jose Park, San Jose Community Church, and
the historic alter to San Jose.
• The San Jose neighborhood is a multigenerational community, rich in
heritage with affordable housing options, safe streets, and parks, which
promote opportunities to share its culture.
• The Steering Committee offered the following feedback on the vision
statement: incorporate the idea that San Jose is a Historic neighborhood
located close to downtown square. Include an accent over the e in San
Jose.
Presentation and discussion regarding San Jose Goals.
1. Conservation
• Protection of legacy homeowners
• Promoting investment in community assets
• Celebrating the Community’s history and culture
2. Accessibility
• Supporting infrastructure that improves drainage and
reduces flooding
• Improving pedestrian infrastructure in the neighborhood
• Increasing access to youth recreation programs
• Support traffic and parking improvements
3. Restoration
• Providing investment in new and existing housing options
• Encouraging the development of additional greenspace
• Promoting neighborhood safety and stability
The Steering Committee offered the following feedback: Where the term culture
is used, refer to Hispanic Culture.
Presentation and Discussion on Meeting Summary.
APD provided an overview of the Community Voices report which is a summary
of the Steering Committee kick off meeting, including a SWOT analysis and the
Community Meeting #1.
• The Steering Committee offered the following feedback:

Include neighborhood education of home repair. Reiterate the need to
preserve the Hispanic culture specifically, not just the culture. The
neighborhood will not support the inclusion of duplexes, however the
Steering Committee is concerned about affordability and some support for
“casitas” like the house in the back (ADUs) .
D. Updates related to the San Jose Neighborhood. Nat Waggoner, PMP, AICP, Asst.
Planning Director- Long Range. Nat reviewed with the Steering Committee the
next steps for the Steering Committee along with upcoming meeting dates.
Motion to adjourn at 8:27pm. Approved.

Grace Barret, APD presented results of meeting #2
Steering Committee reviewed the power point presentation regarding San Jose’s
goals, rich history, transportation, urban design and building materials
preferred.
No action was taken.
C. Updates and project schedule review for the San Jose Neighborhood Plan. - Nat
Waggoner, AICP, PMP Asst. Planning Dir. - Long Range
Waggoner provided an outline of the next few meetings:
•Next Steering Committee date possibly 10/21 @ Getsemani to review
recommendations for land use, zoning, urban design and vulnerability
analysis.
• 11/4 Steering Committee will be to finalize recommendations and public
meeting.
• November 10th as Public Meeting 3
• Planning Joint TRG/San Jose meeting in Dec
E. Discussion of issues and recommendations identified in San Jose Community
Voices - Grace Barrett, Nat Waggoner
Marketing and Branding -
APD provided an overview of the purpose of consistent signage that highlights
the history of a neighborhood. Attendees discussed the value of promoting
understanding and appreciation of the history and culture of the neighborhood
without promoting the neighborhood as a destination.
Housing -
APD provided an overview of the next steps related to land use and zoning
recommendations including the potential for the development guidelines to
reinforce existing building architecture and development patterns of San Jose.
Attendees shared concerns about the potential for zoning that allows duplexes.
APD and staff provided an overview of neighborhood associations (NA) and the
value a NA could provided to the San Jose neighborhood.
