The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). Call to Order -- Greg Eady, Chair Called to order at 3:05 p.m. Before moving into the following items Robyn Densmore, City Secretary, informed the Committee that if they chose to increase the amount of Council compensation, the decision would need to be at this meeting due to timing of meetings and proper approval of the required ordinance. Legislative Regular Agenda B. Consideration and possible action to approve minutes from the April 1, 2021 Council Compensation Committee Meeting -- Robyn Densmore, City Secretary Motion by Aishman, second by Darby. Approved 7-0 (Hadaway absent). Page 4 of 16 C. Review of current compensation of the City of Georgetown Councilmembers and a comprehensive review of similar cities -- Robyn Densmore, City Secretary Hadaway joined during this item. Items C and D were discussed together. Please see Item D for details. D. Review of time commitments required of the Mayor and Councilmembers -- Robyn Densmore, City Secretary Hadaway noted that being on Council is similar to having a part time job. Aishman stated that he was ready to make a decision. Eady stated that based on the Committee’s review of council members' time commitments and their current salary, it is concluded that their current compensation is fair. Hadaway noted that council members should be compensated but prior increases in their compensation in 2015 and 2017 were significant, so if we want to increase their pay, it should only be a modest amount. Watson noted the growth the City is experiencing. She added that the citizen expect a lot of their Council members and she supports an increase of some kind. Butler stated that she agrees with Watson, but the increase should not be overboard. She also mentioned the possibility of an expense account for Council in addition to their compensation. Hernandez stated that he could support a fair amount for compensation, but he was not sure what that exact number should be. Kasper stated that he supports leaving it where it is and there had been a gap in compensation between Council and employees. He added that the total compensation is not substantial in comparison to the amount of work, and that an increase would still not fully compensate them. Darby thought that the Council deserves some sort of increase and that it could possibly be based on inflation. Kasper noted that the general rule of thumb for inflation is 3% per year. Aishman stated that he is not in favor of reducing the Council amount, but also does not support an increase. Eady asked about cost of living (COLA) increase for staff. Densmore responded that staff doesn’t received any automatic increase, but instead the City relies on market comparisons and merit increases based on performance. Eady compared the increases Council has received to the increase Council has received. Kasper noted that he does not support an increase at this time. Motion by Kasper to keep compensation as is, second by Aishman. Committee members included Chair, Greg Eady; Vice-Chair, Dana Hadaway; Carlos Hernandez; Tommy Aishman; Judy Butler; Karen Darby; Regina Watson; and Kris Kasper. The Committee met on March 25, 2021, April 1, 2021, April 8, 2021, and April 22, 2021. Attached to this summary are copies of the minutes for all those meetings, and all of the data that was reviewed by the Committee. Below is a summary of the focus of those meetings. March 25, 2021 – After introductions, City Secretary Robyn Densmore walked the Committee through the 2017 information and then reviewed the 2020 comparable for the same cities. Those cities are Belton, Cedar Park, College Station, Killeen, Lampasas, Liberty Hill, New Braunfels, Pflugerville, Round Rock, San Marcos, Taylor, Waco Bastrop, Elgin, Hutto, Leander, and Temple. The comparable information included the following fields: 2020 population, number of employees, mayor’s annual compensation, council member’s annual compensation, number of regular meetings per month, and if the City’s provide utilities, a public library, and/or a City airport. Densmore explained Council member attendance at Council and board and commission meetings, including frequency of those meetings. She also noted other events where Council members might attend such as groundbreakings, ribbon cuttings, and cultural events. Members asked that Densmore reach out to the existing Council members and ask them specifically how many hours they are spending on their Council work. Densmore agreed to do so. Members also considered comparing Georgetown to some out of state cities that were facing similar growth and issues. After this meeting Committee member Hernandez sent Densmore the following cities to reach out: Nampa, Idaho; Bend, Oregon; Ft. Myers, Florida; Concord, North Carolina; Mount Pleasant, South Carolina; and Milpitas, California. Densmore sent inquiries to these cities as requested. April 1, 2021 – At this meeting the Committee reviewed Densmore reviewed the Compensation Survey and updates that had been made since the last meeting. She also reviewed the information received from Nampa, Idaho and Mount Pleasant, South Carolina. Page 8 of 16 Densmore reviewed Council members personal responses to time commitments on Council elated activities. The committee asked for clarification on some of the responses from Council. Committee members also asked that Densmore reach back out to the cities were originally surveyed and ask them about the time commitment of their Council members and mayor, if their Council members have expense accounts, if their cities have a Council Compensation Committee or similar, and how often they review the compensation of their Mayor and Council members. After the meeting Committee member Hadaway asked about increases in compensation that were received by staff since 2017. Densmore reached out to the Human Resources Department to get that information. April 8, 2021 – The Committee reviewed the all of the data presented to them. The Committee members each provided their thoughts on the data and it was determined that an increase in Council compensation was not warranted at this time by a 6-2 vote. This decision was based on the Committee findings that council members' current compensation is fair based on time commitments; prior increases to compensation were significant; and based on the comparison to staff pay increases over the same time. Those that supported a potential increase in Council compensation noted the following: pay comparable to San Marcos would be best as they are most comparable to Georgetown; being a proficient public servant; the impact of the important decisions made by the Council; not all members of the public could financially afford to participate on Council at the current rate; the possibility of using expense accounts in the future for supplies and other associated expenses; and it will be another two years before this will be considered again. April 22, 2021 – At this meeting the Committee confirmed their final report to be included in the April 27, 2021 City Council agenda. There is no way to anticipate how many workshops or Special meetings there will be as those are based on need. It’s kind of hard to differentiate between “governing” and “politics”, and I’m not counting purely political activities. District 1 9 9 My rough estimate 35 hrs. (received confirmation that this was per month) District 2 17 20 Please realize I’m new @ this and still learning my way. Estimated Monthly total: +/-68 hours 16 hours a month minimum in e-mail. 20 hours a month in phone calls...1 hr. A day. 16 hours... 4 hrs. a week in meetings. 16 hours for 2 days @ CC noon to 8:00pm. Note: in Jan. 2021, I logged 40 hours in City Council On-Boarding workshops in addition to all other activities. District 3 35 40 This is a hard one. I spent a lot of time thinking, and I have come to the conclusion it is about 30 to 40 hours a week, or roughly 150 hours a month. A lot of those hours are from the comfort of my own home answering emails, doing research, or now zoom meetings for the two boards I'm on. I also like to drive out to sites that have zoning changes up for request. This can often accompany personal trips etc. So it is a very rough estimate. District 4 45 60 Seldom less than 30 hours per week. Seldom more than 60 hours per week. District 5 40 40 I have tried to track my time but it has been impossible for me. I check email constantly no matter the hour of the day or day of the week. I manage my city council Facebook page 24/7. I have phone calls with constituents or city staff almost daily. I typically have multiple in person meetings weekly. I host town halls. I attend HOA meetings. None of this includes council meetings and preparation for council meetings. I’d say I average over 40 hours a week very easily. District 6 15 20 While the time I devote to council duties can vary quite a bit from week to week, I would say that I spend, on average, about 60 hours per month on council-related items. This includes council meetings, workshops, special called meetings, meetings with staff, citizen board meetings, reviewing agendas, researching items, time on social media outreach, constituent communication via email/phone call/messages/meetings. There are weeks where the time goes quite a bit higher, especially when there is an emergency situation, like Winter Storm Uri or developments with COVID, as recent examples. District 7 25 40 I spend an average of 25 hours a week on City business. Usually no less than 15 hours sometime as much as 40 hours a week.
