It has a Mixed-Use Community and Regional Commercial Future Land Use designations. The southern portion of the subject property has a Public Facilities (PF) zoning district designation. The northern portion is currently in the extraterritorial jurisdiction (ETJ) and in the process of annexation. Once approved by City Council, this portion will be designated Public Facilities (PF) zoning district upon annexation. Physical and Natural Features: The subject property is currently developed with a residential single-family structure and a commercial towing services facility. There is an office/warehouse located in the rear of the property. There are few trees on the property. Utilities The property has existing utilities with the City of Georgetown serving as the electric, wastewater and water service provider. It is anticipated there is adequate water and wastewater capacity to serve the subject property. Transportation Primary access to the subject property is from E University Avenue, which is identified in the Overall Transportation Plan as a Major Arterial. In addition, the subject property is located approximately 600 feet from the intersection of SH-29/University Avenue and Inner Loop. NE Inner Loop is classified as a Major Arterial and SE Inner Loop as a Minor Arterial in the City’s Overall Transportation Plan. Arterial streets provide traffic movement through and between different areas within the city and access to adjacent land uses. Access is more controllable because driveway spacing requirements are much greater and, if safety dictates, overall access can be limited to specific turning movements. Minor Arterials connect lower functional classifications and major arterials and tend to be shorter in distance. Major Arterials connect major traffic generators and land use concentrations and serve much larger traffic volumes over greater distances. Based on the existing driveway curb-cuts in the vicinity, the property may be permitted at least one non-emergency public access driveway. Parkland Dedication Parkland dedication requirements do not apply to the proposed subdivision. Subdivision Plats are reviewed to ensure consistency with minimum lot size, impervious cover, streets and connectivity, and utility improvement requirements, among other. All technical review comments have been addressed by the Applicant. Approval Criteria Staff has reviewed the proposed rezoning request and has found that it complies with the criteria established in UDC Chapter 3.08.080 for a Preliminary Final Plat, as outlined below: APPROVAL CRITERIA FINDINGS STAFF COMMENTS 1. The Final Plat is acceptable for consideration, meaning the application is complete and the information contained within the application is correct and sufficient to allow adequate consideration and final action. Complies The Plat has been deemed acceptable and complete for consideration. 2. The Final Plat is consistent with an approved Preliminary Plat, except as provided for in Subsection 3.08.080.B.1. Complies The proposed Plat is a Preliminary Final Plat combo, and all required utility and land dedication is incorporated into this Plat. 3. The Final Plat is consistent with any City-approved Construction Plans for any required or agreed improvements. Not Applicable No public improvements were required to be extended or constructed as part of this subdivision. The proposed subdivision was reviewed under the Preliminary Final Plat option due to the required dedication of additional right- of-way for E University Ave. 4. The Final Plat meets any subdivision design and improvement standards adopted by the City pursuant to Texas Local Government Code § 212.002 or § 212.044, governing plats and subdivision of land within the City's jurisdiction to promote the health, safety, morals, or general welfare of the City and the safe, orderly, and healthful development of the City. It bounds the most southern portion of the Georgetown Municipal Airport on the west and east sides. It has Mixed-Use Neighborhood Center, Moderate Density Residential, Employment Center, Institutional, and Parks, Recreation and Open Space Future Land Use designations, and is currently zoned Local Commercial (C-1) and Planned Unit Development Industrial (PUD IN) Physical and Natural Features: The subject property is currently vacant with dense tree coverage. The west portion of the subject property is located within the 100-year FEMA floodplain of the Pecan Branch Creek. In addition, a portion of the subject property includes the old alignment of Lakeway Drive (undeveloped), which is currently in the process of being vacated. Utilities The subject property is located within the City’s service area for water, wastewater and electric. Water is proposed to be provided by a water main extension along Lakeway Drive and wastewater will connect to the existing wastewater main with the Pecan Branch Creek. It is anticipated that there is adequate capacity to serve the subject property at this time. A Utility Evaluation may be required at time of Site Development Plan to determine capacity and any necessary utility improvements to accommodate the development on the subject property. Transportation The subject property will be primarily accessed from Lakeway Drive. In accordance with the City’s Overall Transportation Plan, Lakeway Drive is classified as a Major Collector up to its intersection with Airport Road, and as a Minor Arterial from Airport Road to its intersection with IH-35. East of IH-35, Lakeway Drive transitions into NE Inner Loop, which is classified as a Major Arterial. In addition, the subject property is located approximately 750 feet from Northwest Boulevard (a Major Collector), and approximately 2,100 feet from Airport Road (a Minor Arterial). Major collectors are intended to balance traffic between arterial streets and local streets. These streets tend to carry a high volume of traffic over shorter distances, providing access and movement between neighborhoods, parks, schools, retail areas and the arterial street system. Arterial streets provide traffic movement through and between different areas within the city and access to adjacent land uses. Access is more controllable because driveway spacing requirements are much greater and, if safety dictates, overall access can be limited to specific turning movements. Intergovernmental and Interdepartmental Review The proposed Plat Vacation was reviewed by the applicable City departments. No technical comments were issued for this Plat Vacation. Approval Criteria In accordance with Texas Local Government Code Section 212.013, after a plat has been recorded with the County, the plat or any portion of the plat may be vacated by application of all the owners of property within the original plat in the same manner as would be currently prescribed under this Code for approval of the original plat.
