Background:

As p art o f the UDC regulatio ns, the ap p licant s ub mitted a Site Analysis Map fo r review b y the City
Counc il. The S ite Analys is Map id entifies enviro nmentally sens itive areas, flo o d p lain, Heritage Trees , and
natural areas fo r protectio n in a residential develo p ment. In exc hange fo r pres erving thes e sens itive areas,
the develo p er is propos ing s maller streets, and p ro p o s ing the existing flood p lain as open spac e within the
d evelopment. City Counc il approved the Site Analys is Map at their Sep temb er 27, 2016 meeting.
Public comments:
Pub lic notice is not required for a Preliminary Plat. As of the date of this rep o rt, no written p ublic
comments have b een received .
Staff Recommendation:
Approval of the Preliminary Plat of 25.03 acres in the Orville Perry Survey.

Parkland: Total of 2.72 acres in two lots
This subdivision will be developed under the Conservation Subdivision section of the Unified
Developed Code. As part of the UDC regulations, the applicant submitted a Site Analysis Map for
review by the City Council. The Site Analysis Map identifies environmentally sensitive areas,
floodplain, Heritage Trees, and natural areas for protection in a residential development. In exchange
for preserving these sensitive areas, the developer is proposing smaller streets, and proposing the
existing floodplain as open space within the development. City Council approved the Site Analysis
Map at their September 27, 2016 meeting. The Site Analysis Map is attached as Exhibit 2.
Site Information
This property is located on the south side of FM 971 and East Morrow Street, east of College Street; see
Attachment 1. The property is undeveloped, with floodplain on the west side. There are 24 Heritage trees
within the property and a natural slope towards the adjacent San Gabriel River.
History
The subject property was annexed into the City of Georgetown in 1996 with Ordinance 96-78. At the time
of annexation it was given the Agriculture District (AG) designation. In February of this year the City
Council approved a change in zoning to the Residential Single-Family District (RS) designation.
Utilities
Water, wastewater, and electricity are provided by the City of Georgetown. The Development Engineer
has determined there is adequate capacity for the proposed subdivision.
Transportation
The main access to this property is from Wier Road/FM 971, and East Morrow Street. A connection to the
existing Deep Creek Drive is required by the UDC, and is shown on the preliminary plat.

Parkland Dedication
The Parks and Recreation Board approved the dedication of 2.72 acres of public parkland for this project.
A portion of that public parkland will be used to continue a public access trail along the southern boundary
of this property, providing access to San Gabriel Park.
Staff Analysis
The proposed Preliminary Plat meets the requirements of the UDC and is presented for approval.
