A. Chair Schroeder called the meeting to order at 6:00 p.m. and lead the Pledge of Allegiance. Chair Schroeder stated the order of the meeting and that those who speak must turn in a speaker form to the recording secretary before the item that they wish to address begins. Each speaker is permitted to address the Commission once for each item, for a maximum of three (3) minutes, unless otherwise agreed to before the meeting begins. B. As of the deadline for this agenda, no persons were signed up to speak on items other than what was posted on the agenda. Consent Agenda The Statutory Consent Agenda includes non-controversial and routine items that may be acted upon with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as part of the Regular Agenda. C. Consideration of the Minutes from the August 16, 2016 P&Z meeting. D. Consideration of bi-annual statistical report. Jordan Maddox, AICP, Principal Planner E. Consideration and possible action on a Preliminary Plat for 6.273 acres in the Francis A. Hudson Survey, Abstract No. 295, located on La Conterra Boulevard just west of FM 1460, to be known as Teravista Section 402. (PP-2016-006, Teravista Section 402) Mike Elabarger, Senior Planner F. Consideration and possible action on a Preliminary Plat for 2.86 acres in Reata East, Block B, Lot 4 and located at 706 Lakeway Drive to be known as The Grove at Georgetown. (PP- 2016-002, The Grove at Georgetown) Juan Enriquez, Planner Motion by Commissioner Bargainer to approve the consent agenda including the minutes from the August 16, 2016, Planning and Zoning meeting. Public Hearing and possible action on a request for a Special Use Permit to allow a lumber yard in the General Commercial (C-3) District at 300 Leander Road, also being Lot 2, Hope McCoy Subdivision. (SUP-2016-003, ProBuild) Carolyn Horner, AICP, Planner Horner presented the staff report and recommended approval with the condition that new fencing shall be a solid would material and design. Chair Schroeder opened the Public Hearing and with no speakers coming forth, closed it. Motion by Pitts, second by Webb to approve the application as presented. Approved 6 – 0 – 1, Rankin absent. F. Public Hearing and possible action on a request to Rezone approximately 54.537 acres of the W. Addison Survey located at 1951 FM 1460 from the Agriculture (AG) District to the Planned Unit Development (PUD) District. (REZ-2016-004, La Conterra North) Carolyn Horner, AICP, Planner Horner presented the staff report. Staff recommends approval of the applicant’s request based on the findings, with the condition that the applicant provides elevations for the proposed development. The applicant, Pete Verdicchio questioned the need to have all the elevations submitted to the city. Chair Schroeder opened the Public Hearing and with no speakers coming forth, closed it. Motion by Fuller, second by Pitts to approve the application without the conditions. The Commissioners discussed the need for the elevations and expressed concerns. Sofia Nelson explained that in working through the review process and because this is a PUD, and because the lots are smaller, staff looks at items that can be enhanced to offset that. Items reviewed are streets, connectivity, streetscapes and open spaces. They were asking for elevations so that the style of the community would complement the building designs. The motion was called and read again to approve the application without conditions. The motion was approved 6 – 0 – 1, Rankin absent. G. Update on the Williams Drive Sturdy, Jordan Maddox, Nat Waggoner, Andreina Davila Jordan Maddox presented the report. The group has been finalizing the public involvement plan and community outreach. They are continuing analysis of existing conditions. The outreach team and technical team are meeting. The first Steering Committee meeting will be held next week. The first Public Meeting will be held on October 6. There will be a weeklong charrette in November which will be intense public and consultant interviews.
