Chair Cochran called the meeting to order at 6:02 p.m.
Chair Cochran stated the order of the meeting and that those who speak must turn in a speaker form to
the recording secretary before the item that they wish to address begins. Each speaker is permitted to
address the Commission once for each item, for a maximum of three (3) minutes, unless otherwise
agreed to before the meeting begins.

Consent Agenda
The Consent Agenda includes non-controversial and routine items that the Commission may act on
with one single vote. A Commissioner or any member of the public may request that any item from the
Consent Agenda be pulled in order that the Commission discuss and act upon it individually as part of
the Regular Agenda. The Planning and Zoning Commission's approval of an item on the Consent
Agenda will be consistent with the staff recommendation described in the report, unless otherwise
noted.
B. Consideration of the Minutes of the January 21, 2014, meeting of the Planning and Zoning
Commission.
C. Consideration and possible action on a Preliminary Plat of 19.8472 acres in the Lewis J.
Dyches and Francis A. Hudson Surveys, to be known as Vantage at Georgetown,
located on FM 1460 south of the Southeast Inner Loop. PP-2013-003 (Mike Elabarger)
Motion by Commissioner Brent to approve the consent agenda including the minutes
from the January 21, 2014 Planning and Zoning meeting. Second by Commissioner
Horne. Approved. (5-0)

Regular Agenda
D. Public Hearing and possible action to support City Council adoption of the Downtown
Master Plan Update – Matt Synatschk, Historic Planner
Matt reviewed the process and the Downtown Master Plan Update.
Motion by Commissioner Brent to recommend to City Council approval of the
Downtown Master Plan Update. Second by Commissioner Horne. Approved. (5-0)
E. Public Hearing and possible action on a Zoning Map Amendment of approximately
22.02 acres out of the N. Porter Survey and the Crestview Addition, Crestview Baptist
Church, Gabriel Heights, Longhorn Crossing, and Williams Addition subdivisions, to
remove the Williams Drive (F.M. 2338) Special Area Plan Overlay District (SP-WM), on
the properties generally located on Williams Drive between Shannon Lane and Power
Road, within City Council District 2, more specifically on the properties located at 211
W Central Dr, 307 Shannon Ln, 504 Power Rd, 1629 Rivery Blvd, and 1599 through 2404
Williams Dr, save and except 2403 Williams Dr. REZ-2013-015 (Andreina Dávila-
Quintero, Project Coordinator) Staff report by Andreina Davila-Quintero provided an
overview of the Special Area Plan Overlay District and recommend for approval.
Chair Cochran opened the Public Hearing. No one came forward, the Public Hearing
was closed.
Motion by Commissioner Brent for approval of the request to remove the SP-WM
overlay district. Second by Commissioner Rankin. Approved. (5-0)

Background: The applicant is proposing to development 25.64 acres, to be known as Oakland Park
Subdivision, a Replat of North Lake Estates, Section E, Tracts 1 through 5, creating 22 residential lots.
Five Heritage Trees are proposed for preservation within the development.
Public Comments: As of the writing of this report, no written public comments have been received
regarding this proposed development.

Applicant’s Request
This Final Plat of Oakland Park Subdivision, a Replat of North Lake Estates, Section E,
Tracts 1 through 5, located north of RM 2338, will create 22 residential lots.
Site Information
Location:
The property is located north of RM 2338.
Physical Characteristics:
The tract is undeveloped land, with five Heritage trees, located in the Extra-territorial
Jurisdiction of the city.
History
The applicant processed this same development as a Preliminary Plat of Oakland Park
Subdivision and received approval from the Planning and Zoning Commission on
October 1, 2013. During the review of the Final Plat application a survey error was
identified that had omitted the North Lake plat reference, which would have required a
replat and notification to property owners within the original plat. Therefore, the Final
Plat is being brought back to Planning and Zoning as a Replat of North Lake Estates,
Section E, Tracts 1 through 5 and notification has been provided.
2030 Plan Conformance
The proposed Final Plat is in conformance with the 2030 Plan land use designation of Low
Density Residential. This land use category comprises single family neighborhoods that can
be accommodated at a density ranging between 1.1 and 3 dwelling units per gross acre.
This project is located within Tier 2 of the City’s Growth Tier Plan. Tier 2 lies outside the
city limits, but within the City’s Extraterritorial Jurisdiction (ETJ). This area likely will
be needed to serve the city’s growth needs over the next 10-20 years.
Utilities
Utilities will be provided by Pedernales Electric, Chisholm Trail SUD for water and on-
site septic. Public utility easements are being dedicated with this plat according to the
City of Georgetown standards.
Transportation
This development will be accessed from East Ridgewood Road that intersects with RM
2338 and Meadow Drive to Timberline Road that fronts the northeast side of the tract.

Though heavily treed, the property does not contain Heritage Trees.
History
The plat of North Lake Estates, Section D was platted with Williamson County on October
10, 1986. A Replat of North Lake, Section D, Lot 143 was replatted through the City and
recorded on February 14, 2013.
2030 Plan Conformance
The proposed Final Plat is in conformance with the 2030 Plan land use designation of Low
Density Residential. This land use category comprises single family neighborhoods that can
be accommodated at a density ranging between 1.1 and 3 dwelling units per gross acre.
This project is located within Tier 3 of the City’s Growth Tier Plan. Tier 3 lies outside the
city limits, but within the City’s Extraterritorial Jurisdiction (ETJ). This area is not
anticipated to be needed to serve the city’s growth needs for 20 years.

Utilities will be provided by Pedernales Electric, Chisholm Trail SUD for water and on-site
septic. Public utility easements are being dedicated with this plat according to the City of
Georgetown standards.
Transportation
This development will be accessed from County Road 262 (Russell Park Road). To
minimize the traffic impact of multiple driveways along CR 262, the development is
providing a Joint Use Driveway Easement for a shared driveway between the lots.
