A The Historic and Architectural Review Commission (HARC), appointed by the Mayor and the
City Council, is responsible for hearing and taking final action on Certificates of Design
Compliance applications based upon the City Council adopted Downtown and Old Town Design
Guidelines and Unified Development Code. The Commission may, at any time, recess the Regular
Session to convene an Executive Session at the request of the Chair, a Commissioner, the Director
or legal counsel for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551.

Monday, May 12, 2014 at 4:00 pm

Members present: Nancy Knight, Richard Mee, and Mary Jo Winder
Members absent: none
Staff present: Matt Synatschk, Historic Planner; Andreina Davila, Project Coordinator and
Karen Frost, Recording Secretary
Call to order by Knight at 4:00 p.m. She presented the meeting procedures.

Session for any purposed authorized by the Open Meetings Act, Texas Government Code 551.)
Legislative Regular Agenda
The Historic and Architectural Review Commission Sign Subcommittee is responsible for
hearing and taking final action on sign applications, by issuing Certificates of Design
Compliance based upon the City Council adopted Downtown Design Guidelines. This is a
regular scheduled meeting of the Sign Subcommittee, for consideration and possible action on
the following:
A. Discussion and possible action to approve the minutes from the April 14, 2014 HARC
Sign Subcommittee meeting.
Motion by Mee to approve the minutes as submitted. Second by Winder. Approved 3
– 0.
B. Public Hearing and possible action on a Certificate of Design Compliance for signage at
City of Georgetown, Block 41, Lot 5 (PT), .06 acers, located at 714 South Austin Avenue,
Suite 201. (CDC‐2014‐016)
Synatschk presented the staff report and recommended approval. Corky Barho, the
applicant, was available for comments or questions.
The Commissioners expressed concerns that the sign was already installed without a
permit. Synatschk explained that he has been working with sign companies to help
them understand the processes better. He went on to say that this sign company
misunderstood because the signs installed were replacing existing signs, they thought
they were already approved. The sizes of the signs are correct.
Motion by Mee to approve the CDC as submitted. Second by Winder. Approved 3 –
0.

C. Public Hearing and possible action on a Certificate of Design Compliance for signage at
Glasscock addition, Block 9, Lot 7‐8, .3306 acres, located at 204 East 8th Street. (CDC‐
2014‐018)
Synatschk presented the staff report and stated the applicant was requesting approval
for refacing an existing monument sign and door signs. Staff recommends approval.
Jim Wilson, the applicant, was available for comments or questions.
The Public Hearing was opened and closed with no speakers coming forth.
No discussion other than the signs look nice.
Motion by Mee to approve the CDC as submitted. Second by Winder. Approved 3 –
0.
Adjournment. Motion by Winder to adjourn the meeting at 4:15 p.m. Second by Mee.

ITEM SUMMARY:
The City of Georgetown is in receipt of a request for a CDC for portable signage for the business
located at 714 South Austin Avenue, Suite 201. According to the submitted letter of intent, the
applicant wishes to place a portable sign on the sidewalk during regular business hours.
Staff recommends approval of the request based on the findings that the request meets the
approval criteria of Section(s) 3.13.030of the Unified Development Code (UDC), as outlined in
the attached Staff Report.
The affirmative vote of the majority of the HARC Sign Subcommittee members is required to
approve the CDC request.
FINANCIAL IMPACT:
None. The applicant paid the required fees.

STAFF ANALYSIS
The applicant’s request includes a portable sign to be placed on the sidewalk during regular
business hours. The HARC Sign Subcommittee previously approved a flush mounted sign on
the primary façade, a hanging sing mounted underneath the canopy, and window and door
signage mounted on the interior of the glass.
Business locate within the Downtown Overlay District are allowed one portable sign for use
during business hours. The dimensions of the sign may not exceed 4 feet high by 3 feet wide,
with a total square footage of 12 feet per side. The proposed sign is 3 feet high by 2 feet wide,
with a total square footage per side of 6 square feet (see Exhibit A).
APPLICABLE DESIGN GUIDELINES
9.1 A portable sign may be considered, in the Downtown Overlay District
STAFF RECOMMENDATION
Staff recommends approval of the signage as proposed
