an Executive Session at the request of the Chair, a Commissioner, the Director or legal counsel for
any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.

Monday, May 11, 2015, 4:00 p.m.

Members present: Nancy Knight, Chair; and Jennifer Brown
Commissioners absent: Richard Mee

A. The Historic and Architectural Review Commission (HARC) Sign Subcommittee, appointed by the
Commission, is responsible for hearing and taking final action on Certificates of Design Compliance
applications for Signage based upon the City Council adopted Downtown and Old Town Design
Guidelines and Unified Development Code. The Commission may, at any time, recess the Regular
Session to convene an Executive Session at the request of the Chair, a Commissioner, the Director or
legal counsel for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551.

Call to Order by Knight at 4:34 p.m.

Commission one time only for a maximum of three minutes.
Legislative Agenda:
B. Review and possible approval of the minutes of the April 23, 2015 Sign Subcommittee meeting.
Motion by Brown to approve the minutes as submitted. Second by Knight. Approved 2 – 0.
C. Public hearing and possible action on a Certificate of Design Compliance Request for Signage at City
of Georgetown, Block 40, Lot 6 (NW/PT), 0.55 acres, located at 711 South Main Street. (CDC‐2015‐012)
Synatschk presented the staff report. The applicant is requesting 3 new signs, a flush‐mounted sign
on the front façade and two window signs. The applicant’s request for new business signage is in
compliance with the design guidelines. The Guidelines allow for the installation of a flush mounted
sign on the primary façade. The sign placement is appropriate as defined by the architectural features
of the structure. The window signage is appropriate for businesses located in high pedestrian areas.
The signs comply with the size requirements of the Guidelines and do not exceed the allowable
colors. The applicant did not attend the meeting.
Knight opened the Public Hearing, and with no speakers or guests, closed the hearing.
Knight made a motion to approve the flush mounted sign and to deny the window signage based
on the signs blocking the architectural features, i.e. the wooden windows. Commissioners
discussed the consequences of the denial and what actions could follow. Second by Brown.

Commissioners discussed with Synatschk other possibilities for the window signs.
After a vote, the motion was approved 2 – 0.
Adjournment
Motion by Knight to adjourn. Second by Brown. Meeting adjourned at 4:44 p.m.

SUBJECT:
Public hearing and possible action on a Certificate of Design Compliance Request for Signage at
City of Georgetown, Block 42, Lot 3-4 (PTS), 0.2226 acres, located at 708 Rock Street
ITEM SUMMARY:
The City of Georgetown is in receipt of a request for a CDC for business signage for the new
business located at 708 Rock Street. According to the submitted letter of intent, the applicant
wishes to install window and door signage.
Staff recommends approval of the request based on the findings that the request meets the
approval criteria of Section3.13.030 (of the Unified Development Code (UDC), as outlined in the
attached Staff Report.
The affirmative vote of the majority of the HARC Sign Subcommittee members is required to
approve the CDC request.

STAFF ANALYSIS
The applicant’s request for new business signage is in compliance with the design guidelines.
The Guidelines allow for the installation of a window and door signageThe sign placement is
appropriate as defined by the architectural features of the structure. The window sign is
appropriate for businesses located in high pedestrian areas. The signs comply with the size
requirements of the Guidelines and do not exceed the allowable colors.
