Thursday, June 26, 2014 at 5:30 p.m.
Council and Courts Building

Members present: Nancy Knight, Chair; and Richard Mee.
Commissioners absent: Mary Jo Winder
Staff present: Matt Synatschk, Historic Planner; Andreina Davila, Project Coordinator; and Karen Frost,
Recording Secretary.
A. Call to Order by Knight at 5:40 p.m. with the reading of the meeting procedures.

Legislative Agenda:
B. Consideration and possible approval of the minutes of the June 9, 2014 sign subcommittee meeting.
Motion by Mee to approve the minutes as presented. Second by Knight. Approved 2 -0.
C. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
signage for the property located at 205 East University Avenue, bearing the legal description of
Glasscock Addition, Block 23, Lot 1 – 8, 1.32 acres. (CDC-2014-020)
Synatschk presented the case. The request if for a freestanding sign for the Georgetonian. It will be
constructed of wood and limestone and will use the existing lighting. Staff recommends approval of
this sign.
Knight opened and closed the Public Hearing with no speakers coming forth.
Motion by Mee to approve the sign for CDC-2014-020 as submitted. Second by Knight. Approved
2 – 0.
D. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
signage for the property located at 114 East 7th Street, bearing the legal description of City of
Georgetown, Block 40, Lot 1, 4, .33 acres (CDC-2014-024)
Synatschk presented the application. The applicant is requesting a new projecting sign mounted
above the primary entrance to the structure. The sign will be mounted on a scroll bracket secured to
the structure that will hold two aluminum hanging signs. Jim Wilson, the applicant’s agent, and
Kimberly Keller, the applicant were both present for discussion.
Knight opened and closed the Public Hearing with no speakers coming forth.
Knight opened the discussion and stated she had concerns about the lack of color coordination

between the signs and the building color. Ms. Keller explained that the colors were meant to be
opposite each other and to provide the “pop” of color she was after. Knight felt it was inconsistent.
Synatschk commented that three colors plus black and white: magenta, blue and green, were allowed
per the guidelines. Knight cited Guideline 9.12 which suggests a Master Sign Plan should be
developed for multi-tenant buildings, such as this.
Motion by Mee to approve with sign with the colors provided. Motion failed for lack of second.
Mr. Wilson and Ms. Keller suggested the color for the top sign be white with magenta lettering, to
reduce the amount of magenta against the green and gold. Knight appreciated the compromise.
Motion by Knight to approve CDC-2014-024 with the color of the magenta sign to be changed to
white with magenta lettering and the rest of the sign to be approved as submitted. Second by
Mee. Approved 2 – 0.
J. Adjournment Knight adjourned the meeting at 5:58 p.m.

STAFF ANALYSIS
The applicant requests permission to reface an existing nonconforming sign to reflect the new
tenant occupying the space. New freestanding signs are limited to 5 feet in height, but
refacing the nonconforming sign does not remove the legal nonconforming status.
Freestanding monument signs are appropriate for buildings whose primary use is set back
from the street edge. The proposed colors are within the limits allowed by the design
guidelines, and the proposed design clearly identifies the business. The proposed colors blend
well with the front façade of the structure.
APPLICABLE DESIGN GUIDELINES
9.1 Consider the building front as part of an overall sign program.
9.2 A sign shall be subordinate to the overall building composition.

Attached is application for signage for The Fowler Law Firm, PC, located at 312 W.
University Ave.
The tenant intends to replace the existing MDO wood sign with a new sign of the same
size and shape, mounted to the existing poles.
The main sign will be constructed with ½” MDO Sign Board with a background color of
White, and content consisting of Black and Gold vinyl lettering. The existing posts may
be touched-up (re-painted) utilizing the same color scheme of White for the posts and
Black for the inset black highlight lines. The total size of the main sign will be 48”w x
72”h, totaling 24 sq. ft.. (Color samples included)
Total of all proposed signage equals 24 sq. ft. (Unchanged from existing sign)

Attached is application for signage for Framers Gallery, located at 610 S. Main Street.
The tenant intends to add a hanging sign below the existing awning to denote the
existence of the “Art Gallery”.
The hanging sign will be constructed with ½” MDO Sign Board with content consisting
of a digitally printed graphic simulating realistic wood grains. The total size of the
hanging sign will be 14”h x 48”w, totaling 4.66 sq. ft..
