The Commission may, at any time, recess the Regular Session to convene an Executive Session at the request of the Chair, a Commissioner, the Director or legal counsel for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551. Legislative Regular Agenda The Historic and Architectural Review Commission Sign Subcommittee is responsible for hearing and taking final action on sign applications, by issuing Certificates of Design Compliance based upon the City Council adopted Downtown Design Guidelines. This is a regular scheduled meeting of the Sign Subcommittee, for consideration and possible action on the following: A. Discussion and possible action to approve the minutes from the May 12, 2014 HARC Sign Subcommittee meeting. Motion by Mee to approve the minutes as submitted. Second by Winder. Approved 3 – 0. B. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for signage for the property located at 714 South Austin Avenue, Suite 201 bearing the legal description of City of Georgetown, Block 41, Lot 5 (PT), .06 acres. (CDC-2014-021). Synatschk presented the staff report and recommended approval based on it following the guidelines. The Commissioners expressed concerns regarding the number of signs, specifically the number of A-frame signs, being allowed o the Square. There was concern of the cluttered look. Synatschk stated staff was considering alternatives for pedestrian signage such as vertical signage. Motion by Winder to approve the CDC-2014-021 as submitted. Second by Mee. According to the submitted letter of intent, the applicant wishes to install a new freestanding sign in front of the structure. Staff recommends approval of the request based on the findings that the request meets the approval criteria of Section 3.13.030 of the Unified Development Code (UDC), as outlined in the attached Staff Report. The affirmative vote of the majority of the HARC Sign Subcommittee members is required to approve the CDC request. FINANCIAL IMPACT: None. The proposed freestanding sign will be constructed on a limestone base, utilizing the existing lighting. Freestanding signs are appropriate for buildings whose primary use is set back from the street edge. Multi-tenant signs must be considered to reduce the number of signs allocated per building. APPLICABLE DESIGN GUIDELINES 9.1 Consider the building front as part of an overall sign program. 9.2 A sign shall be subordinate to the overall building composition. 9.3 A primary sign should identify the ser- vices or business offered within 9.5 Freestanding or pole mounted signs may be considered. 9.12 A directory sign for multi-tenant buildings must be considered. The signs will be mounted on a scroll bracket secured to the structure. Projecting signs are appropriate for buildings without a canopy, allowing for increased visibility for pedestrian traffic.
