A The Historic and Architectural Review Commission (HARC) Sign Subcommittee, appointed by
the Commission, is responsible for hearing and taking final action on Certificates of Design
Compliance applications for Signage based upon the City Council adopted Downtown and Old
Town Design Guidelines and Unified Development Code. The Commission may, at any time,
recess the Regular Session to convene an Executive Session at the request of the Chair, a
Commissioner, the Director or legal counsel for any purpose authorized by the Open Meetings
Act, Texas Government Code Chapter 551.

Thursday, August 28, 2014 at 5:30 p.m.

Members present: Nancy Knight, Chair; Richard Mee and Mary Jo Winder
Commissioners absent: none
Staff present: Matt Synatschk, Historic Planner; Jackson Daly, Executive Assistant; and Karen Frost,
Recording Secretary.
A. Call to Order by Knight at 5:35 p.m. with the reading of the meeting procedures.

Legislative Agenda:
B. Discussion and possible approval of the minutes from the July 24, 2014 Sign Subcommittee Meeting.
Motion by Mee to approve the minutes as submitted. Second by Winder. Approved 3 – 0.
C. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
business signage for the property located at 111 West 9th Street, bearing the legal description of City of
Georgetown, Block 51, Lot 6 – 7 (PTS), .1446 acres (CDC‐2014‐030).
Synatschk presented the staff report. This was a medium priority structure than was downgraded to a
low priority structure in the 2010 Historic Resource Survey. The applicant is requesting business signage
to be installed above the primary entrance to the structure and on the door leading in to the office. The
colors, placement and size of the proposed signage meet the design guidelines. Staff recommends
approval.
The Public Hearing was opened by Chair Knight and was closed with no speakers coming forth.
Motion by Winder to approve the application of CDC‐2014‐030 as submitted. Second by Mee.
Approved 3 – 0.
D. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
business signage for the property locate at 814 South Main Street, bearing the legal description of Old
Fire Station Sub, Block 51, Lot 2, .09915 acres (CDC‐2014‐031).
Synatschk presented the staff report. The applicant requests permission to mount a hanging sign
underneath the existing canopy, above the primary entrance to the building. The proposed design
coordinates with the façade of the structure and conforms to the color and size requirements.
Portable signs are allowed in the Downtown Overlay District for use during business hours. The
proposed portable sign is in compliance with the design guidelines. Staff recommends approval of the

hanging sign.
The Public Hearing was opened by Chair Knight and was closed with no speakers coming forth.
Mee questioned the height of the sidewalk and whether it was sufficiently tall enough to hang this sign.
Synatschk reported it was.
Motion by Mee to approve the signage for CDC‐2014‐031 as submitted. Second by Winder. Approved
3 – 0.
Adjournment. Motion by Mee to adjourn the meeting. Knight adjourned the meeting at 5:43 p.m.

business signage for the property located at 108 West 8th Street, bearing the legal description of
City of Georgetown, Block 51, Lot 3(PT), 0.05 acres (CDC-2014-035).
ITEM SUMMARY:
The City of Georgetown is in receipt of a request for a CDC for business signage for the new
business at 108 West 8th Street. According to the submitted letter of intent, the applicant wishes to
install a flush mounted sign, window signs and utilize a portable sign during normal business
hours.
Staff recommends approval of the request based on the findings that the request meets the
approval criteria of Section3.13.030 of the Unified Development Code (UDC), as outlined in the
attached Staff Report.
The affirmative vote of the majority of the HARC Sign Subcommittee members is required to
approve the CDC request.
FINANCIAL IMPACT:
None. The applicant has paid the required fees.

STAFF ANALYSIS
The applicant is requesting business signage to be installed above the primary entrance to the
structure, on the store front windows and a portable sign for display during business hours.
The colors, placement and size of the proposed signage meet the design guidelines.
APPLICABLE DESIGN GUIDELINES
9.1 Consider the building front as part of an overall sign program.
9.2 A sign shall be subordinate to the overall building composition.
9.3 A primary sign should identify the services or business offered within.
9.6 A flush mounted wall sign may be considered
9.8 A window sign may be considered.
9.13 A portable sign may be considered, in the Downtown Overlay District
9.19 Use colors for the sign that are compatible with those of the building front.
9.25 Signage should have a professional quality and a finished appearance.
STAFF RECOMMENDATION

RE: Signage at 108 West 8th Street
Attached is application for signage for “La Bella Casa” to be located at 108 W. 8th Street.
The tenant intends to install a flush mounted MDO Wood Sign to the facia of the
building. Full-color drawings and dimensions are included with this packet.
The previous tenant (Tribal Impressions) incorporated a sign measuring 36”h x 84”w,
totaling 21 square feet, plus limited amounts of window lettering and interior hanging
signs, in addition to a 36”w x 24”h A-Frame sidewalk sign.
This building has been recently renovated and a new facia and building façade have been
constructed.
The Main ID sign will be constructed with ½” MDO Sign Board with a background color
of Beige, and content consisting of Burgundy colored vinyl lettering. The face of the sign
will measure 30”h x 84”w for a total of 17.5 sq. ft..
The tenant also desires to install vinyl lettering on the two (2) windows of the storefront.
The left-side window lettering will not exceed a total of 3 Sq. Ft., and the right-side
window lettering will not exceed a total of 5.5 square feet.
The tenant has also requested to utilize a “A-Frame” sidewalk sign measuring 24”w x
36”h, constructed from 2 pieces of ½” thick MDO sign board, with a hinge and handle at
the top.
Linear frontage of the building is 18.25’ wide, with a total of all proposed signage
equaling 17.5 sq. ft. plus window lettering at a maximum of 8.5 square feet.
