B. Consideration of the Minutes from the July 27, 2017 HARC meeting. Karen Frost, Recording

Motion by Romero, second by Bohls to approve the minutes. Approved 7-0.
The following items were taken out of order. They were addressed as: I, D, E, C, H, F, G, J and K. They
will be listed here in the minutes in the original order.
C. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) to
replace existing windows and install an awning on a building located within the downtown
overlay district and located at 706 Austin Avenue. Sofia Nelson, CNU-A, Planning Director
Nelson presented the case. The applicants are asking to replace windows that were already
replaced in 1983 so were not of historic significance and met the design criteria. The proposed
black metal canopy is consistent with the original location of the canopy although not consistent
with the others currently on the block.
Chair Bain opened the Public Hearing and with no speakers coming forth closed the hearing.
Motion by Bohls, second by Romero to approve the application as presented. Approved 6 – 0
(Browner and Hood absent)
D. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for the
demolition of property located at 705 E. University, bearing the legal description of 0.11 acres
being remnant N 40' of Lot 6, Block 52 out of the Clement Stubblefield Survey. - Nat Waggoner,
AICP, Long Range Planner
Waggoner presented the case. The request is to demolish outbuildings that were built in 1955 and
1970. The demolition subcommittee reviewed these, found they did not have significance or
integrity and recommended approval of the demolition.

E. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for
renovations of property located at 705 E. University, bearing the legal description of 0.11 ac. being
remnant N 40' of Lot 6, Block 52 out of the Clement Stubblefield Survey.- - Nat Waggoner, AICP,
Long Range Planner
Waggoner presented the case. The applicant is requesting a COA for replacing the exterior doors
and windows on all three buildings, the main building, the band hall and the third newer
building. This is the Williams Elementary, previously the Georgetown High School, high priority
historic structure. They are requesting a conversion of windows on the west side of the main
building to doors with steps and an accessibility ramp. The canopy will be replaced. The
application meets the criteria of the design guidelines and staff recommends approval. This
property will also be reviewed by the Texas Historical Commission because it is listed in the
Texas Register of Historic Places.
Chair Bain opened the Public Hearing and with no speakers coming forth closed the hearing.
Motion by Meixsell, second by Asendorf-Hyde to approve the application as submitted.
Approved 6 – 0 (Browner and Hood absent).
F. Public hearing and possible action on a request for a variation in height from the standards set
forth in Section 4.08.020.A of the Unified Development Code (UDC) to allow a single four story
structure that is approximately 56 feet in height at its highest point for a property located in the
downtown overlay district and located at 810 Rock Street.-- Sofia Nelson, Planning Director
Nelson explained that items F and G went together so there was one presentation. She explained
that the commission had previously reviewed the concept plan for this infill property. The
applicant revised the accents from black metal to dark bronze metal as the commission requested.
They offset the top floor to provide a more pedestrian scale from Rock Street. Staff recommends
approval.
Matt Synatschk, representing the applicant, also made a presentation and explained that the hope
was that this building would add to the “signature of the skyline” and that they felt it was
compatible with the downtown overlay district and the government center that was to be
downtown west. They plan to have retail uses on the first floor and condos on the upper floors
with parking in the rear of the building. They are asking for a 56 height variance from the by-
right 40 foot allowance.
Chair Bain opened the public hearing.
Larry Brundidge, 908 Pine Street, spoke in opposition to the application. He felt the height was
too much for the area and that the mass would be out of scale for that area. He explained that it
would be 20 feet taller than the adjacent public library building. He asked the commission to
deny the application.
With no more speakers coming forth, Chair Bain closed the public hearing.
Motion by Romero, second by Morales to approve the variance for the height as requested.
The Commissioners discussed their opinions. The motion was approved 4 – 2. (Meixsell and
Asendorf-Hyde denied, Browner and Hood absent.)

G. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for
new construction within the downtown overlay district located at 810 Rock Street. (COA-2017-
014)—Sofia Nelson, Planning Director
This item was opened for the commission.
Chair Bain opened the public hearing.
Larry Brundidge, 908 Pine Street, spoke in opposition to the application. He did not feel this size
of building was appropriate in this location.
With no more speakers coming forth, Chair Bain closed the public hearing.
Motion by Meixsell, second by Bohls to approve the application as submitted. Approved 5 – 1
(Asendorf-Hyde opposed, Browner and Hood absent.)
H. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for
new construction of property located at 815 S. Main Street, bearing the legal description of 0.11
ac. being remnant N 40' of Lot 6, Block 52 out of the Clement Stubblefield Survey.
Waggoner presented the case. He explained this is an infill project, two story building that will
be going into the area that is currently a parking lot. The Commission had reviewed the concept
plan previously. The material samples were provided at the meeting to show the brick and metal
types that would be used. Two canopies are proposed and both sides of the building will have
public spaces. The application meets all criteria of the design guidelines and staff recommends
approval. Gary Wang, the architect for the project, gave a more detailed explanation of the
building and answered questions from the commission. He responded that the glass that was
being proposed was not reflective and that the brick was multi-colored.
Chair Bain opened the Public Hearing.
Larry Brundidge, 908 Pine Street, thanked Mr. Wang for designing a building that will fit into the
character of the downtown square. He questioned the applicant and architect and was assured
the HVAC units on top of the building would be shielded from sight.
With no more speakers coming forth, Chair Bain closed the hearing.
Motion by Romero, second by Bohls to approve the application as presented. Approved 6 – 0.

I. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for
exterior alterations to a historic for property located at 1811 S. Main St., bearing the legal
description of 0.25 ac. Lot 10, Block 4 out of the Eubank Addition. Nat Waggoner, PMP, AICP
Waggoner presented the case. The proposed alterations are to replace siding and the roof and to
add a porch to the 1947 low-priority structure. The applicant is also seeking a variance on the side
setback requirements. Staff determined it meets the criteria of the design guidelines and
recommends approval.
Chair Bain opened the public hearing.
Larry Brundidge, 908 Pine Street, expressed his opinion that he does not think variances should
be given.

Nelson presented a short presentation and explained the purpose of the survey.
Motion by Asendorf-Hyde, second by Meixsell to recommend to city council approval of the
2016 Historic Resources Survey and Report. Approved 6 – 0. (Browner and Hood absent.)

ITEM SUMMARY:
The two sto ry res idential s tructure lo cated at 1111 E 7th S treet is id entified as a high p rio rity struc ture in the
2016, 2007 and 1984 His toric Res o urc es Surveys R ep o rts (HRSR) c o mpleted by the City o f Georgetown.
The es timated d ate o f c o nstruc tion is 1915. The 2016 HRSR does not indic ate a s tylistic influenc e but
d o es no te the vernacular c o nstruc tion plan as an “I Ho use”. The 2016 HRSR als o notes that the p ro p erty
is an “exc ellent and/o r rare example o f its typ e or s tyle, has s ignificant as s oc iations and retains s uffic ient
integrity.” This property is one of five res idential s tructures id entified as an I Hous e and of tho s e five, o ne
o f two homes identified as a high p rio rity struc ture.
An I Hous e, as d es cribed b y the Oklahoma His toric al S o ciety website, inc lud e the fo llo wing
characteris tic s : s id e-facing gables, one room deep, a minimum of two rooms wid e, and two full sto ries
high. Floor plans are likewis e highly inc o nsis tent, includ ing lateral or rear ap p endages , fo ur ro o ms of
variable s ize, and the p res enc e or lack of a c entral hallway. Mo s t s cho lars agree that the I-Ho use was more
common in a rural s etting, but that it d id oc c ur in an urban form, particularly in s mall Mid western county
s eats.
Public Comments
As required by the Unified Development Code, all p roperty owners within a 200 fo o t radius of the sub jec t
p ro p erty that are loc ated within City limits were notified of the rezoning app lic atio n (18 no tic es mailed), and
o ne (1) s ign was posted on-s ite on S ep tember 12, 2017. To d ate, s taff has received zero (0) written
comments regard ing demolitio n fro m the interes ted pub lic. S ee Exhib it 5.
Findings
This high p rio rity s truc ture is one (1) of five (5) I Hous es includ ed in the 2016 HRS R and retain s uffic ient
integrity, ho wever the s truc ture is no longer hab itable due to the ho use b eing vac ated and no t b eing
maintained fo r many years . The HP O and Chief Build ing Offic ial have c onferred and fo und little s alvage or
relo catio n value in the s truc ture.

COMMENTS
Applicant:
The subject property has been altered to the point it has suffered “Loss of Significance” through
significant and irreversible changes. In addition, these issues render the structure economically
unfeasible for reuse:
Front façade has been previously removed
single pane aluminum windows have been installed
asphalt has been installed over the wood siding
structurally unstable
significant wood rot and termite damage
poorly constructed kitchen and bathroom additions
Subcommittee:
What is the existing (structural) condition of the structure? Are there any structural changes that
should be made to the structure for re-occupancy?
The structure is generally intact but has been vacated for some time and is currently inhabitable. The
committee is concerned about the cost to rehabilitate the structure for habitation and code compliance is
likely greater than 50% of the value of the structure.
Would the original owner be able to recognize the structure today? What changes have been made to
the structure (excluding cosmetic features)? Are structural changes needed to bring back the structure
to its original design?
No. The home includes additions to the original structure not representative of the time of construction
including siding, windows, porch overhang as well as two separate additions to the rear of the
building; one of which was a room addition and the other a porch that was enclosed at a later date.

May the structure, in whole or in part, be preserved or restored?
Yes, however the subcommittee recognizes the opinion rendered by Mark Moore, the acting Chief
Building Official that rehabilitation of the structure may be cost prohibitive and likely exceed half the
value of the existing structure.
May the structure be moved (relocated) without incurring any damages?
The subcommittee believes the structure could possibly be moved without incurring damages. The
committee also discussed the complexities of moving power lines or removing the 2nd story to
accommodate the height of the structure during the move and the impact to protected trees that surround
the property.
Does the structure, including any additions or alterations, represent a historically significant style,
architecture, craftsmanship, event or theme?
Yes. According to the 2016 Historic Resources Survey (HRSR), the home is representative of I House, a
vernacular house type popular in the US following the colonial period and onward.
Are there any materials or unique features that can be salvaged? If so, which ones?
Staircase, cross beams, entrance door transom and the structures footing composed of hand cut
limestone.

Provided is an inspection report of the structure on the premise located at 1111 E. 71h St. which is an
abandoned residence.
The structure is a two story wood frame structure. Time of construction is unknown by the Chief
Building Inspector. At the time of inspection the Planning Director Sofia Nelson and Long Range Planner
Nat Waggoner along with the property owners were present.
1) The structure at the time of inspection looks to have been abandoned for at least a year and
has several maintenance issues. It appeared to be a livable structure with some repairs needed. To gain
code compliance through a remodel would be very cost prohibitive and not a viable choice.
2) The foundation is pier and beam with the piers being cut limestone, appearing to have the
expected amount of settling and damage for its age. An in depth inspection for rot or termites was not
done. Due to the condition of the flooring it likely has damage from both . Doors and windows were out
of level and not operating properly. This will require leveling the entire structure.
3) The siding on the home gives the appearance of the old style asbestos. However, during
further observation it was more of a modern material no known at the time of inspection. There seem
to be two separate additions to the rear of the building; one of which was a room addition and the other
a porch that was enclosed at a later date. The floor plan was very awkward which was common for
homes of this era.
4) Based on my opinion and experience the only portion of the structure worth saving is the
stairway which is not code compliant by today's standards. However portions of the stairway could be
reused or recycled. The doors, windows and fixtures have no known historical value to my knowledge .
My recommendation is for demolition of the structure based on the 50% rule used for dilapidated or
dangerous structures.

STAFF ANALYSIS
The single story, irregular shaped house located at the southern end of the Old Town Historic District
lacks any identifiable stylistic influences, historic significance and structural integrity according to the
2007 and 2016 Historic Resources Surveys. The date of construction is the property’s defining historic
characteristic.
All alterations and improvements are described within the attached construction drawings, and are
designed to meet the Design Guidelines of the Georgetown UDC including the fence addition, paint
selection and in kind materials for windows and doors.

The Scope of Work being applied for involves updates and addition s to the st reet front elevation of a
non-contributing historic structure within the Old-Town Overlay District.
All alterations and improvements are de scr i bed within t he attached cons t r uction drawings, and are
de sig ned to meet the De sign Guidelines of the Georgetown UDC.
The existing house is a stick framed ranch-style hybrid with no imm ed iate or discernable historical value.
The existing house currently adds very little to the historical nature of the district, and the
improve ments described herein are all intended as improvements to better reinforce the intended
character of the district.
The existing chain link fence will be removed and replaced with wood slats in the backyard, and a 3'-0",
50% open, iron rod fence in the front yard, per the UDC guidelines. Additions to the house shall match
the details of the existing house in kind. The house shall be planned, fini shed and repainted to reduce
the current incoherence of the existing hou se.
An existing un sa lvageable carport shall be rep laced with a new garage with roof lines and finishes
matching the existing house .
A new prominent porte cochere shall be added to highlight the hi storica l nature of the district . The
trad itional detai ling of the po rte cochere sha ll m atch similar po rte cocheres already found within the
district (see elevations and images for design intent).
