O n 5/16/22 C ity s taff was notified that the work being completed at 1903 S . C hurch exceeded the work
authorized by the C ertificate of Appropriateness (2022-8-C O A) dated April 6, 2022.
F ollowing the site vis it and o b s ervatio n of work exc eed ing 2022-8-C O A, C ity s taff reques ted the C hief
Building O fficial to is s ue a S top Work O rder, which was posted on the property on May 18, 2022.
In ins tanc es where demolitio n of a s truc ture prior to the is s uance o f a C ertific ate of Ap p ro p riatenes s has
occ urred, T he C ity’s Unified Development C o d e (UDC ) req uires that the Histo ric and Arc hitectural
R eview C ommission review a C ertific ate o f Appropriateness (C O A) for the demolitio n of the remaining
building or struc ture.
In ac cordance with the proc edures required above, the applicant has s ubmitted a reques t for demolition of
a C ontributing His toric S truc ture (Medium P riority) under the c riteria of loss of signific anc e. T he Unified
Development C ode S ec . 3.13.030.F.2.a.iv provides c riteria for loss of signific anc e as outlined below:
At this meeting, the Demolition S ubc ommittee, city s taff and the applic ant will review application materials
and make findings inc luded in the attac hed Demolition S ubcommittee report template. T he Demolition
S ubc ommittee report will include a recommendation to the HAR C on reques ts for the demolition, as
requested, in acc ordanc e with the process es tablished in the Unified Development C ode.
T he Historic and Arc hitectural R eview C ommission shall make the following findings when cons idering a
request for demolition or relocation of a s tructure:
a. Los s of S ignificance.
i. T he applic ant has provided information that the building or struc ture is no longer his toric ally,
culturally or arc hitecturally signific ant, or is no longer c ontributing to the historic overlay
dis tric t; and
ii. T he applic ant has establis hed that the building or s tructure has undergone signific ant and
irreversible changes , which have caus ed the building or struc ture to lose the his toric , cultural
or arc hitectural s ignificance, qualities or features which qualified the building or struc ture for
s uc h des ignation; and
iii. T he applic ant has demons trated that any changes to the building or struc ture were not
caus ed either directly or indirectly by the owner, and were not due to intentional or negligent
des truction, or lack of maintenance ris ing to the level of a demolition by neglec t; and

RE: Letter of Intent

(north side), New Floor Framing, Entire interior renovation

This Letter of Intent is submitted to request selective demolition, additions and total renovation for the
Main House and Garage Conversion project from the Historical Preservation Officer (HPO).
In order to build the new house according to the plans submitted to HARC and approved by HARC in
March 2022, the south, east and west walls must be removed. The south side wall will be extended out
six feet from original, hence, must be removed. The east wall must be removed to make way for the new
porch, mirroring from existing. The west side wall needs to be removed to enable construction of the west
addition.
The ridge beam, due to the 6 foot addition to the south, will move approximately three feet to the
south, which requires removing original roof (rafters, decking, etc.). Due to the ridge beam moving to the
south, the elevation will increase by one to one and a half feet, with a 5:12 pitch.
Much of the framing of the existing house was either rotted and/or not to code. The 2x4 exterior walls
had many spans that were well over 16 inches on center, many of which were over 24 inches on center.
The roof was being “supported” by 2x4 rafters, which means all those rafters needed to be replaced,
let alone many had rot. There were 1x12’s and 1x6’s used originally as roof decking of which had much rot
and would not be to up to code for decking and therefore removing is a necessity. To replace
all the rafters which is necessary, the entire roof would need to be removed due to
soft and/or rotted 1x6’s and 1x12’s that were originally used. There was no plywood used as roof
decking for the original structure making it impossible to just to replace all the rafters. Most of this is a
moot point due to the location of the new ridge beam, but necessary to note.
The existing residential dwelling was constructed sometime between 1930 and 1950. The Historic
designation by style is considered none by Historic Documentation, however the existing layout would
indicate a Bungalow Plan with Moderate Craftsman detailing, prevalent in the 30’s. The residence is a one-

story structure, and pier and beam foundation. The residence has been utilized for domestic purposes and
owned by several owners since 1930. A detached 1 ½ car garage appears to have been added sometime in
the mid to late fifties on concrete slab construction.
The structure exists on the Southside Addition Block 4NW .0165 acres. The existing structures materials
consists of horizontal asbestos shingles siding on the original façade Church Street and 17 ½ Street, and
south and east yards.
The height of the existing residence as determined by City of Georgetown UDC Sec. 6.040030 Building
Height is 14’-0”. The intent of this project is to replace a severely damaged roof structure, replace and
repair damaged floor structure, and provide new construction to meet traditional Craftsman detail as
indicated in several areas of previous repair and renovate existing garage while adding new detached
carport.
Scope of Project:
1. Remove unrepairable roof
2. Repair and remove the majority of the damaged floor joists and supporting four-by-six
beams with new materials. Concrete piers in fiber forms have replaced assumed old timber
piers in the last 10 years which appears to have started a major renovation.
3. Exterior walls are sheathed with one-by-six wood boards beneath the existing asbestos
siding. Several single pane windows on 17 ½ Street are beyond repair and will be replaces
with similar new windows. Existing 2x4 studs used are of multiple heights, providing a non-
standard ceiling elevation. The north facing exterior wall has tilted out of plumb at the
upper elevation approximately 1 ½ “. Thirty percent of the exterior load bearing studs are
dry-rot and will require replacing. The south, east and west walls will need to be removed
to make way for the new floor plan. The north wall will be attempted to save, but will
require renovation as far as moving the window openings to comply with the new floor
plan. Exterior siding will be replaced with a more traditional horizontal fiber cement lap
siding using 8 ¼ “ with 7” reveal.
4. The roof structure at some time had been readied to replace existing 2x4 rafters at 2’ plus
spacing which for the current span was structurally inadequate and out of code
compliance. New two-by-six rafters and metal asphalt shingle roof will be installed with
renovation/construction.
5. The main structure shall have one more 6’ bay of piers, which shall increase the width of
the residence from 24’ wide to 30’ wide. All roof pitches and po9rchges shall be mimicked
from the original structure, with the front porch being mirrored from north elevation to
south elevation.
6. A new two vehicle detached carport shall be constructed behind the garage conversion.
The existing paint colors for siding and trim shall match the rendering included in this presentation.
This major renovation to the existing structure and the secondary structures meets Design Guidelines by
providing materials and colors more indicative of a Craftsman Bungalow style and ties all structures on the
site to one style indicative of th4e original 1930’s to 1950’s construction period. It will also create a safe,
livable structure which will be much more befitting of the neighborhood architecture.
