The Historic and Architectural Review Commission (HARC), appointed by the
Mayor and the City Council, is responsible for hearing and taking final action
on Certificates of Design Compliance applications based upon the City Council
adopted Downtown and Old Town Design Guidelines and Unified Development
Code.
The Commission may, at any time, recess the Regular Session to convene an
Executive Session at the request of the Chair, a Commissioner, the Director or
legal counsel for any purpose authorized by the Open Meetings Act, Texas
Government Code Chapter 551.

Minutes
Monday, April 14, 2014 at 4:00 pm

Members present: Nancy Knight and Richard Mee
Members absent: Mary Jo Winder
Staff present: Matt Synatschk, Historic Planner; Andreina Davila, Project Coordinator and
Karen Frost, Recording Secretary
Call to order by Frost at 4:07 p.m. She stated the first order of business would be the
appointment of a Chair, to run the remainder of the meeting.
Regular Session (This Regular Session may, at any time, be recessed to convene an Executive
Session for any purposed authorized by the Open Meetings Act, Texas Government Code 551.)
The Historic and Architectural Review Commission Sign Subcommittee is responsible for
hearing and taking final action on sign applications, by issuing Certificates of Design
Compliance based upon the City Council adopted Downtown Design Guidelines. This is a
regular scheduled meeting of the Sign Subcommittee, for consideration and possible action on
the following:
A. Consideration and action to nominate and elect the Chair, Vice-Chair and Secretary of
the Sign Subcommittee.
Nomination by Mee for Nancy Knight to serve as Chair of the Subcommittee. Second
by Knight. Approved 2 – 0.
Nomination by Knight for Richard Mee to serve as Vice-chair of the Subcommittee.
Second by Mee. Approved 2 – 0.
Nomination by Mee for Mary Jo Winder to serve as Secretary. Second by Knight.
Approved 2 – 0.
B. Review and possible action on the minutes from the January, 23, 2014 Sign
Subcommittee meeting.
Knight took over the meeting.
Motion by Mee to approve the minutes as presented. Second by Knight. Approved 2
– 0.
C. Public Hearing and possible action on a Certificate of Design Compliance Request for
Signage at City of Georgetown, Block 40, Lot 7 (SC/PT), .0229 acres, located at 109 E. 8th
St, Suite 200.

Synatschk presented the staff report. The applicant is requesting approval of business
signage that was installed on the door leading up to the second floor office suite. The
colors, placement and size of the proposed signage meet the design guidelines.
Knight opened the Public Hearing and closed it with no speakers coming forth.
Knight questioned why this application was accepted without any dimensions given.
The materials and colors are only included in the letter of intent. Synatschk responded
that the applicant was contacted by code enforcement officers due to the sign already
being installed. This is the application that came in.
Knight expressed frustration over the incomplete submittal and asked to take the
incomplete application to the entire commission for recourse. Davila explained that the
City has a process set in place to address code violations and enforcement issues. In
addition, she explained that city staff was working on detailed checklists, and customer
bulletins to provide clarity and guidance to applicants. The hope is to help customers
understand the processes and help them provide more thorough information for each
application.
The commissioners and staff discussed how to reach the people that are installing signs
without permits and CDC’s. Synatschk explained that it appeared to be one specific
installer and he has spoken with him and explained the process for approvals. They will
continue to work with him.
Motion by Mee to approve the sign as submitted. Second by Knight. Approved 2 – 0.
D. Public Hearing and possible action on a Certificate of Design Compliance Request for
Signage at City of Georgetown, Block 41, Lot 6 – 7 (PTS), .05 acres, located at 215 W. 8th
St.
Synatschk presented the staff report. The applicant is requesting business signage to be
installed on the door leading up to the second floor office suite. The colors, placement
and size of the proposed signage meet the design guidelines.
Knight opened the Public Hearing and closed it with no speakers coming forth.
No discussion. Motion by Knight to approve the application as presented. Second by
Mee. Approved 2 – 0.
Synatschk stated there would not be a Sign Subcommittee meeting on April 24, 2014, no
applications met the deadline.
Adjournment. Motion by Knight to adjourn the meeting at 4:26 p.m. Second by Mee.

STAFF ANALYSIS
The applicant’s request includes a flush mounted sign on the primary façade, a hanging sing
mounted underneath the canopy, and window and door signage mounted on the interior of
the glass. The hanging sign and window and door signs have already been installed.
The total façade width of the building is 20.5 feet. When combined with the existing signage
for the business on the first floor, the signage exceeds the allowable square footage. However,
refacing the existing flush mounted sign does not alter the legal non-conforming status,
allowing the installation of the sign. Any future signs proposed for the structure will be
reviewed against the legal non-conforming status.
The proposed colors for the signage are in compliance with the design guidelines and the
placement of the signs do not obscure any character defining architectural features of the
structure.

requirements of the design guidelines. The frosted vinyl is an appropriate material for the
design.

9.3 A primary sign should identify the services or business offered within.
9.8 A window sign may be considered.

historic building façade.
9.19 Use colors for the sign that are compatible with those of the building front.
9.25 Signage should have a professional quality and a finished appearance.

STAFF ANALYSIS
The applicant’s request includes a monument sign mounted in the front setback at the corner
of East 8th and South Church Streets, and door signage mounted on the interior of the glass.
The monument sign will utilize the existing monument frame. The sign colors complement the
colors of the structure and the use of the monument sign allows the architectural details to
remain unobstructed.
The proposed door signage complies with the Design Guidelines, utilizing the colors from the
overall paint scheme with small accent colors in the logo. Door signage is an appropriate type
of secondary signage and fits within the requirements of the design guidelines. The frosted
vinyl is an appropriate material for the design.
