Chair Schroeder called the meeting to order at 6:00 p.m.
Chair Schroeder stated the order of the meeting and that those who speak must turn in
a speaker form to the recording secretary before the item that they wish to address
begins. Each speaker is permitted to address the Commission once for each item, for a
maximum of three (3) minutes, unless otherwise agreed to before the meeting begins.

F Consideration and possible action on a Plat Waiver to Section 6.02.010.B. of the UDC
related to frontage on a public street for a 10-acre and a 15-acre portion of Lot 1 of

Motion by Commissioner Pitts to approve the Plat Waiver to Section 6.02.010.B. of the
UDC related to frontage on a public street for a 10-acre and a 15-acre portion of Lot 1 of
Rutledge Ranches Amended, located at 2001 County Road 152. Second by
Commissioner Webb. Approved. (7-0)
G Consideration and possible action on a Plat Waiver, pursuant to Section 3.22 of the
Unified Development Code (UDC), to Section 6.02.040.B. of the UDC related to Block
Length for the Sage Creek Subdivision Preliminary Plat (PP-2014-020), located at 4888
and 4890 State Highway 29 in the Extraterritorial Jurisdiction of the City of Georgetown.

was closed. Discussion between Commission and staff regarding street stubs and traffic.
Motion by Commissioner Marler to approve the Plat Waiver, pursuant to Section 3.22 of
the Unified Development Code (UDC), to Section 6.02.040.B. of the UDC related to
Block Length for the Sage Creek Subdivision Preliminary Plat (PP-2014-020), located at
4888 and 4890 State Highway 29 in the Extraterritorial Jurisdiction of the City of
Georgetown. Second by Commissioner Fuller. Approved. (7-0)
H Consideration and possible action on a Preliminary Plat of 39.9233 acres, comprised of
29.2 acres out of the A.H. Porter Survey, Abstract No. 490, and 10.80 acres out of the L.
Donagan Survey, Abstract No. 178, to be known as Sage Creek Subdivision, located at

Motion by Commissioner Webb to approve the Preliminary Plat of 39.9233 acres,
comprised of 29.2 acres out of the A.H. Porter Survey, Abstract No. 490, and 10.80 acres
out of the L. Donagan Survey, Abstract No. 178, to be known as Sage Creek Subdivision,

of Georgetown. Second by Commissioner Rankin. Approved. (7-0)
I Public Hearing and possible action on a request for Rezoning of 3.37 acres in the
Nicholas Porter (Abstract No. 497) and William Addison (Abstract No. 21) Surveys,
more specifically described as 0.245 acre in the Nicholas Porter Survey (Abstract No.
497) and a 3.125 acre part of Block 14 of Outlot Division C, located at 179 Holly Street,
from the Residential Single-family District (RS) to the Low-Density Multifamily District

Mike Elabarger provided an overview of the Rezone request, description of project and
recommend for approval.
Chair Schroeder opened the Public Hearing.
Fran Falcon, 1318 E. 3rd Street and Margie Ranc, 1310 E.3rd Street questioned noise
compliant after subdivision has been built. Staff stated noise violation is a police issue
and there.

Motion by Commissioner Fuller to recommend approve for the Rezoning of 3.37 acres in

Location:
The property is located on south side of Shell Road at Verde Vista.
Physical Characteristics:
The tract is an undeveloped parcel with extensive tree coverage. There are nine Heritage Trees on the
site.
History
The property was annexed into the City’s full jurisdiction in 1997 per Ordinance 97-32 as vacant
land, and has no known history of development or use. Recent entitlements on the property include

the following:
• 2015 – a) Ordinance 2015-11 approved by City Council, removing the proposed collector Verde
Vista between Shell Road and the Serenada West subdivision from the Overall Transportation Plan
and Future Land Use/Transportation Plan Map, b) DA-2014-002 Amendment to Campbell-
Georgetown Ordinance which removed the obligation to construct Verde Vista across the subject
property, and c) Ordinance 2015-38 approved by City Council, granting Planned Unit Development
with a base zoning district of Low Density Multi-Family (MF-1) on the property.
2030 Plan Conformance
The proposed Preliminary Plat is in conformance with the 2030 Plan land use designation of
Moderate Density Residential, providing for a density range between 3.1 and 6 dwelling units per
gross acre.
The 2030 Plan Growth Tier Map designation is Tier 1A, that portion of the city where infrastructure
systems are in place, or can be economically provided and where the bulk of the city’s growth should
be guided over the near term.
Utilities
Water, wastewater and electric will be served by the City of Georgetown. It is anticipated that there
is adequate capacity to serve this property either by existing capacity or developer participation in
upgrades to infrastructure.
Transportation
The access to this project is provided on two points along Shell Road. The applicant is providing 7.5
feet of right-of-way reservation along Shell Road.
Future Application(s)
The following applications will be required to be submitted:
• Final Plat is to be processed administratively;
• Site Plan is to be processed administratvely;
• Construction Plans will be processed administratively.

ITEM SUMMARY:
Background:
This preliminary plat contains a total of 175 residential lots on 52 acres in the City’s ETJ. The plat
is governed by the Water Oak Development Agreement with the City of Georgetown, amended
and approved in December of 2012 as a conservation subdivision Municipal Utility District.
Access for this section of the development will be taken from the future Water Oak Parkway and
Leander Road.
Public Comment:
Public notification note required for Preliminary Plats. No comments have been received.
Recommended Motion:
Approval of the plat for Water Oak South Section 1.
FINANCIAL IMPACT:
None at this time. The applicant has paid the required fees.

Applicant’s Request
This preliminary plat contains a total of 175 residential lots on 52 acres in the City’s ETJ.
The plat is governed by the Water Oak Development Agreement with the City of
Georgetown, amended and approved in December of 2012 as a conservation
subdivision Municipal Utility District. Four sections of Water Oak North have been
previously approved by the Commission and homes are under construction in Section
1. Access for this section of the development will be taken from the future Water Oak

Parkway and Leander Road.
Property History
In December 2012, an amended and restated development agreement was approved for
the property, superseding the previous agreement and amendments.
2030 Plan Conformance
The proposed plat is in conformance with the 2030 Plan. The Future Land Use Plan
anticipates moderate density residential for this property and the Growth Tier Map is
Area 1B. The proposed development is consistent with the land uses and projected
densities, and the growth tier is consistent with the timing stipulated in the amended
development agreement.
Utilities
Wastewater will be served by the City of Georgetown and the approved Development
Agreement defines how utilities will be served through both existing and future
infrastructure improvements. There are no anticipated issues regarding wastewater
capacity or improvements due to those provisions, which are included in the City’s
utility planning. A significant sewer line will need to be constructed to connect to
existing infrastructure. The retail water provider is the City of Georgetown. Provisions
have been made for the developer to address fire flow requirements if the engineer
cannot prove adequate fire flow prior to recordation of the plat. The electric provider is
Pedernales Electric Co-op.
Transportation
The development of these sections will take access from FM 2243 (Leander Road). The
applicant has worked with the City and TxDOT regarding access and timing of the road
connections. A Deceleration Lane will be required to be built on 2243 with the project.
Future Application(s)
Construction Plans have been submitted and are under review. A Final Plat will be
required for recordation of the lots and then building permits will be required per the
development agreement.
