The developer is proposing condo-style garden homes on the lot, as Site Information Location: The property is located on south side of Shell Road at Verde Vista. Physical Characteristics: The tract is an undeveloped parcel with extensive tree coverage. There are nine Heritage Trees on the site. History The property was annexed into the City’s full jurisdiction in 1997 per Ordinance 97-32 as vacant land, and has no known history of development or use. The 2030 Plan Growth Tier Map designation is Tier 1A, that portion of the city where infrastructure systems are in place, or can be economically provided and where the bulk of the city’s growth should be guided over the near term. Utilities Water, wastewater and electric will be served by the City of Georgetown. It is anticipated that there is adequate capacity to serve this property either by existing capacity or developer participation in upgrades to infrastructure. Transportation The access to this project is provided on two points along Shell Road. The applicant is providing 7.5 feet of right-of-way reservation along Shell Road. The plat is governed by the Water Oak Development Agreement with the City of Georgetown, amended and approved in December of 2012 as a conservation subdivision Municipal Utility District. Four sections of Water Oak North have been previously approved by the Commission and homes are under construction in Section 1. Property History In December 2012, an amended and restated development agreement was approved for the property, superseding the previous agreement and amendments. 2030 Plan Conformance The proposed plat is in conformance with the 2030 Plan. The Future Land Use Plan anticipates moderate density residential for this property and the Growth Tier Map is Area 1B. The proposed development is consistent with the land uses and projected densities, and the growth tier is consistent with the timing stipulated in the amended development agreement. Utilities Wastewater will be served by the City of Georgetown and the approved Development Agreement defines how utilities will be served through both existing and future infrastructure improvements. There are no anticipated issues regarding wastewater capacity or improvements due to those provisions, which are included in the City’s utility planning. A significant sewer line will need to be constructed to connect to existing infrastructure. The retail water provider is the City of Georgetown. Provisions have been made for the developer to address fire flow requirements if the engineer cannot prove adequate fire flow prior to recordation of the plat. The electric provider is Pedernales Electric Co-op. Transportation The development of these sections will take access from FM 2243 (Leander Road). The applicant has worked with the City and TxDOT regarding access and timing of the road connections. A Deceleration Lane will be required to be built on 2243 with the project. Future Application(s) Construction Plans have been submitted and are under review. A Final Plat will be required for recordation of the lots and then building permits will be required per the development agreement.
