Chair Horne called the meeting to order at 6:00 p.m. Chair Horne stated the order of the meeting and that those who speak must turn in a speaker form to the recording secretary before the item that they wish to address begins. Each speaker is permitted to address the Commission once for each item, for a maximum of three (3) minutes, unless otherwise agreed to before the meeting begins. A. As of the deadline for this agenda, no persons were signed up to speak on items other than what was posted on the agenda. Consent Agenda The Consent Agenda includes non-controversial and routine items that the Commission may act on with one single vote. A Commissioner or any member of the public may request that any item from the Consent Agenda be pulled in order that the Commission discuss and act upon it individually as part of the Regular Agenda. The Planning and Zoning Commission's approval of an item on the Consent Agenda will be consistent with the staff recommendation described in the report, unless otherwise noted. C. Consideration of the Minutes of the March 4, 2014, meeting of the Planning and Zoning Commission. D. Consideration and possible action on a Preliminary Plat Amendment of 103.88 acres in the A.H. Porter Survey, to be known as Cimarron Hills Country Club, Phases One and Two, located off of Cimarron Hills Trail West and Flint Ridge Trail. PP-2014-006 (Carla Benton) E. Public Hearing and possible action on a Final Plat of a Replat of a portion of Fredrickson Ranch at Lake Georgetown, located on Eagle Point Drive and Crockett Gardens Road. FP- 2013-039 (Carla Benton) Carla Benton provided an overview of the Final Plat request, description of project and recommend for approval. Commissioners commended the developer for creating such a beautiful subdivision. Commissioners asked as staff stated due to the property being located in the ETJ and not in the city limits, setbacks are not required. Chair Horne invited the applicant to speak. The applicant was not present. Chair Horne opened the public Hearing. No one came forward to address the Commission. The Public Hearing was closed. (Commissioner Rankin) Commissioner Rankin gave a presentation regarding the Georgetown Transportation Advisory Board meeting held Friday, March 14, 2014. Questions or comments from Commissioners-in-Training, Kevin Pitts and Kaylah McCord and Jamie Vigil about the actions and matters considered on this agenda. Additional questions were asked regarding the GTAB meeting including heritage trees and answered by Commissioners. Reminder of the April 1, 2013, Planning and Zoning Commission meeting. PFP-2014-001 (Mike Elabarger) ITEM SUMMARY: Background: The proposed subdivision is located in the 1700 block of Railroad and Leander Streets; the property currently fronts on both of these streets. The property is currently developed on the proposed Lot 2, with the remainder appearing to have never been developed. The dwelling on proposed Lot 2 is identified as a Low priority structure on the 2007 Historic Resources Survey. Due to inappropriate additions and removal of character defining features, the structure has little historic integrity left and is no longer a contributing structure to the historic resources of Georgetown. The structure was approved for demolition at the February 27, 2014 Historic and Architectural Review Commission (HARC) Meeting and, according to the property owner, will be removed from the site following the conclusion of the state and federally mandated 60 day demolition delay period per the Certified Local Government agreement. The property is generally flat, and has significant tree cover over most of it, with six (6) identified Heritage Trees being noted on this plat. Annexation dates to 1915, and the zoning district (Residential Single-family, RS) appears to have evolved over time to this district since the inception of zoning in the City generations ago. Public Comment: Public notice is not required for a preliminary plat application. There have been no public comments received at the time of this report. Special Considerations: None. The 2030 Plan Growth Tier Map designation is Tier 1, Developed or Redeveloping, which is certainly the case in this proposal. Utilities The property is within the Georgetown Utility Systems (GUS) electric, water, and wastewater service areas and will be served by the City for all three utilities through the building permit process when each lot is developed. Transportation/Access As noted, the site fronts on both Railroad Street and Leander Street. The subdivision will create four nearly identically sized lots, two each fronting on these streets. Lots 3 and 4, fronting Railroad Street, will take access from a shared driveway easement as shown on the plat. The applicant, in conjunction with the City’s Urban Forester, have come up with possible building footprints and site feature locations for each lot that comply with Heritage Tree regulations for their protection. Future Application(s) The Preliminiary/Final Plat is an application that allows for the combination of the Preliminary and Final Plats where an administrative plat triggers a Preliminary Plat due only to the required dedication of utilities or land (Leander Street right-of-way in this instance). The combined application follows the procedure for approval of a Preliminary Plat, but also receives Final Plat approval and may be recorded. The following applications will be processed separately: • Building permits for construction on each residential lot. Staff Analysis Staff Recommendation and Basis: The proposed Preliminary/Final Plat meets the requirements of the Unified Development Code and is recommended for approval. Site Information Location: The property is located west of the intersection of FM 971 and Katy Crossing Boulevard. Connectivity is provided to the existing Katy Crossing Subdivision through Bastian Lane. Physical Characteristics: The tract is undeveloped land, with 2 Heritage trees. The plat was designed in conjunction with the City Urban Forester to ensure buildable areas within each lot that provide protection to the Heritage Trees. History The proposed development was rezoned by Ordinance 2007-48 by City Council on August 14, 2007, from Agriculture (AG) District to Residential Single-family (RS) District, restricted from single-family attached units. 2030 Plan Conformance The proposed Preliminary Plat is in conformance with the 2030 Plan land use designation of Moderate Density Residential. This land use category comprises single family neighborhoods that can be accommodated at a density ranging between 3.1 and 6 dwelling units per gross acre. This project is located within Tier 1B and is subject to a development agreement. Infrastructure facilities Planning Department Staff Report Katy Cove Estates, Preliminary Plat Page 2 of 3 will likely be needed to meet the growth needs of the city once Tier 1A approaches build-out over the next ten years. Utilities Utilities will be provided by City of Georgetown electric, water and wastewater. Public utility easements are being dedicated with this plat according to the City of Georgetown standards. Additionally, a fence easement is provided along FM 971 to facilitate the subdivision boundary wall along a major roadway. Transportation This development will be accessed from FM 971 on Deep Creek Drive. Connectivity to the existing Katy Crossing Subdivision will be provided through Bastian Lane and future connectivity to the undeveloped property to the west, will be provided by the extension of Deep Creek Drive. Right-of-way dedication of 27.5 feet is being provided along FM 971 in accordance with the City of Georgetown Overall Transportation Plan. Future Application(s) In order to proceed with development on this site, it will be necessary to obtain approval of final plats, which are administratively approved applications.
