Legislative Agenda:
B. Consideration and possible approval of the minutes of the April 24, 2014 regular meeting.
Winder pointed out a grammatical error on the bottom of the first page.
Motion by Knight to approve the minutes as presented with the noted changes. Second by Mee.
Approved 7 -0.
C. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
demolition for the structures located at 101 and 109 West 2nd Street bearing the legal description of
City of Georgetown, Block 2, Lots 2-4, & Pt Abandoned Rd, .582 acres, and Lots 5-7, (pt) 8 &
Abandoned Rd, .704 acres. (CDC-2014-019)
Synatschk presented the staff report. The applicant is seeking approval to demolish the historic
structures that are identified as Low Priority structures on the 1984 and 2007 Historic Resources
Survey. The applicant has a future development plan for the site that is more appropriate and
compatible with the historic overlay district.
Staff recommends that the HARC make their findings based on the required approval criteria of UDC
Sections 3.13.030 and 3.13.040. Should the HARC approve the request, the documentation of the
existing structure and post-demolition requirements of UDC Section 3.13.070 shall apply. Should the
HARC deny the request, the demolition delay process outlined in UDC Section 3.13.010.D.2 shall
apply.
The applicant, Austin Pfeister, was present for any questions. He explained that alterations were
made to the buildings many years ago that destroyed the historic elements, including exterior

changes and footprint additions. They are not able to move the structures based on their
foundations. He showed a denser concept plan for the use of the lots.
Eby opened the Public Hearing at 6:24 p.m. and closed it with no speakers coming forward.
Winder asked if the Demo Committee asked for a site plan submittal with the application. Synatschk
stated they did not ask for that.
Motion by Winder to approve CDC-2014-019 based on findings D.1. of the Staff Report: For a
request to replace a structure with a new structure, it finds the new structure is more appropriate
and compatible with the historic overlay district than the structure to be demolished or relocated.
Second by Paul. Approved 7 – 0.
D. Preservation Brief – The National Register of Historic Places
Synatschk presented the Brief and explained what it means for properties to be listed in the National
Register, and how to use the National Register as a Preservation Planning Tool. He also showed
several examples of National Historic Landmarks.
E. Update from Sign Subcommittee
Knight reported that Sign CDC’s were approved by the Subcommittee for Sky Realty on Austin
Avenue and Ruby K’s on Church Street. She also explained that they had a discussion on how to be
proactive when signs have been installed without previous approvals or permits. Brewer spoke to
the issue and explained that the tenant or owner applicant is told that by having put the sign
installed, they are running a risk of having to come in to compliance at a later date and having to
remake and reinstall the sign. She explained that staff and commissioners’ goal is compliance, not
punishment. Code Enforcement’s focus is to work with people and businesses towards compliance.
F. Briefing of Customer Bulletins 112: Certificate of Design Compliance Process, 113: Certificate of
Design Compliance for Demolition or Relocation of a Structure Process, and 114: Procedures for
completing and submitting a Certificate of Design Compliance Application (Submittal
Requirements).
Davila reviewed the customer bulletins, when they are used and where they are published. They are
published for use by anyone on the website at https://planning.georgetown.org/planning-
department-correspondence/.
G. Information and discussion on the conversion to the paperless meeting format (digital agenda
packets).
Davila explained the new process and Frost assisted the commissioners with the computers as they
walked through the process of opening agendas and agenda items online.
H. Questions and comments from Commissioners in Training
Price commented that she appreciates all the hard work that goes into the review of each case. She
expressed concern about the impact of new development on existing residential neighborhoods. She
asked that the commissioners and staff continue to consider the neighboring properties of the
applications, including the increased impervious cover, and the feel of the neighborhood, along with
the implications to the river through the area. Synatschk explained that many of those items were
addressed by staff during the platting application and not the purview of the commission. They are
definitely being considered.

I. Staff updates and reminder of future meetings.
The Sign Subcommittee will meet June 9th. The next regular HARC meeting is June 22nd , not sure
about the sign subcommittee meeting yet.
The CLG grant that was applied for in regards to the Historic Resource Survey has been approved
and the city is putting out request for proposals from vendors later this month.
Synatschk reported the Sweet Lemon Inn was open and so far had no complaints. 108 W. 8th Street
was closed for now but was expecting a tenant by the end of July.
The Texas Historic Highways Initiative, which is a partnership between TxDOT (funding) and Texas
Historical Commission (surveying) has completed one major highway which runs from Baltimore to
San Diego, parallel between I-20 and I-30, is open and has many historic markers featured all along it.
The next big project is the Meridian Highway which will cut through Georgetown, starting next year,
and include public involvement and hearings. This will be a great opportunity for Commissioners
and citizens to get involved in this national project.

The City of Georgetown is in receipt of a request for a CDC for Demolition of the structure
located at 1912 South Church Street. According to the submitted letter of intent, the applicant
wishes to demolish the structure in order to replace it with a structure that is more compatible with
the district.
Staff recommends approval of the request based on the findings that the meets the approval criteria
of Sections 3.13.030 and 3.13.040 of the Unified Development Code (UDC), as outlined in the
attached Staff Report.
The affirmative vote of the majority of the HARC members is required to approve the CDC
request.

APPLICANT’S REQUEST
The applicant seeks approval from the Historic and Architectural Review Commission (“HARC”) for a
Certificate of Design Compliance (“CDC”) for Demolition to demolish the historic structure located at
1912 South Church Street. The existing structure, built in 1947, is not listed on the 1984 or the 2007
Historic Resource Survey; however, it is located in the Old Town Overlay District. The applicant
wishes to demolish the existing structure to facilitate future development of the site (see Exhibit A). The
applicant seeks approval for the CDC to replace the existing structure with a new structure that is more
appropriate and compatible with the historic overlay district (UDC Section 3.13.020.D.2.a) and under
other special circumstances (UDC Section 3.13.020.D.2.e).

APPLICABLE DESIGN GUIDELINES
The following guidelines are applicable to the proposed scope of work in accordance with the adopted
Downtown and Old Town Design Guidelines:
GUIDELINES FINDINGS
Not applicable The Design Guidelines do not address
criteria for demolition. Any future
development will be submitted to the HARC
for CDC approval, if required.
STAFF ANALYSIS
The property subject to this request is generally located at the northwest corner of South Church Street
and East 18th Street. The property consists of an approximate 1,400-square foot wood frame and
asbestos shingle clad single-family detached structure from the early 20th century. The primary
structure was most recently used as a residence, but is currently vacant. The structure has been
significantly altered, including removal of a primary façade and an addition to the existing garage.
Staff completed a site visit on April 24, 2014, which revealed multiple additions to the structure,
significantly altering the structure and reducing its historic significance. Photos provided by the
applicant demonstrate the significant deterioration of exterior features and modern interiors (see
Exhibit B). The structure does not represent any architectural style and is not associated with any local
history (see Exhibit C).
The applicant requests approval of a CDC for Demolition to remove the non-contributing structure and
construct a new structure that will be more appropriate for the Old Town Overlay District. Infill
construction in the Old Town Overlay District will not require a CDC for New Construction provided
the structure meets the development regulations for single-family structures outlined in Chapter 4.09 of
the City of Georgetown’s Unified Development Code (“UDC”).
In accordance with Section 3.13.D.1 of the UDC, “No building or structure within the Downtown
Overlay District, Old Town Overlay District or any other Historic Overlay District or on the List of
Priority Structures shall be demolished or relocated unless such demolition or relocation is approved
by the Historic and Architectural Review Commission and a Certificate of Design Compliance for such
demolition has been granted. However, this authority shall not supersede the Building Official’s
authority under Chapter 15.40, “Dangerous Building Ordinance,” of the Georgetown Municipal
Code.” The subject property is located within the Old Town Overlay District, requiring an approved
CDC for Demolition prior to demolition.
UDC Section 3.13.010.D details the applicability requirements for a CDC for Demolition. In accordance
with the UDC, the Demolition Subcommittee was appointed on December 12, 2013. The subcommittee
met with the applicant and conducted a site visit of the subject property on April 24, 2014, to establish
the minimum requirements for application submittal. According to the submitted application, the

applicant is requesting a CDC for Demolition pursuant to Section 3.13.020.D.1.a: To replace the
structure with a new structure that is more appropriate and compatible with the historic overlay
district; and Section 3.13.020D.1.e: Other special circumstances, as described and justified by the
applicant.
The 1947 structure is not listed on the 1984 and 2007 Historic Resources Survey. In addition, the
Historic Resources Survey Form, completed by an architect satisfying the Secretary of the Interior’s
Professional Qualification Standards for Architectural Historian, indicates the structure is not eligible
for individual listing in the National Register of Historic Places, nor considered a contributing structure
to a National Register district (see Exhibit C).
CRITERIA FOR APPROVAL
In accordance with Section 3.13.030 of the Unified Development Code, the HARC must consider the
following criteria:
SECTION 3.13.030 CRITERIA FINDINGS
A. The application is complete and the
information contained within the application
is correct and sufficient enough to allow
adequate review and final action;
The application complies with this requirement.
The HARC Demolition Subcommittee
established the minimum application
requirements for submittal of the CDC
application at its April 24, 2014 Pre-Application
Meeting. In addition to the information required
in the UDC, the Demolition Subcommittee
requested the following supplemental
application requirements:
1. A Historic Resources Survey Form, to be
completed by a consultant satisfying the
Secretary of the Interior’s Professional
Qualifications Standards.
The CDC for Demolition application was
received on May 19, 2014, and deemed complete
on May 26, 2014.
B. Compliance with any design standards of the
Unified Development Code;
Not applicable to this case.
The UDC’s design guidelines do not apply to
the demolition of an existing structure. The
proposed structure and any future development
on site will require the submittal and review of

SECTION 3.13.030 CRITERIA FINDINGS
applicable development applications in
accordance with the UDC. Review of applicable
development applications will include the
review of the proposed scope of work to ensure
compliance with all design and development
standards as specified in the UDC.
C. Compliance with the adopted Downtown
Design Guidelines, as may be amended from
time to time, specific to the applicable Historic
or Overlay District;
Not applicable.
The proposed structure will not require a CDC
if it complies with the UDC design standards
outlined in Section 4.09.
D. The integrity of an individual historic
structure is preserved.
The application complies with this requirement.
The approved CDC will result in the removal of
a non-contributing historic structure; however,
the structure is not eligible for additional
historic designations due to lack of historic
integrity.
E. New buildings or additions are designed to be
compatible with surrounding historic
properties.
Not applicable to this case.
The scope of work subject to this CDC
application is for demolition only and does not
include the review of new infill construction or
additions to an existing structure. The future
infill development will comply with the
regulations established by the UDC.
F. The overall character of the Historic or
applicable Overlay District is protected.
The application complies with the requirement.
The existing structure has been deemed a
noncontributing structure to the district. Thus,
removal of the structure will not have an
adverse effect on the character of the Old Town
Overlay District.
G. Signs that are out of keeping with the adopted
design standards, and are not in character
with the site or landmarks within the Historic
or applicable Overlay District in question will
not be permitted.
Not Applicable.
This CDC application does not include any
signage for review. Therefore, this criterion does
not apply.
H. The following may also be considered by the
HARC when determining whether to approve

SECTION 3.13.030 CRITERIA FINDINGS
a Certificate for Design Compliance:
1. The effect of the proposed change upon
the general historic, cultural, and
architectural nature of the site, landmark,
or District.
2. The appropriateness of exterior
architectural features, including parking
and loading spaces, which can be seen
from a public street, alley, or walkway.
3. The general design, arrangement, texture,
material, and color of the building or
structure and the relation of such factors to
similar features of buildings or structures
in the District, contrast or other relation of
such factors to other landmarks built at or
during the same period, as well as the
uniqueness of such features, considering
the remaining examples of architectural,
historical, and cultural values.
The proposed demolition will not have an
adverse effect on the overall character of the Old
Town Overlay District as the structure proposed
to be demolished is a noncontributing structure
to the district. Since the future infill construction
is not submitted for review as part of the request
for demolition, Criterion H.2 and H.3 do not
apply to this application.
In addition to the approval criteria listed above, the HARC must also consider the following criteria for
a request for CDC for Demolition or Relocation of a Historic Structure:
SECTION 3.13.040 CRITERIA FINDINGS
A. The uniqueness of the structure as a
representative type of style of architecture,
historic association, or other element of the
original designation criteria applicable to such
structure or tract;
The Historic Resources Survey Form (Exhibit C)
completed on May 14, 2014, describes the
structure as having “no demonstrated historical
significance or any unique architectural or
design qualities.” The report indicates that the
structure is not individually eligible for listing
in the National Register of Historic Places or
contributing to a National Register District. The
structure is not deemed to be historically
significant when evaluated against the National
Register of Historic Places criteria.
B. The condition of the structure from the
standpoint of structure integrity and the extent
of work necessary to stabilize the structure;
and
The current structure maintains its structural
integrity; however, the structure and site
requires additional extensive work to continue
maintaining them.
C. The status of the structure under Chapter 15 of The structure has not been evaluated by the

SECTION 3.13.040 CRITERIA FINDINGS
the Georgetown City Code containing
Building Safety Standards and rules governing
Dangerous Buildings.
Chief Building Official and has not been
determined to be a dangerous structure.
Currently, there are no active Code Enforcement
notices of violations on the structure.
D. And make the following findings:
(The applicant is required to satisfy one of the following criteria, not all of them)
EITHER:
1. For a request to replace a structure with a
new structure, it finds:
a. The new structure is more
appropriate and compatible with
the historic overlay district than
the structure to be demolished or
relocated.
b. The owner has the financial ability
and intent to build the new
structure. HARC must first
approve the CDC, if required, for
the new structure before it may
consider the request for demolition
or removal.
The structure has lost all historic integrity due to
the removal of portions of the structure,
replacement of windows and doors and
removal of historic building materials. The
structure is non-contributing to the historic
district and the removal of the structure will
allow for a future project that will comply with
the requirements for infill construction in the
Old Town Overlay District. In addition, the
applicant has expressed the intent to build the
new structure by obtaining the services of a
professional to draft the plans in compliance
with the building guidelines (Exhibit D).
OR:
5. For a request to demolish, replace, or
relocate a structure for special
circumstances, it finds:
a. The new structure is more appropriate
and compatible with the historic
overlay district than the structure to be
demolished or relocated.
b. The owner has the financial ability
and intent to build the new
structure. HARC must first
approve the CDC, if required, for
the new structure before it may
consider the request for demolition
or removal.
The structure has lost all historic integrity due to
the removal of portions of the structure,
replacement of windows and doors and
removal of historic building materials. The
structure is non-contributing to the historic
district and the removal of the structure will
allow for a future project that will comply with
the requirements for infill construction in the
Old Town Overlay District. In addition, the
applicant has expressed the intent to build the
new structure by obtaining the services of a
professional to draft the plans in compliance
with the building guidelines (Exhibit A).
A CDC for the infill construction is not required
unless the applicant wishes to exceed the site
requirements outlined in UDC Section 4.09.

STAFF RECOMMENDATION
Staff recommends that the HARC approve the proposed demolition of the structure located at 1912
South Church Street based upon the findings that the structure has lost all historic significance and is
no longer a contributing structure to the district, as outlined in UDC Section 3.13.040.D.1 and the
proposed structure will be more compatible with the historic district.
Should the HARC approve the request, the documentation of the existing structure and post-
demolition requirements of UDC Section 3.13.070 shall apply. Should the HARC deny the request, the
demolition delay process outlined in UDC Section 3.13.010.D.2 shall apply.
Any person aggrieved by the final action of the CDC has the option to appeal to City Council within
thirty (30) days of the final action in accordance with UDC Section 3.13.0110.
Recommended motion: “I move that the Historic and Architectural Review Commission approve
CDC-2014-022, a request for a CDC for Demolition to demolish the structure
located at 1912 South Church Street, based on the findings that that the
request meets the criteria outlined in UDC Section 3.13.040.D.1 in that the
existing structure has lost all historic significance, making it a non-
contributing structure to the historic overlay district, and any new
construction will be built in accordance with the Old Town Overlay District
UDC standards, as intended by the applicant.”
As of the date of this report, staff has received no written comments regarding this application.

HARC members,
The intention of this letter is to describe the first step of the project that Laughlin
Investments, LLC hopes to accomplish at 1912 Church Street. This first step is the
demolition process and this letter is part of the demo request application.
As you can see from the included photos and architectural survey, the house is not
contributing to the neighborhood and the neighbors were actually very happy to hear
that it might come down. Also, the house is in disrepair beyond what would make sense
to renovate.
If approved, I will demo the current house and build a new home, one that fits into the
style of the neighborhood, in its place. The three existing pecans trees will stay intact.
Plans are currently being worked on which will comply with all of the building
guidelines.
I am happy to answer any questions or provide any further documentation that is
required.

The current condition of this structure is in bad shape. It is not
safe or attractive. The neighbors were happy to hear that it
might be torn down and replaced with a nice home.

Integrity notes:
The resource is a common form and does not have any exceptional character-defining
features. The shed-roof portion of the existing house is a historic-age addition to an
original garage apartment as evidenced by the change in roof form and examination of the
foundation. The resulting house does not have any exceptional design elements. All of the
windows and doors have been replaced. In addition, the Masonite siding is not original to
the house; it covers asbestos siding and/or wood siding on some areas of the dwelling.
The demolition of the original main house negatively impacts the building’s integrity of
setting, feeling, and association. The property is not recognizable to its historic
appearance.

Conceptual design review for the historic structure located at 401 South Myrtle Street.
ITEM SUMMARY:
The property owner at 401 South Myrtle Street is requesting conceptual review for a residential
remodel project, per Sections 2.03.010.C.1 and 2, and 3.13.020.B of the Unified Development
Code. Staff is forwarding the request to the HARC for review. The conceptual review provides
guidance and feedback to the applicant on the conceptual plans and applicable Design Guidelines.
As no CDC application has been submitted with the city, no formal action will be taken by HARC
in accordance with the UDC. The applicant may submit an application for a Certificate of Design
Compliance upon completion of the conceptual review process, basing the design on guidance
