Chair Horne called the meeting to order at 6:00 p.m.
Chair Horne stated the order of the meeting and that those who speak must turn in a speaker
form to the recording secretary before the item that they wish to address begins. Each speaker
is permitted to address the Commission once for each item, for a maximum of three (3)
minutes, unless otherwise agreed to before the meeting begins.

Consent Agenda
The Consent Agenda includes non-controversial and routine items that the Commission may
act on with one single vote. A Commissioner or any member of the public may request that
any item from the Consent Agenda be pulled in order that the Commission discuss and act
upon it individually as part of the Regular Agenda. The Planning and Zoning Commission's
approval of an item on the Consent Agenda will be consistent with the staff recommendation
described in the report, unless otherwise noted.

Motion by Commissioner Brent to nominate Commissioner Rankin to serve as Vice-chair
for 2014-2015 Planning and Zoning Commission. Second by Commissioner Fuller.

Motion by Commissioner Webb to nominate Commissioner Brent to serve as Secretary for
2014-2015 Planning and Zoning Commission. Second by Commissioner Rankin.

E. Consideration of the Minutes of the February 18, 2014, meeting of the Planning and Zoning
Commission.
Motion by Commissioner Fuller to approve the minutes from the February 18, 2014 Planning
and Zoning meeting. Second by Commissioner Rankin. Approved. (7-0)
F. Public Hearing and possible action on a Final Plat of a Replat of Lot B of the Replat of Lot
28, Chaparro Estates Subdivision, located at 225 Sedro Trail. FP-2013-030 (Carla Benton)
Carla Benton provided an overview of the Final Plat request, description of project and
recommend for approval.
Chair Horne invited the applicant to speak. The applicant asked declined to speak.
Chair Horne opened the public Hearing. No one came forward to address the Commission.
The Public Hearing was closed.
Motion by Commissioner Brent to recommend to the City Council approval of the
Rezoning of Lot B of the Replat of Lot 28, Chaparro Estates Subdivision, from Agriculture
(AG) District to Residential Single-family (RS) District. Second by Commissioner Fuller.
Approved. (7-0)
G. Public Hearing and possible action on a Special Use Permit to allow automotive uses in a
C-3 District, for Kelley Trust, Phases One, Two and Three, Block A, Lots 1 and 2, located at
7551 South IH 35. SUP-2014-001 (Carla Benton) Carla Benton provided an overview of the
Special Use Permit request, description of project and recommend for approval.
Chair Horne invited the applicant to speak. The applicant was not present.
Chair Horne opened the public Hearing. No one came forward to address the Commission.
The Public Hearing was closed.
Motion by Commissioner Vietti to recommend to the City Council approval of the Special
Use Permit for Kelley Trust, Phases One, Two and Three, Block A, Lots 1 and 2. Second by
Commissioner Webb. Approved. (7-0)
H. Public Hearing and possible action on a Final Plat of a Replat of Lot 28, Block A, The
Reserve at Berry Creek Section 1C, located at 905 Shinnecock Hills Drive. FP-2014-006
(Mike Elabarger) Mike Elabarger provided an overview of the Final Plat request,
description of project and recommend for approval.
Chair Horne invited the applicant to speak. P.J. Stevens, representing the applicant, stated
he would be glad to answer questions.
Chair Horne opened the public Hearing. No one came forward to address the Commission.
The Public Hearing was closed.
Motion by Commissioner Brent to approve the Final Plat of a Replat of Lot 28, Block A, of The
Reserve at Berry Creek, Section 1C, Lot 28, located at 905 Shinnecock Hills Drive. Second by
Commissioner Fuller. Approved. (7-0)
I. Public Hearing and possible action on a Rezoning of 4.10 acres, being Lot 1, G. B. F.
Subdivision, from Residential Single-Family (RS) District to Public Facilities District (PF),
located at 302 Serenada Drive at the east corner of Serenada Drive and Northwest
Boulevard. REZ-2014-001 (Valerie Kreger) Valerie Kreger provided an overview of the
Planning & Zoning Commission Minutes / March 4, 2014 Page 3 of 3
Rezoning request, description of project and recommend for approval. Commissioner
asked and staff stated a Traffic Impact Study is not required for this application.
Chair Horne invited the applicant to speak. Gary Cocanhougher stated he will be glad to
answer questions.
Chair Horne opened the public Hearing. No one came forward to address the Commission.
The Public Hearing was closed.
Motion by Commissioner Brent to recommend to City Council rezoning of 4.10 acres,
being Lot 1, G. B. F. Subdivision, from Residential Single-Family (RS) District to Public
Facilities (PF) District, located at 302 Serenada Dr. Second by Commissioner Wyman.
Approved. (7-0)
J. Discussion and possible recommendation to City Council regarding direction to staff to
proceed with negotiations of a potential special financing district to facilitate development
for a certain ~300 acre property located in Southeast Georgetown adjacent to Sam Houston
Avenue. (Andrew Spurgin) Andrew gave a power point presentation and asks the
Commission for a recommendation.
David Nairne, Developer Representative also gave a power point presentation. Cheryl
Allen, Financial Advisor for the project gave a brief presentation.
Discussion between Commissioners, Staff and Developer Representative.
Motion by Commissioner Brent to recommend to City Council to direct staff to proceed
with negotiations of a special financing district to facilitate development for this tract.
Second by Commissioner Fuller. Approved. (4-3) (Commissioner Horne, Commissioner
Wyman and Commissioner Vietti – Opposed)

ITEM SUMMARY:
Background: The applicant proposed to Amend the Preliminary Plat to add perimeter parcels to adjust
the boundary as it relates to the Williamson County Municipal Utility District (MUD) #26. No additional
lots are proposed and the development will remain at 181 residential lots and 14 landscape/open space
lots.
Public Comments: No comments have been received as of the writing of this report.
Special Considerations: None.
Recommended Motion: Approval of a Preliminary Plat Amendment of Cimarron Hills Country Club,

Physical Characteristics:
The tract is undeveloped land, with 76 Heritage trees, located in the Extra-territorial

Jurisdiction of the city. The plat was designed in conjunction with the City Urban Forester
to ensure buildable areas within each lot that provide protection to the Heritage Trees.
History
The Preliminary Plat of Cimarron Hills Country Club, Phase One and Two was approved
by the Planning and Zoning Commission on October 15, 2013,
2030 Plan Conformance
The proposed Preliminary Plat is in conformance with the 2030 Plan land use designation
of Low Density Residential. This land use category comprises single family neighborhoods
that can be accommodated at a density ranging between 1.1 and 3 dwelling units per gross
acre.
This project is located within Tier 1B and is subject to a development agreement.
Infrastructure facilities will likely be needed to meet the growth needs of the city once
Tier 1A approaches build-out over the next ten years.
Utilities
Utilities will be provided by Pedernales Electric, Chisholm Trail SUD for water and City
of Georgetown wastewater. Public utility easements are being dedicated with this plat
according to the City of Georgetown standards.
Transportation
This development will be accessed from within the existing subdivision of Cimarron
Hills by way of Flint Ridge Trail and Cimarron Hills Trail West.
Future Application(s)
In order to proceed with development on this site, it will be necessary to obtain
approval of final plats, which are administratively approved applications.
Staff Analysis
Staff Recommendation and Basis:
Staff supports the Preliminary Plat as it meets all of the requirements of the City’s
Unified Development Code.

Official Zoning Map
The following table breaks down the existing zoning districts. Rights-of-way are not
typically given a zoning designation; therefore, the total zoned acreage is less than the total
city limits area. Changes are represented since the October 2013 report.
Housing Unit Comparison and Population
Using 2010 Census data, a 2010 market study of high-density residential housing units, GIS
address point data, and monthly new residential building permits, staff is able to piece
together a fairly accurate picture of “multi-family” vs. “single-family” households in
Georgetown.
The table below breaks down the total amount of housing units (occupied and vacant) by
single-family and multi-family types. Note that the data below represents actual livable

The applicant processed this same development as a Preliminary Plat of Fredrickson Ranch
at Lake Georgetown and received approval from the Planning and Zoning Commission on
September 4, 2012. A Final Plat of Fredrickson Ranch at Lake Georgetown was recorded on
March 8th, 2013.
2030 Plan Conformance
The proposed Final Plat is in conformance with the 2030 Plan land use designation of Low
Density Residential. This land use category comprises single family neighborhoods that can
be accommodated at a density ranging between 1.1 and 3 dwelling units per gross acre.
This project is located within Tier 2 of the City’s Growth Tier Plan. Tier 2 lies outside the
city limits, but within the City’s Extraterritorial Jurisdiction (ETJ). This area likely will be
needed to serve the city’s growth needs over the next 10-20 years.
Utilities
Utilities will be provided by Pedernales Electric, Chisholm Trail SUD for water and on-site
septic. Public utility easements are being dedicated with this plat according to the City of
Georgetown standards.
Transportation
This development is accessed from Crockett Gardens Road that intersects with Cedar
Breaks Road, just north of D.B. Wood Road.
Due to the configuration of the property along the cliffs of Lake Georgetown, connectivity
was limited, but meets the requirements of the ordinance, with a street stub provided to the
adjacent western property by Jim Bowie Drive.

No additional applications with the City of Georgetown will be required for this

Staff Recommendation and Basis:

residential lots. The proposed replat is for 111.69 acres for development of 62 rural
residential lots out of 38 of the original lots.
Staff supports the Final Plat as it meets all of the requirements of the City’s Unified
Development Code.

Chapter 3.08.020B for division of land into parcels of greater than 5 acres where each part
has public street access and no public improvements are being dedicated. The Final Plat
was recorded on August 16, 2013.
