Consent Agenda The Consent Agenda includes non-controversial and routine items that the Commission may act on with one single vote. Public Hearing and possible action on a Special Use Permit to allow automotive uses in a C-3 District, for Kelley Trust, Phases One, Two and Three, Block A, Lots 1 and 2, located at 7551 South IH 35. SUP-2014-001 (Carla Benton) Carla Benton provided an overview of the Special Use Permit request, description of project and recommend for approval. Chair Horne invited the applicant to speak. Discussion and possible recommendation to City Council regarding direction to staff to proceed with negotiations of a potential special financing district to facilitate development for a certain ~300 acre property located in Southeast Georgetown adjacent to Sam Houston Avenue. (Andrew Spurgin) Andrew gave a power point presentation and asks the Commission for a recommendation. David Nairne, Developer Representative also gave a power point presentation. Cheryl Allen, Financial Advisor for the project gave a brief presentation. Discussion between Commissioners, Staff and Developer Representative. Motion by Commissioner Brent to recommend to City Council to direct staff to proceed with negotiations of a special financing district to facilitate development for this tract. ITEM SUMMARY: Background: The applicant proposed to Amend the Preliminary Plat to add perimeter parcels to adjust the boundary as it relates to the Williamson County Municipal Utility District (MUD) #26. No additional lots are proposed and the development will remain at 181 residential lots and 14 landscape/open space lots. Public Comments: No comments have been received as of the writing of this report. Special Considerations: None. The plat was designed in conjunction with the City Urban Forester to ensure buildable areas within each lot that provide protection to the Heritage Trees. History The Preliminary Plat of Cimarron Hills Country Club, Phase One and Two was approved by the Planning and Zoning Commission on October 15, 2013, 2030 Plan Conformance The proposed Preliminary Plat is in conformance with the 2030 Plan land use designation of Low Density Residential. This land use category comprises single family neighborhoods that can be accommodated at a density ranging between 1.1 and 3 dwelling units per gross acre. This project is located within Tier 1B and is subject to a development agreement. Infrastructure facilities will likely be needed to meet the growth needs of the city once Tier 1A approaches build-out over the next ten years. Utilities Utilities will be provided by Pedernales Electric, Chisholm Trail SUD for water and City of Georgetown wastewater. Public utility easements are being dedicated with this plat according to the City of Georgetown standards. Transportation This development will be accessed from within the existing subdivision of Cimarron Hills by way of Flint Ridge Trail and Cimarron Hills Trail West. Future Application(s) In order to proceed with development on this site, it will be necessary to obtain approval of final plats, which are administratively approved applications. Rights-of-way are not typically given a zoning designation; therefore, the total zoned acreage is less than the total city limits area. Changes are represented since the October 2013 report. Housing Unit Comparison and Population Using 2010 Census data, a 2010 market study of high-density residential housing units, GIS address point data, and monthly new residential building permits, staff is able to piece together a fairly accurate picture of “multi-family” vs. “single-family” households in Georgetown. The table below breaks down the total amount of housing units (occupied and vacant) by single-family and multi-family types. A Final Plat of Fredrickson Ranch at Lake Georgetown was recorded on March 8th, 2013. 2030 Plan Conformance The proposed Final Plat is in conformance with the 2030 Plan land use designation of Low Density Residential. This land use category comprises single family neighborhoods that can be accommodated at a density ranging between 1.1 and 3 dwelling units per gross acre. This project is located within Tier 2 of the City’s Growth Tier Plan. Tier 2 lies outside the city limits, but within the City’s Extraterritorial Jurisdiction (ETJ). This area likely will be needed to serve the city’s growth needs over the next 10-20 years. Transportation This development is accessed from Crockett Gardens Road that intersects with Cedar Breaks Road, just north of D.B. Wood Road. Due to the configuration of the property along the cliffs of Lake Georgetown, connectivity was limited, but meets the requirements of the ordinance, with a street stub provided to the adjacent western property by Jim Bowie Drive. Future Application(s) No additional applications with the City of Georgetown will be required for this development. History The applicant processed a Preliminary Plat and a Final Plat of Fredrickson Ranch at Lake Georgetown, Section 2 with Williamson County under the state platting exemption of Chapter 3.08.020B for division of land into parcels of greater than 5 acres where each part has public street access and no public improvements are being dedicated. The Final Plat was recorded on August 16, 2013. 2030 Plan Conformance The proposed Final Plat is in conformance with the 2030 Plan land use designation of Low Density Residential. This land use category comprises single family neighborhoods that can be accommodated at a density ranging between 1.1 and 3 dwelling units per gross acre. This project is located within Tier 2 of the City’s Growth Tier Plan. Tier 2 lies outside the city limits, but within the City’s Extraterritorial Jurisdiction (ETJ). This area likely will be needed to serve the city’s growth needs over the next 10-20 years.
