Commissioners in Training present: Jan Daum, Michael Friends and Lynn Williams Commissioners absent: Justin Bohls; Patty Eason Staff present: Matt Synatschk, Historic Planner; Jordan Maddox, Principal Planner; and Karen Frost, Recording Secretary. Call to Order by Chair Bain at 6:00 p.m. with the reading of the meeting procedures. Regular Session A. Welcome and Meeting Procedures Legislative Regular Agenda B. Consideration and possible action to approve the minutes of the May 26, 2016 meeting. Motion by Mee to approve the minutes as submitted. Second by Knight. Approved 5 – 0 – 2 (Bohls and Eason absent). C. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for exterior alterations for the property located at 701 East University Avenue bearing the legal description of Snyder Addition, Block 2 (SW/PT), 0.13 acres. Synatschk presented the case and the material samples that were provided by the applicant. Mr. McIntosh, the applicant was available for questions. Chair Bain opened and closed the Public Hearing with no comments from the public. Motion by Mee to approve the application as submitted. Second by Romero. The Commissioners discussed the project. Knight does not feel the project is compatible with the character of the area, has a minimal amount of design and that the gateway deserves a better looking building. Mee agrees that he does not care for the design but agrees that it meets the intent of the Design Guidelines. Bain pointed out that Mr. McIntosh has presented what the commission asked for, sticking with the 1950’s design and preserving the brick from the adjacent building and staying with the original architecture. Hood stated Mr. McIntosh had provided a good project considering what he had to work with. Motion approved 4 – 1 - 2 (Knight opposed, Bohls and Eason absent.) D. Presentation regarding a proposed project for the historic structure located at 1302 College Street – J. Bryant Boyd, AIA. This item was pulled by the applicant. E. Historic Resource Survey Project Update Synatschk reported that the consultant will be ready to present their findings and report to the Page 4 of 48 Historic and Architectural Review Commission Page 2 of 2 Meeting: June 23, 2016 Commission in October and to City council in December. They have reduced the project timeline from two years down to 12 months. F. Update on Administrative Certificates of Appropriateness issued during the previous month. Synatschk reported that he approved two administrative COA’s for signage at Papa Frank’s Barbershop at 216 S. University and for Morales, Huie and Sparks, PLLC located at 824 S. Austin Ave. G. Comments or Questions by Commissioners-in-Training There were no comments by the Commissioners-in-Training H. APPLICANT’S REQUEST  The applicant is requesting a Certificate of Appropriateness to make exterior alterations to the Medium  Priority historic structure located at 1003 South Austin Avenue. The alterations include the removal of  the existing fabric awning on the west façade to expose the existing canopy, installation of windows  and a door in the north façade and construct an addition on the east façade.     APPLICABLE DESIGN GUIDELINES  The following guidelines are applicable to the proposed scope of work in accordance with the adopted  Downtown and Old Town Design Guidelines:    GUIDELINES FINDINGS The proposed project at 1003 South Austin Avenue includes the removal of the existing cloth awnings,  which are mounted to brackets underneath the canopy. The canopy will remain in place, with no other  changes to the Austin Avenue façade. The awnings are not a historic feature and their removal will not  result in the loss of character defining elements of the building.     The project also includes a small addition to the east façade of the structure, allowing for a more  efficient use of the interior space. The addition does not impact the historic character of the structure  and will be differentiated by the materials.     The proposed project is converting a retail space in to office uses. This new use will incorporate offices  and conference rooms in to a space that is primarily open space. The new offices will include windows  and a door in the north wall. The windows and doors will each be covered by a new tie rod canopy,  mimicking the canopy of the Austin Avenue façade, but using new materials to achieve the  differentiation. The Downtown and Old Town Design Guidelines state that new windows and doors  should not be added to a historic structure and the ratio of solid wall to windows and doors should  remain consistent. Staff supports the proposed changes because it helps break up the long expanse of  blank wall, contributing to the pedestrian environment of the district. Additionally, the new windows  and door will not result in the loss of any character defining features for the structure.       CRITERIA FOR APPROVAL  In accordance with Section 3.13.030 of the Unified Development Code, the HARC must consider the  following criteria:    SECTION 3.13.030 CRITERIA FINDINGS  A. The application is complete and the information  contained within the application is correct and  sufficient enough to allow adequate review and  final action; C. Compliance with the adopted Downtown Design  Guidelines, as may be amended from time to time,  specific to the applicable Historic or Overlay  District;  The proposed project complies with the  Downtown and Old Town Design  Guidelines, with the exception noted in the  staff analysis.   D. The integrity of an individual historic structure is  preserved.  The proposed project does not adversely  impact the historic structure.   E. New buildings or additions are designed to be  compatible with surrounding historic properties.  The small addition to the rear of the  structure is compatible with the  surrounding   F. The overall character of the Historic or applicable  Overlay District is protected.  The proposed project does not negatively  impact the Downtown Overlay District.  G. Signs that are out of keeping with the adopted  design standards, and are not in character with  the site or landmarks within the Historic or  applicable Overlay District in question will not be  permitted.  The proposed signage complies with the  design guidelines.  H. The following may also be considered by the  HARC when determining whether to approve a  Certificate of Appropriateness:  1. The effect of the proposed change upon the  general historic, cultural, and architectural  nature of the site, landmark, or District.  2. The appropriateness of exterior architectural  features, including parking and loading  spaces, which can be seen from a public street,  alley, or walkway.  3. The general design, arrangement, texture,  material, and color of the building or structure  and the relation of such factors to similar  features of buildings or structures in the  District, contrast or other relation of such  factors to other landmarks built at or during  the same period, as well as the uniqueness of  such features, considering the remaining  examples of architectural, historical, and  cultural values.  The proposed project incorporates a new use  in to an existing building without  significantly impacting the structure. The  exterior of the structure is clad in stucco, so  the alterations do not result in the loss of  character defining features and can be  restored in the future if a property owner  wants to return it to its original condition.  The new exterior features will not impact the  historic integrity of the structure and the  removal of the awnings will allow a historic  feature to become more prominent.       STAFF RECOMMENDATION This application is requesting a Certificate of Appropriateness for an addition to a Medium Priority  historic structure.  The addition will consist of extending the North upper exterior wall approximately  40” in order to align the upper and lower exterior walls. In addition to moving the Northern exterior  wall, the roof over the rear portion of the structure will be raised approximately 12”‐ 16” in order to  match the height of the existing roof of the upper level. The roofing material for both structures will be  metal and the main exterior color will match the existing color of the structure.   Page 14 The following guidelines are applicable to the proposed scope of work in accordance with the adopted  Downtown and Old Town Design Guidelines:    GUIDELINES FINDINGS Structure should be preserved and their historic character retained.  Complies  7.3   An addition shall be compatible in scale, materials, and character with the main  building.  Complies  7.4 An addition shall not damage or obscure architecturally important features. Complies  7.7   Place an addition at the rear of a building or set it back from the front to  minimize the visual impacts.  Complies  7.8   Do not obscure, damage, destroy, or re‐ move original architectural details and  materials of the primary structure.  Complies  7.9   An addition shall be compatible in scale, materials, and character with the main  building.  Complies  7.10 The roof form of a new addition shall be in character with that of the primary  building.  Complies    STAFF ANALYSIS  The applicant is requesting a Certificate of Appropriateness for exterior alterations to a ca. 1925 historic  structure. The Craftsman style structure was originally constructed as a residence, but is currently used  for professional offices. The 2nd floor of the structure is asymmetrical, with the north wall setback from  the first floor wall. The setback creates a challenge for interior space, limiting the configurations for the  current use.     The proposed project for 1104 South Rock Street has minimal impact on the historic character of the  structure. The alterations are located at the rear of the structure, limiting the visual impact from the  street. In addition, the alterations do not result in the loss of character defining features for the  structure, nor do they create any conjectural features to the structure. The addition is compatible in  scale and materials with the existing structure. The project has no impact on the primary street facing  façade. The roof alteration is at the rear of the structure and will not impact the street facing façade.     The materials of the existing wall we be repurposed on the addition and retain the existing stylistic  elements.     CRITERIA FOR APPROVAL contained within the application is correct and  sufficient enough to allow adequate review and  final action;  The application is deemed complete by staff.  B. Compliance with any design standards of the  Unified Development Code;  The proposed project is in compliance with  the design standards of the UDC.  C. Compliance with the adopted Downtown Design  Guidelines, as may be amended from time to time,  specific to the applicable Historic or Overlay  District;  The project complies with the Downtown  and Old Town Design Guidelines, as  outlined in the staff analysis.   D. The integrity of an individual historic structure is  preserved.  The proposed project does not have an  adverse effect on the historic integrity of the  structure. No character defining features  will be removed or altered, maintaining the  integrity of the structure.   E. New buildings or additions are designed to be  compatible with surrounding historic properties.  The addition is compatible with the  surrounding properties.   F. The overall character of the Historic or applicable  Overlay District is protected.  The proposed project does not have an  adverse effect on the Downtown Overlay  District. The massing, scale and materials for  the project are appropriate for the district  and do not impact the overall character of  the district.  G. Signs that are out of keeping with the adopted  design standards, and are not in character with  the site or landmarks within the Historic or  applicable Overlay District in question will not be  permitted.  No signage is proposed with this project.   H. The following may also be considered by the  HARC when determining whether to approve a  Certificate of Appropriateness:  1. The effect of the proposed change upon the  general historic, cultural, and architectural  nature of the site, landmark, or District.  2. The appropriateness of exterior architectural  features, including parking and loading  spaces, which can be seen from a public street,  alley, or walkway.  3. The general design, arrangement, texture,  material, and color of the building or structure The applicant is proposing a courtyard style multifamily infill project located at the northeast corner of  3rd and Rock Streets. The parcel is currently vacant, so no demolition or other site preparation is  required.     The project consists of a 14 unit multifamily complex, with a total height of 35 feet. The units will be  built at the lot lines along 3rd and Rock Streets, enhancing the street edge and creating a more cohesive  pedestrian environment. The parking and service area will be located along the interior lot lines,  minimizing the visibility from the street.     The majority of the structure is two stories in height, with a third story on the northeast corner. The  additional 3rd story and the roof line articulation help break the building in to smaller bays, maintaining  the historic building dimensions.     The project incorporates a mix of materials, including a metal roof, hardie siding and limestone. The  diversity of materials provides addition articulation for the structure, while utilizing materials found  throughout the district.     The property will take one way drive access from 3rd Street, with an exit on to Rock Street. The use of a  one way drive aisle allows for a narrower entrance and exit, minimizing the visibility of the parking  areas. Sidewalk improvements will include additional curb landings, further reducing the impact of the  drive aisles.     The architectural style of the structure creates a compatible structure for the Downtown Overlay  District, while maintaining a modern feel. The design protects the character of the district, but also  allows the project to be identified as new construction, which is appropriate for the district.       CRITERIA FOR APPROVAL
