HomeMy WebLinkAboutMinutes_HARC_05.09.2024Minutes of the Historic and Architectural Review Commission City of Georgetown, Texas Thursday, May 9, 2024 The Georgetown Historic and Architectural Review Commission met on Thursday, May 9, 2024 at 6:00 PM at Council and Court Building, 510 W 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Present were: Lawrence Romero, Michael J Walton, Robert Blomquist, Stuart Garner Public Wishing to Address the Board On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to address the Board or Commission members. No action can be taken. 1. Regular Session 1.A Meeting Minutes Consideration and possible action to approve the minutes from the April 25, 2024 regular meeting of the Historic and Architectural Review Commission -- Erica Metress, Planning Specialist Moved by Stuart Garner; seconded by Lawrence Romero to Approve the April 25, 2024 Historic and Architectural Review Commission minutes. Motion Approved: 4- 0 Voting For: Lawrence Romero, Michael J Walton, Robert Blomquist, Stuart Garner Voting Against: None 1.B 2024-5-COA (1501 Olive Street) Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for an addition to a street facing facade for the property located at 1501 Olive Street, bearing the legal description of Lot 1, Block 40, Snyder Addition (2024-5-COA) — Olivia Beams, Historic and Downtown Planner Olivia Beams presented the staff report. Brendan O'Toole, owner, approached the podium to address the Commission and explained that his intent is to make a functional change because it is the only access to the laundry. O'Toole explained that they requested the vinyl window due to the recommendation of their contractor providing that it is more available, affordable, and durable than wood windows. Commissioner Romero inquired about the material of the current windows. Beams explained that the current windows are consistent with the original, traditional style which is wood. Alternate Commissioner Blomquist asked if O'Toole planned on installing shutters on the new window. O'Toole confirmed that they planned to install matching shutters and explained that they are not wood but painted a plastic material. Beams explained that because the owner did not include shutters as part of the scope of work, the Commission can add it as a condition of approval if they would like to see it as part of the project. Chair Walton shared that there are resources in Georgetown to assist in receiving windows. Chair Walton opened and closed the public hearing with no speakers coming forth. Moved by Lawrence Romero; seconded by Robert Blomquist to Approve with the condition that the window materials are in kind with wood, aluminum clad wood, or fiberglass clad wood, and to include shutters on both sides of the windows. Motion Approved: 4- 0 Voting For: Lawrence Romero, Michael J Walton, Robert Blomquist, Stuart Garner Voting Against: None 1.0 2024-13-COA (906 S. Elm Street) Public Hearing and Possible Action on a request for a Certificate of Appropriateness (COA) for the total demolition of a Low Priority Structure located at the property addressed at 906 S. Elm Street, bearing the legal description of Lot 2, Block 19, Glasscock Addition (2024-13-COA) -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley presented the staff report. Chair Walton inquired about the use of the preserved floors and wallboard. Chance Leigh, applicant, approached the podium to address the Commission and confirmed that the intent is to use the salvageable materials to include some paneling. Alternate Commissioner Garner asked if a required separate COA would determine whether the project was able to use some of the materials from the original house. O'Kelley spoke to the adopted criteria for infill construction and explained that staff look at the character and context of the block on which the new construction is located. Chair Walton opened and closed the public hearing with no speakers coming forth. Moved by Lawrence Romero; seconded by Robert Blomquist to Approve as presented with the following conditions as recommended by staff: The wood floors and wall boards shall be salvaged to the extent feasible, and the applicant shall provide photos of the salvage process to the Historic Preservation Officer. An archival record of each building and the property must be prepared and provided to the Historic Preservation Officer. Motion Approved: 4- 0 Voting For: Lawrence Romero, Michael J Walton, Robert Blomquist, Stuart Garner Voting Against: None 1.D 2023-60-COA (907 S Myrtle) Conceptual review on a request for a Certificate of Appropriateness (COA) for Addition to a Street Facing Fagade, a 10' setback encroachment into the required 25' street facing garage setback to allow for the construction of a new garage pursuant to UDC Section 4.08, and new infill construction for the property located at 907 S Myrtle, bearing the legal description of Lots 5 & 6, Block 19, Glasscock Addition. (2023-60-COA) — Olivia Beams, Historic and Downtown Planner Olivia Beams presented the staff report. Bill Stump, owner and applicant, approached the podium to address the commission and provided a presentation of the request. Alternate Commissioner Blomquist shared his appreciation for the plan and expressed concern in the setback. Chair Walton inquired about the distance the proposed location of the garage would need to meet setback standards. Beams explained that the structure would need to be placed back 10 feet to meet setback standards. Chair Walton shared his opinion in that the setback was fine. Chair Walton explained that if the structure were setback any further, then it would be too close to the main house. Chair Walton asked the applicant if the garage would be moved or demolished. Stump explained that the request is to demolish the structure and reuse parts of it. Chair Walton shared that he thought the windows on Myrtle Street were great, but recommended to look at designs that match the other street facing windows on 10th Street. Chair Walton inquired about the possibility of looming on the upper East side windows. Beams acknowledged that the windows face the neighboring yard but noted that looming would be mitigated due to the height of the garage. Chair Walton recommended that staff make the mitigations concerning looming clear during the next presentation to HARC. Chair Walton inquired about solar panels in the design guidelines. Beams explained that the design guidelines call for the solar panels to face away from the street right away. Chair Walton recommended that staff include the design guideline that references the placement of solar panels as well as how the applicant meets that. Alternate Commissioner Garner inquired about a demolition permit for the requested project. Beams acknowledged that the applicant would need a demolition permit but would not need to apply for a Certificate of Appropriateness because the garage is a noncontributing structure. Alternate Commissioner Garner asked if the request be under consideration of infill regulations. Beams confirmed that the request would be under consideration of infill regulations and explained that the garage was reviewed by staff as an infill project, but the breezeway was reviewed as an addition. Alternate Commissioner Garner referred to the window materials in staff's report and asked staff to clarify the reference to the match in windows in the applicant's 2021 renovation. Beams explained that the selected vinyl clad wood windows would match the current windows that were replaced were a part of the applicant's previous COA. Beams continued to explain that the applicant's previous COA was reviewed under an old set of design guidelines that did not have specifications related to window material. Commissioner Romero expressed his appreciation for the project and shared Alternate Commissioner Blomquist's concern about the setback. Commissioner Romero shared the same sentiment as Chair Walton on the windows on 10th Street and asked that they review it. Stump explained that the original windows on the home require taller ceilings and acknowledged that they can look into different windows for the side of the structure that faces 10th Street. Stump explained that they will need an exit window on the second level of the garage. Stump highlighted that the project would require a redesign if the Commission were unhappy with the setback. Alternate Commissioner Blomquist inquired about the access to the second level in the garage. Stump explained that it is inside of the garage. Beams requested direct feedback from the Commission on the window material. Chair Walton shared his opinion of approval for the window material because it would be the same as what is currently on the house. LE HARC Commissioner Training Training Session on Residential Infill Development in Old Town -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley announced that the training will be postponed to the next HARC meeting, May 23, 2024. LF Discussion Items Updates on Upcoming Training for HARC Commissioners, Downtown Master Plan, UDC Rewrite, and Commissioner questions and comments -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley reminded the Commission of the preservation proclamation during the May 14, 2024 City Council meeting. Kimberly Spencer, Interim Assistant Planning Director, announced that the City Council will be swearing in a new HARC member during the May 14, 2024 City Council meeting.
