HomeMy WebLinkAboutMinutes_HARC_05.23.2024Minutes of the Historic and Architectural Review Commission City of Georgetown, Texas Thursday, May 23, 2024 The Georgetown Historic and Architectural Review Commission met on Thursday, May 23, 2024 at 6:00 PM at Council and Court Building, 510 W 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Present were: Linda C Burns, Michael J Walton, Evan Hein, Stuart Garner, Heather Smith Public Wishing to Address the Board On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subiect not posted on the agenda: A request must be received by the Advisory Board or Commission Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to address the Board or Commission members. No action can be taken. 1. Regular Session 1.A Meeting Minutes Consideration and possible action to approve the minutes from the May 09, 2024 regular meeting of the Historic and Architectural Review Commission -- Erica Metress, Planning Specialist Moved by Linda C Burns; seconded by Evan Hein to Postpone the minutes from the May 09, 2024 regular meeting of the Historic and Architectural Review Commission to the June 13, 2024, Historic and Architectural Review Commission Meeting. Motion Approved: 5- 0 Voting For: Linda C Burns, Michael J Walton, Evan Hein, Stuart Garner, Heather Smith Voting Against: None 1.B 2024-2-COA (203 S. Myrtle Street) Public Hearing and possible action on a request for an alteration to a historic architectural feature for the property addressed at 203 S. Myrtle Street, bearing the legal description of Block 22(PT), Outlot Division C (2024-2-COA) -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley presented the staff report. Commissioner Hein asked if the applicant attempted to match the brick for the siding. O'Kelley explained that the first submittal of the application included a brick siding but was later revised to provide more differentiation from the remaining architecture of the home. Frank Enriquez, applicant, approached the podium to address the Commission and acknowledged that initially they were going to move forward with brick, but decided to proceed with the fiber cement after reading the design guidelines. Commissioner Burns shared that she believed the requirement of 10 inches back distinguishes the revision from the remaining architecture of the home. Commissioner Burns shared that the brick should be used and asked staff if there was permission to remove the wrought iron posts on the front porch that were noted in the 2016 resource survey. O'Kelley acknowledged that the Planning Department did not receive an application for the removal or encapsulation of the porch columns. Chair Walton opened and closed the public hearing with no speakers coming forth. Moved by Evan Hein; seconded by Heather Smith to Approve as presented. Elm Street) Public Hearing and Possible Action on a request for a Certificate of Appropriateness (COA) for new infill construction at the property addressed at 906 S. Elm Street, bearing the legal description of bearing the legal description of Lot 2, Block 19, Glasscock Addition (2024-13-COA) -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley presented the staff report. Matt Rafter, owner, and Chance Leigh, applicant, approached the podium to address the Commission and acknowledged that they were available to answer questions. Chair Walton asked the applicant where they had success in preserving the floors. Rafter explained that they harvested quite a bit of the flooring and clarified that a restaurant in Georgetown, the City Post, was interested in using the floors that have been pulled out. Rafter explained that the floors will be used by that restaurant and clarified that the exterior walls were rotted which made the material unusable. Rafter continued to explain that the interior walls will be used towards the ceilings of the covered patio and dining room. Rafter acknowledged that if there is enough material to reuse, the entrance way will incorporate part of that salvaged wood. Commissioner Burns questioned if the rendering presented was the same that was presented before the demolition request. Rafter acknowledged that the renderings were very similar and specified that the only change was to comply with the lot setback requirements. Rafter clarified that the rendering depicted the house a foot over from the right setback, 10 feet up from the back setback, and about a foot back from the front setback to make it compliant with the code. Rafter acknowledged that another difference between the renderings were the jogs in the foundation to separate the old from the new. Chair Walton opened and closed the public hearing with no speakers coming forth. Moved by Evan Hein; seconded by Linda C Burns to Approve as presented. Motion Approved: 5- 0 Voting For: Linda C Burns, Michael J Walton, Evan Hein, Stuart Garner, Heather Smith Voting Against: None 1.D HARC Commissioner Training Training Session on Residential Infill Development in Old Town -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley provided a training session on residential infill development in the Old Town Overlay District. 1.E Discussion Items Updates on Upcoming Training for HARC Commissioners, Downtown Master Plan, UDC Rewrite, and Commissioner questions and comments -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley reminded the Commissioners that the second City Council hearing for the Downtown Master Plan will occur on Tuesday, May 28, 2024. O'Kelley explained that discussion related to the forthcoming UDC update on standards that relate to Downtown and Old Town will be brought to the second HARC meeting in June.
