HomeMy WebLinkAboutRES 072324-5R - Austin Ave Ped and Bicycle BridgesRESOLUTION NO. 0 `Z Z 3 Z�- 51`- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS EXPRESSING SUPPORT FOR THE REQUEST FOR FEDERAL APPROPRIATIONS TO CONSTRUCT THE AUSTIN AVENUE PEDESTRIAN AND BICYCLE BRIDGES FROM SECOND STREET TO MORROW STREET; REPEALING CONFLICTING RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, The Active Transportation Infrastructure Investment Program (ATIIP) is a new competitive grant program created by the Bipartisan Infrastructure Law to construct projects to provide safe and connected active transportation facilities in active transportation networks or active transportation spines; and WHEREAS, ATIIP projects will help improve the safety, efficiency, and reliability of active transportation networks and communities; improve connectivity between active transportation modes and public transportation; enhance the resiliency of on- and off -road active transportation infrastructure; help protect the environment; and improve quality of life in disadvantaged communities through the delivery of connected active transportation networks and expanded mobility opportunities; and WHEREAS, FHWA will award Construction grants to eligible applicants to construct projects to provide safe and connected active transportation facilities in an active transportation network or active transportation spine. Projects seeking Construction grants must have total costs of at least $15 million to be eligible. WHEREAS, In November 2021, the citizens of Georgetown approved a bond referendum to rehabilitate the bridges on Austin Avenue and construct a new pedestrian and bicycle bridge over the north and south forks of the San Gabriel River; and WHEREAS, the City intends to apply for assistance for approximately $9,095,094.00, which is approximately 60 percent of the total construction cost of $19,116,841.00; and WHEREAS, if awarded, the City of Georgetown will use the funding to construct the bridges. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN TEXAS: SECTION ONE. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council of the City of Georgetown finds it to be in the best interest of the citizens of Georgetown to pursue the Alternative Transportation Infrastructure Investment Program grant award with the US Department of Transportation and the Federal Highway Administration for the construction of the Austin Avenue Pedestrian and Bicycle Bridges. SECTION THREE. The City Manager or their designee is hereby authorized to pursue the Alternative Transportation Infrastructure Investment Program grant award with the US Department of Transportation and the Federal Highway Administration and to execute, submit and certify all required documentation to pursue said grant. The City Secretary to attest thereto, on behalf of the City. SECTION FOUR. This Resolution shall take effect immediately upon its passage and approval by the Georgetown City Council.
