Polasek, AICP, Transportation Services Director ITEM SUMMARY: On Thursday April 4, 2013, the Texas Transportation Commission is meeting in a special called meeting to create a grant program to fund contacted airport tower operations in those Texas airports slated for closure by the FAA as part of Federal sequestration. The grant program will be administered by the Aviation Division of the Texas Department of Transportation (TxDOT), and as a grant program it will require the City to pay all cost up front, and receive a 90 percent reimbursement from TxDOT. The grant program will allow 90 days of continuous operation of the Georgetown Municipal Airport Tower. Staff has not received the forms or paperwork from TxDOT, and that information may not be released until after the Transportation Commission Meeting on Thursday. However, the Tower is slated for closure on Saturday, April 6 at 10:00 p.m., and if we don't have City Council approval to enter into the proposed agreement we will lose operations of the Airport Tower on Sunday April 7th. As soon as the draft paperwork is received from TxDOT, and reviewed by Legal, Finance, and City Administration it will be forwarded to City Council. The City will be responsible for entering into an agreement with RVA, the current contracted service provider, in order to receive the grant funding. FINANCIAL IMPACT: Staff is working to identify the potential funding source for the match requirements. The current budget is anticipated as follows: $155,000 is the Total contact amount. $5,500 is the City 10% share. Monthly cost is an estimated $5,166.67 to the City. SUBMITTED BY: Edward G. Polasek, AICP, Transportation Services Director ITEM SUMMARY: Staff has entered into negotiation with Robinson Aviation, Inc. (RVA) to continue Contracted Towers Operations at the Georgetown Municipal Airport for a period of 90 days beginning April 7, 2013. The 90 day contact coincides with the grant program being considered by the Texas Transportation Commission at a special called meeting on April 4, 2013. The Texas Department of Transportation (TxDOT) is creating the 90 day grant program to fund Contracted Towers slated for closure under Federal sequestration implemented in March 2013. The grant program requires the City contact with the current Contracted Tower operator (RVI), and fund the program in order to receive a 90% reimbursement. The draft contract is under development between the City's Legal, Finance and Transportation Departments and RVI. It will be presented to City Council at the April 5, 2013 special called meeting, if not sooner. FINANCIAL IMPACT: The 90 days extension is intended to allow the Federal Aviation Administration, the Federal Administration and Congress to reach a budget agreement to fund Federal programs impacted by sequestration. Subsequently, TxDOT and local jurisdictions will be working to find funding opportunities for continued operations of Contracted Tower Operations if Federal funding is not restored.
