Due to the alarming rate of these requests, and the related impact on possible future annexations and overall new growth within the ETJ, staff held a workshop with City Council on September 24, 2013. At that workshop, the use of MUDs and PIDs for developer financing was discussed, and the City Council requested further information on these financing entities and the need to have appropriate policies in place to address these issues. This workshop agenda item is the first step in this process to provide an overview of what each entity is and how it fundamentally works. This item will focus on the use of MUD and PID financing in long-term development, including from the perspective of the developer. Draft policies will then be developed from the feedback received at this workshop. This will then be followed by a separate City Council workshop relative to a future annexation program for the City of Georgetown. Rainer Ficken, AICP, Senior Project Manager at Newland Communities will be on hand to provide insight from the developer's perspective. Newland Communities is the developer of Terra Vista, which is also known as Georgetown's MUD 15. Presentation will be provided at the workshop.
