Presentation and discussion of the proposed changes to the Water Conservation Plan, the Drought
Contingency Plan, and the interdependence between the plans -- Kathy Ragsdale, Conservation Services
Manager and Jim Briggs, General Manager for Utilities
ITEM SUMMARY:
The ongoing drought and water conservation are at the top of everyone’s list of crucial issues. The City of
Georgetown has been in Phase 1 (or higher) of its Drought Contingency Plan for over two years. The Brazos
River Authority has also issued a system-wide Stage 1 Drought Watch to alert the public to the continuing
drought conditions and expects to move to Stage 2, if the current conditions persist into early 2013. Title 30,
Chapter 288 of the Texas Administrative Code (TAC) requires preparation of a water conservation plan for
municipal water use by public water suppliers, and that the conservation plan to be updated every 5 years to
coincide with the regional water planning group.
Now the Texas Legislature has taken it a step further:
Senate Bill 181, passed by the 82nd Texas Legislature in 2011, requires the following: "Not later than
January 1, 2013, the Texas Water Development Board (TWDB) and the Texas Commission on
Environmental Quality (TCEQ,) in consultation with the Water Conservation Advisory Council, shall
develop a uniform, consistent methodology and guidance for calculating water use and conservation." This
new methodology is reflected in the amended TAC Title 30, Chapter 288, which became effective
on December 6, 2012. The 2012 amendments standardize current elements of the required Conservation
Plan; expand the evaluation requirements on individual programs; and mandate detailed Conservation Plan
implementation reporting to TCEQ.
They are basically saying “No more lip service” in development of the mandated Conservation Plans.A
complete review of the City’s current Water Conservation and Drought Plans has taken place in order to
verify the compliance and effectiveness of the Plan elements. What was discovered by a review of per capita
usage over the last 5 years, is that current conservation and drought plan elements are having little impact on
the per capita usage of the City residents. In order to achieve compliance with the new standards and attain
our current goals, the staff is proposing changes to the Conservation and Drought Contingency Plans.
The major changes that are proposed in the City’s Conservation Plan and the Drought Contingency Plan
include designating the current Phase 1 irrigation schedule as the standard, year around irrigation schedule; a
reformatting of the water conservation rate tiers and their corresponding rates; and the revision of the
enforcement process for violations of the Plans.
STAFF RECOMMENDATION:
Staff recommends the adoption of all proposed amendments, as statistics show that the current elements of
the Conservation Plan and the Drought Contingency Plan are not effectively influencing water consumption.
FINANCIAL IMPACT:
The proposed water conservation tiers and the corresponding rates, based on the consumption for each of the
past four years, would generate the following additional water revenue:
