SUBJECT:
Final Downtown Master Plan Update Review -- Nore' Winter, Winter & Co., Matt Synatschk, Historic
Planner and Laurie Brewer, Assistant City Manager.
ITEM SUMMARY:
Council approved the development 2013 Downtown Master Plan Update in summer 2013. Working closely
with staff, members of the Downtown Master Plan Advisory Committee, City boards and Commissions, and
interested community members identified potential projects for the updated plan. This process included three
public meetings, two online surveys and updates for many of the city boards and commissions that play an
active role in downtown.
The 2013 Downtown Master Plan Update reflects the vision of city staff and residents alike for the future of
our downtown. The plan identifies opportunities to enhance the lives of area residents, while utilizing and
protecting our historic and cultural resources. Acting on these opportunities will increase the sustainability
and financial standing of Georgetown, and will help ensure continued growth, awareness and responsible
development downtown.
The 2013 Downtown Master Plan has the support of the Planning & Zoning Commission, the Historic and
Architectural Review Commission, the Arts & Culture Board, the Main Street Advisory Board, the
Convention and Visitors' Bureau Board, and the Parks and Recreation Board.

SUBJECT:
Presentation, Discussion and Possible Direction to Staff regarding Electronic Vaping Devices (EVD) -- Paul
E. Brandenburg, City Manager
ITEM SUMMARY:
The City of Georgetown has an extremely good ordinance regarding smoking regulations. However, when
the ordinance was adopted by the City Council in 2006, Electronic Vaping Devices (EVDs) were not
something that we anticipated.
City Staff has researched these Electronic Vaping Devices (EVDs), and we have been monitoring how other
communities are handling the regulation of them.
Given the newness of this product, there has been difficulty in identifying the health impacts of the use to
users, as well as the general public. Studies are being conducted, but there are no definitive answers. While
not tobacco, some of the devices contain liquid solutions that are nicotine (highly addictive) based. This
product can be currently sold to minors.
Staff is requesting the City Council provide direction to staff as to whether the current Smoking Ordinance
should be amended to include provisions for the use and sale of these Electronic Vaping Devices (EVDs).
If so, we would like to conduct a Public Meeting to solicit feedback and input, and then come back to the
City Council with a Draft Ordinance at a subsequent City Council Meeting.
