SUBJECT:
Discussion and possible direction regarding Multi-Family Housing in the Community -- Paul E.
Brandenburg, City Manager
ITEM SUMMARY:
The purpose of this Workshop item is to start dialogue and discussion regarding multi-family development in
the community. The City Manager previously provided information on this topic to the Mayor and City
Council on February 27, 2012. (See attached). As outlined in my previous communication, there are market
conditions that will continue to drive the demand for additional multi-family units in the community.
It is recommended that the City Council consider making some policy decisions regarding where
Georgetown will be in the marketplace with regard to multi-family development. More importantly, will the
City let this demand shape our community, or will the City manage these requests in a proactive and prudent
manner?
Development Ratios
City Council is asked to consider defining a ratio mix that it feels comfortable with in terms of single family
residential to multi-family dwellings. We were previously at around 86% single family units, so a baseline
position of an 85/15 ratio of single/multi-family units may be a good starting point. The City Attorney should
research and opine on any potential legal issues.
Compliance/Monitorization
City Council is asked to consider directing staff to develop a system and process to track and monitor current
ratios, as well as maintaining an eligibility list for who is next in line for development of multi-family units if
a ratio mix is agreed upon.
Process and Review
City Council is asked to consider directing staff to develop a thorough process and review for all multi-
family applications, as well as multi-family rezoning requests. This process should be formalized with a staff
report that includes the impacts of taxes, tax base, water, wastewater, electric, streets/transportation, public
safety, and schools. This report should be attached to all applicable Planning and Zoning applications and
materials, as well as projects forwarded to Council on all proposed multi-family developments.
