An overview of the proposed City Manager’s budget was provided on Monday. This workshop will continue the discussion on items contained in the proposed budget. and the 2013 tax rate. SUBMITTED BY: Cover Memo Item # A City of Georgetown, Texas July 23, 2013 SUBJECT: Presentation and discussion on Enterprise Asset Management -- Wesley Wright, P.E., Systems Engineering Director and Mike Stasny, GISP, Information Manager ITEM SUMMARY: A presentation will be given as a detailed overview of the City’s need to implement an Enterprise Asset Management System (EAM) to provide work management and asset management capabilities not only for GUS but for other divisions throughout the City. The City wants to better track assets, utilize best practices for managing infrastructure and integrate EAM with existing and future Customer Information System, Financial Information System, and Geographic Information System among others. Brandenburg, City Manager, Wayne Nero, Chief of Police and Michael Seery, Project Manager ITEM SUMMARY: FINANCIAL IMPACT: SUBMITTED BY: Cover Memo Item # C City of Georgetown, Texas July 23, 2013 SUBJECT: Discussion to adopt the proposed utility ratemaking methodology as part of the City’s Fiscal and Budgetary Policy -- Micki Rundell, Chief Financial Officer and Jim Briggs, General Manager of Utilities ITEM SUMMARY: The existing Fiscal and Budgetary Policy, adopted by City Council, requires City staff to review utility rates every three years to assess cost trends and revenue requirements. Last year, the staff engaged the services of Utility Rate Consultants to review electric rates. The results of the study were presented to Council in 2012. That study determined that revenue requirements were being met, but an imbalance in base rate to energy rate was identified. That same imbalance exists between water base rate and volumetric rates. The imbalance in rates does not reflect “Cost of Service” and creates revenue risk, competitive issues, and conservation program conflict. Staff is proposing to amend the Financial Policy Manual to include an appropriate ratemaking methodology. The goal is to formally adopt a policy to ensure that utility rates reflect “Cost of Service” and that fixed and variable cost components are funded by the appropriate portion of the rate. STAFF RECOMMENDATION: Staff recommends the adoption of the ratemaking methodology presented by staff as follows: V. Revenue Management: B: Other Considerations 7. Enterprise Fund Rates To include the following: “In or to ensure fairness and equity among customers serve by the City’s utilities; as well as, to ensure adequate revenue is collected to fund the cost of operations, the City will use a “cost of service” basis for utility rate development. The rate methodology shall recognize fixed cost as those that are not driven by usage or demand within the BASE rate for the utility and whenever possible, allocate demand driven costs as a variable component of the rate. Due to the competitive and regulative environment of the Electric Utility, the City’s BASE rate will include all components except for energy, which is demand driven. Cover Memo Item # D The target for the Water Utility is to recover 75% of the fixed costs in the base rate and assume the remaining 25% are recovered within the first two tiers of the City’s volumetric rate structure. The percentage of variable cost recovery included in the volumetric rate through increases among the rate tiers.” If approved, this policy will be incorporated in the next revision to the City’s Fiscal and Budgetary Policy. BOARD RECOMMENDATION: This item was unanimously recommended by the GUS Board for Council approval at the July 12, 2013, GUS Board meeting.
