SUBJECT:
Discussion and possible action regarding funding allocations for contracted social services and youth
programs for 2013/2014 budget year -- Paul E. Brandenburg, City Manager
ITEM SUMMARY:
The City of Georgetown received sixteen (16) applications for Social Services Funding for a total amount
requested of$378,500and ten (10) applications for Youth Program Funding for a total amount requested
of $176,200for the 2013/2014 fiscal year.
The total amount in the FY 2013-14 proposed City Manager’s Budget for Social Service is $311,331and
Youth Program Funding is $88,718. The total amount available for allocation in the proposed budget in these
two funds is $400,049. The total amount being requested per the applications received is $554,700.
Per the Council’s Fiscal and Budgetary Policy, funds can be moved between Social Services and Youth
Program Funding. Last fiscal year, $296,049 was awarded for Social Service Programs and $106,000 was
awarded for Youth Programs. The total amount awarded between the two funds was $402,049.
The Funding Agreements for contracted agencies will not be finalized until after the Budget Ordinances for
fiscal year 2013/2014 are approved.

Update and discussion regarding the proposed Unified Development Code (UDC) Advisory Committee --

ITEM SUMMARY:
The Unified Development Code (UDC) is the primary tool to regulate land development within
Georgetown’s jurisdiction. The UDC combines subdivision, zoning, and other development regulations into
one document and covers topics such as land use, impervious coverage, tree preservation and stormwater
drainage in addition to establishing the procedures for development review. Adopted in 2003, it is a living
document requiring periodic revision to keep pace with cultural, economic and technological changes and to
address any challenges that arise from its application.In 2004, City Council adopted a process for annual
review and amendment including a yearly list of proposed amendments and additional public review. In
2008, the process was revised to include an ad-hoc citizen forum, referred to as the UDC Task Force, to work
with staff to generate the annual list as well as craft the revisions.
In May 2012, City Council held a public workshop to review the UDC and the processes that had been used
to amend the document. The current process (adopted in 2008) was reviewed, which consists of City Council
approval of an annual list of proposed amendments prepared by staff and the Task Force (an “ad-hoc” group)
followed by a series of open forum discussions with an “ad-hoc” group to prepare the revisions, whereby
staff was to proceed forward with any proposed changes that were supported by at least three attendees, even
if there were multiple options supported by three. The amendment lists created under the most recent process
were lengthy, and ultimately took a great deal of time to complete and resulted in a series of separate
adoptions. Based on experiences with the current process, there were concerns that amendments were
adopted too frequently, leaving some users uncertain of current regulations, and that the ad-hoc nature of the
Task Force caused participants to vary from meeting to meeting, affecting group direction and
accountability. In response, Council directed staff to revise the process and incorporate:
less frequent code amendments,
a Council-appointed standing committee of no more than 9-10 people with diverse membership
representing all facets of the City,
more involvement from the Planning & Zoning Commission (P&Z), and
increased information to Council regarding the amendments under consideration.
Staff held an open community meeting on May 16th, 2013, to gain public feedback regarding potential
process changes. Concerns were primarily centered on adequate public input opportunities in the process and
public notice, with some supportive of changing the current process and some not. The group was very much
in favor of any proposed committee consisting of a wide representation of those who deal with or are
affected by the regulations of the UDC. Overall, the group did not want the process so formal that public
input would be limited in any way, discouraging involvement.
During the subsequent City Council Workshop on May 28th, 2013, based on public feedback received to that
date, staff presented a possible amendment process that would address the concerns of the public and City
Council that included formulation of a City Council appointed committee, a distinction between amendments
that would require committee review and those that would not, and a two year amendment cycle as opposed
to the current annual cycle. The committee, presented as the UDC Advisory Committee, was proposed to
consist of nine members including two members from the P&Z Commission, one member from the Historic
& Architectural Review Commission (HARC), one representative of the Georgetown Chamber of
Commerce, two technical professionals related to the development industry (i.e., architect, engineer, land
surveyor, landscape architect, professional planner, developer, or real estate professional), and three

representatives of the community at large. The majority of the City Council supported the proposed changes
and directed staff to finish refining the new process and bring the item back to Council for adoption.
Since the May Workshop, staff was made aware that some members of City Council had concerns regarding
the composition of the proposed Committee. Therefore, staff is presenting this workshop item to City
Council a third time, in hopes of gathering specific feedback or concerns regarding the creation of the UDC
Advisory Committee. In the meantime, any desire to amend the UDC and the associated development
process is “on-hold” until the new amendment process is established.
