SUBJECT:
Discussion regarding the Airport Ordinance 12.32 - "Geo rgeto wn Municipal Airport Use Regulations" and Airport
Minimum Standards -- Russ Volk, C.M., Airport Manager and Octavio A. Garza, P.E., C.P.M., P ublic Works Director
ITEM SUMMARY:
The Airport Ordinance pro vides Rules and Regulatio ns fo r tho se who operate at the Ge orgetown Municipal Airport.
The c urrent versio n was last updated in 2 00 5. The 2013 CH2M Hill "Georgetown Business Analysis Re port"
recommended de velopment o f a new and compre he nsive o rdinance and minimum standards.
The Airport must allow use of the airpo rt by all types, kinds, and classes of aero nautical activity as well as by the general
public. Airport rules and regulatio ns provide a means to control operations and to pro tect bo th aeronautical activitie s and
public safety.
The Airport Minimum Standards e stablish fair and equitable guidelines for use o f the airport by either a co mmercial or
non-commercial operato r.
The owner of a public use airport which has a grant or loan o bligations with either the Federal Aviation Administration
(FAA) or the State of Texas is required to make that airport available to all qualified users and providers without an unjust
bias or discrimination. Minimum Standards he lps to ensure all similar type use rs of the airpo rt meet the same
requirements.
During the update of the ordinance and standards, input was solic ite d from the Fixed-Base Operators, airport busine sse s,
airport users, GTAB aviatio n board members and the City Atto rney's Office.
