A Workshop discussion and possible action on follow-up items pertaining to the 2009/10 City Manager’s
Proposed Budget, including direction on finalizing the proposed tax rate and balancing the budget --

Council seeks to have locate, stay or expand in or near the territory of the City and with which the City
Council is conducting economic development negotiations.

SUBJECT:
Workshop discussion and possible action on follow-up items pertaining to the 2009/10 City Manager’s
Proposed Budget, including direction on finalizing the proposed tax rate and balancing the budget -- Micki
Rundell, Chief Financial Officer and Paul E. Brandenburg, City Manager
ITEM SUMMARY:
The 2009/10 City Manager’s Proposed Budget overview was presented to City Council on July 13,
2009. From that workshop, staff was directed to develop options for lowering the tax rate below the proposed
rate of $0.37959. This workshop will present those options for discussion by the Council.
The City expects to receive final certification of the 2009 assessed valuation from WCAD by Friday, July
24. This presentation will include analysis of the final valuations, effective tax rate calculation and options
for lowering the proposed tax rate.
Staff requests that Council determine the tax rate that will be presented for adoption on August 25, and that
there is conscious regarding the overall budget planned for adoption. Therefore, staff will be available to
answer any questions or address any other issues that may need further explanation as part of this process.
After final review of the budget, including departmental programs and strategies for 2009/10 and the
proposed tax rate is finalized, staff will move forward with preparing the Budget Summary, as well as,
preparing information for the public hearing on the budget, currently scheduled for August 25.
