ITEM SUMMARY:
This item will review the upcoming 2013 Citizen’s Survey, including an overview of the process and
questions.
The City selected the Wyoming Survey & Analysis Center (WYSAC) to conduct the City’s 2013 Citizen
Survey. WYSAC has over 30 years of experience in this field and staff felt their approach and methods best
met the needs of the City. WYSAC will conduct the process for $21,700.
The 2013 Citizen’s Survey will be a paper survey with 600 respondents randomly selected throughout the
City’s 4 quadrants. The survey will be statistically accurate and will reflect within 95% accuracy the views of
our community. The survey will be demographically driven to also reflect the diversity of our City.
The purpose of the 2013 Citizen’s Survey is to provide feedback on City services; as well as, allocation of
future City resources. This survey is also designed to affirm the “City of Excellence” vision recently
developed by City Council.
The questions used in the survey are included as a “draft” attachment to this agenda item. The majority of
questions are from previous City surveys, and have either been “tweaked”, rewritten to better match a paper
survey format; or, are included in some type of table. These questions where chosen to specifically address
elements of the City of Excellence vision. The consultant will format the actual survey document (no more
than 4 pages) using the selected questions and then mail the survey to the sample respondents. A copy of the
final survey document itself will be provided to Council on 12/11.
Once the sample respondents have been randomly selected from census data, they will receive a letter signed
by the mayor that introduces the survey that will be forthcoming. That letter is scheduled to be mailed in
early December. The Survey is then mailed, reminded and re-mailed if necessary over the following
weeks. The respondent can either submit the survey document in a self-addressed postage paid envelope, or
they complete the survey on-line using a special coded URL. Once the sample is completed, WYSAC will
analyze the data and present the report to the Council on February 26.
COMMENTS:
The PowerPoint presentation highlights the questions to be included on the survey. Any changes or other
feedback from the Council will be provided to WYSAC for revisions to the proposed survey.

ITEM SUMMARY:
This item will provide an update of the non-City owned utility franchises including terms, revenue and
upcoming changes, as well as, options for adjustments in the future, including:
· Increasing PEC franchise fee to 4.5% for additional $86K in General Fund revenue annually
· Adopting a PEG fee of 1% once the City’s franchise agreement with Suddenlink expires in February
2013 and is then following the State franchise.
· Potential revenue = $140K annually in restricted funds to be used only on allowable public information
and education purposes as defined by state law.
Staff will bring back agenda items as requested in January 2013.

Workshop overview of the September 30, 2012 year end preliminary financial information -- Micki Rundell,
Chief Financial Officer
ITEM SUMMARY:
A preliminary year end 2012 projected versus actual fund balance/working capital report is included. The
balances are preliminary and un-audited. The City’s external auditors, CliftonLarsonAllen have been on-site
to audit the City’s 2011/12 financial records. The final, audited financial statements will be completed by
January 31, 2013 and presented in late February.
A 2011/12 & 2012/13 Budget amendment will be presented in January 2013, once all 2011/12 numbers are
finalized for the CIP projects that should roll forward into the current year.
FINANCIAL IMPACT:
Prior year "excess" funds can be reappropiated in the current fiscal year through a budget amendment. Per
the City's Fiscal and Budgetary Policy, excess year-end funds can be used to fund 1-time items or projects
and not for on-going expenses.
