Policy Development/Review Workshop -
A Presentation regarding City of Georgetown’s current efforts to establish and maintain a competitive
position in its defined market. Review of current Pay System, performance management, and benefits --

5. Consideration and possible action to approve a Settlement Agreement and a Utility Facilities
Construction and Conveyance Agreement with 3 B&J Wastewater Company, Inc., Bill Benton, Jane Ann
Benton and Brandon Keith Benton, and Owen/Wilco 160, L. P.
6. Discussion of legal requirements of Executive Session meetings

SUBJECT:
Presentation regarding City of Georgetown’s current efforts to establish and maintain a competitive position
in its defined market. Review of current Pay System, performance management, and benefits -- Kevin
Russell, Director of Human Resources & Civil Service and Paul E. Brandenburg, City Manager
ITEM SUMMARY:
HR Staff has been reviewing the Non Public Safety Pay System and its ability to support the
Council’s current philosophy to attract, retain and reward its employees based on performance.
The City of Georgetown pay system will be presented as well as how it compares to local
information on pay systems.
The City’s current performance management system will be reviewed and discussed.
Current health insurance utilization is up. The City will more than likely be moving towards
co-insurance on the high deductible health plan to mitigate potential high renewal
rates. Current utilization will be reviewed and discussed.
FINANCIAL IMPACT:
Given the Council’s directions on pay system philosophy, the HR department will work to identify within the
budget process any costs associated with changes to the Non Public Safety Pay System, Pay-for-performance
system and health insurance costs.
