The Georgetown City Council will meet on JULY 29, 2014 at 4:00 P.M. at the Council Chambers, 101 E. 7th
St., Georgetown, Texas

Consideration and possible action to place adoption of the proposed 2014 tax rate of $0.4350, with
amended component amounts, on a future agenda and to set dates for two public hearings -- Micki
Rundell, Chief Financial Officer
ITEM SUMMARY:
This is a cleanup and correction item.
On July 22, the Council approved a motion to set the maximum tax rate for 2014 at $0.43500. Since that
time, the City has finalized its Effective Tax Rate. There is now a slight difference in the required I&S rate of
$0.22662 and what was included in that motion ($0.22500). In order to ensure compliance with state laws,
this item is being requested, which includes the revised motion below that accurately reflects the I&S (debt
portion) of the tax rate, which then amends the O&M portion as well.
The Texas Tax Code requires the City Council to have a record vote on placing an item on a future Council
agenda to vote on the 2014 tax rate necessary to fund the 2014/15 Annual Budget. The proposed tax
rate_$0.43500___ is greater than the effective rate of _$0.42344___ and therefore will require that the City
Council publish notices and hold two public hearings.
The motion below is to set the date (August 26) when the Council will vote on the tax rate used in funding
the City's Annual Budget and will be published in the required notifications. The debt portion of the
proposed tax rate ($) is fixed as _$0.22662___ the amount necessary to meet the City's debt payment
obligations. However, the M&O portion (General Fund operational portion) of the rate ($.0.20838) can vary.
The Council can adopt a final M&O tax rate that is lower than the proposed rate included in the
published notices, but it cannot adopt a higher M&O rate without repeating the notice and hearings
process and giving taxpayers the opportunity to hear and comment about a higher tax increase. The
Rollback Rate for 2014 is _$0.49018___ .
The motion below is to set the vote on August 26 for the tax rate used to fund the City Manager's Annual
Budget as proposed at _$0.43500___ and to set two public hearing dates. The language included in this
motion is required by State law.
MAXIMUM PROPOSED RATE:
(1)Vote to place adoption of a tax rate of $0.43500 cents per $100 valuation, equaling $0.20838 cents for
Maintenance and Operation and $0.22662 cents for debt service, as an action item at the August 26, 2014
Council meeting to be held at 6 p.m. at City Council Chambers, at the northeast corner of Seventh and
Main Streets, Georgetown, TX.
AND
(2)Set 2 public hearings, as required by law, to be held on Tuesday, August 12 at 4:00 p.m, and on
Tuesday, August 19 at 6:00 p.m. at City Council Chambers, at the northeast corner of Seventh and Main
Streets, Georgetown, TX.

Review, discussion and possible action regarding the 2014/15 City Manager's Proposed Budget -- Micki
Rundell, Chief Financial Officer
ITEM SUMMARY:
This is the follow up session to the previous budget presentations and discussions on the proposed City
Manager's 2014/15 budget. The review and discussion will be continued as needed on items contained in the
proposed budget. Discussion on the 2014 tax rate will also occur, providing direction to staff to finalize the
2014/15 Annual Budget.

City Government Overview
The City of Georgetown, Texas, is a “Home Rule” city. Georgetown adopted its initial “Home Rule” Charter on April
24, 1970, amended it in 1979, 1986, 1988 and again in 1994. As provided by its charter, Georgetown has a council-
manager form of government. Under this form of government, the City Council provides leadership by establishing
the City’s goals and policies. The City Council appoints a City Manager to achieve the desired end set by the City
Council. The manager oversees the day-to-day activities of the City and executes Council established laws and
policies. The City Council consists of eight members — a mayor, elected at large, and seven council members
elected from individual single-member districts.
City Hall, located at 113 East 8th Street (the Old Post Office) near Georgetown’s historic square, is open Monday
through Friday 8:00 am to 5:00 pm. City Hall is closed to observe the following holidays: New Year ’s Day, Memorial
Day, Independence Day, Labor Day, Martin Luther King Day, Thanksgiving and the following Friday, and Christmas
Day and the following Day.
