Overview of Property, Liability and Workers' Comp coverage through participation in the Texas Municipal
League Intergovervmental Risk Pool. -- Kevin Russell, Director of Human Resources & Civil Service
ITEM SUMMARY:
The Texas Municipal League Intergovernmental Risk Pool (TMLIRP) is a self-insurance program created
solely by Texas political subdivisions under the provisions of the Interlocal Cooperation Act, Chapter 791 of
the Texas Government Code (the "Interlocal Cooperation Act") authorizes local governments to enter into
contracts with one another to provide a governmental service or function that each local government could
have performed individually, and also authorizes the creation of an administrative agency to supervise the
performance of such a contact. The Attorney General's office has interpreted this statute as allowing local
governments to act together to form self-insurance programs to cover governmental functions and services.
Because local governments individually are authorized to self-insure against worker's compensation risks,
and other liability and property risks, they may also enter into agreements with each other under the
Interlocal Cooperation Act to form self insurance programs to cover such risks. The TMLIRP is the agency
created by the parties to such an Interlocal Agreement to administer the self insurance program.
FINANCIAL IMPACT:
Approximately $540,000 is set aside for insurance purposes in GL 5-0638-51-800/801
