The Attorney General's office has interpreted this statute as allowing local governments to act together to form self-insurance programs to cover governmental functions and services. Because local governments individually are authorized to self-insure against worker's compensation risks, and other liability and property risks, they may also enter into agreements with each other under the Interlocal Cooperation Act to form self insurance programs to cover such risks. The TMLIRP is the agency created by the parties to such an Interlocal Agreement to administer the self insurance program.
