SUBJECT:
Workshop discussion on the City’s 2011 Mid Year Financial Status Report -- Laurie Brewer, Finance
Director; Micki Rundell, Chief Financial Officer and Paul E. Brandenburg, City Manager
ITEM SUMMARY:
The 2010/11 Budget was adopted last September, using the “Budget Contingency” mode included in the
Fiscal and Budgetary Policy. While the City’s revenues and indicators were beginning to show signs of
recovery during budget adoption, City management and Council were cautious in considering budget
requests. Staff positions (22.5) were frozen across various divisions and many budget requests, including
employee performance payments, were postponed until Mid-Year, when better financial information was
expected to be available.
Staff will present the audited budgetary balances of the major funds, as well as the expected impact of
additional revenues for the 2011 Fiscal Year. Additional expenditure impacts to the budget due to
unexpected events, such as fuel costs and the flood clean-up, will also be presented.
Other budget requests will be presented for Council consideration including the opening of a position in the
City Manager’s office, equipment purchases, Arts and Culture board requests and a proposal of payment of
employee performance bonuses at 75% of the prior year’s payment.
A presentation will be presented at the dais.
FINANCIAL IMPACT:
A budget amendment is proposed for Council consideration on the regular agenda, where the impact to each
fund is notated. The budget amendment will also include fire facilities that are funded through the 2011 bond
issue.
