Discussion and possible direction to staff on funding the 2011/12 General Capital Projects -- Micki Rundell,

ITEM SUMMARY:
The 2011/12 Annual Budget assumes the City will issue debt this spring to fund several items included in the
2011/12 General Capital Projects. Projects included the purchase of an additional Fire Apparatus and 13 new
police vehicles and related equipment. In addition, the City has committed to fund road improvements at the
intersection of Shell Road and Bellaire Drive in conjunction with the new elementary school currently under
construction. This project is not currently included in the 2011/12 Annual Budget.
The total amount of new TAX SUPPORTED DEBT is expected to be approximately $2 million and will
impact the 2012 tax rate by up to $0.006 (estimated based on current valuations).
Due to the 2011 increase in taxes related to voter approved bonds and other debt, and the overall concerns
about adding additional upward pressure on the City’s tax rate, staff has developed a funding plan to
eliminate or postpone this debt issue in order to maintain the Interest and Sinking portion of the tax rate in
2012. This plan includes delaying the purchase of the new fire apparatus until 2012/13 (1 year) and reduces
the number of new Police vehicles by 5. The remaining 8 vehicles would be funded with Fund Balance
funds of the Fleet ISF. The road improvements would be funded with the proceeds the City will be receiving
from the sale of property to GEDCO for the new winery, with any additional funding coming from excess
funds in either the General Fund or the GCP Fund.
The resulting consequences as a result of this strategy include:
· Delaying purchase of the Fire Apparatus reduces the number of reserve apparatus from 2 to 1 for the
next 18 months.
· Reducing the number of police vehicles purchased requires extending the useful life of our existing
vehicles that may result in higher maintenance costs
· The useful life of police vehicles is now 5.5years.
Our policy was originally for a 3 to 4 year replacement cycle and has now grown to 5+ years
By waiting 5 years, these vehicles now have approximately 75-85K miles on them.
Should the Council agree to this strategy, the Bond Reimbursement Resolution included on the Regular
Council Agenda for September 27 will be pulled from that agenda.
