Brandenburg Cover Memo Item # C City of Georgetown, Texas August 29, 2011 SUBJECT: First Reading of an Ordinance levying a tax rate for the City of Georgetown for the tax year 2011 -- Micki Rundell, Chief Financial Officer ITEM SUMMARY: This ordinance sets the ad valorem tax rate for the tax year 2011. This rate is based on net taxable property values at January 1, 2011, to assess taxes for collection during fiscal year 2011/12. The tax rate of $0.38750 per $100 valuation is the proposed tax rate for 2011 and represents an increase from last year’s rate of $0.35622. The 2011 effective rate is $0.36901, and the 2011 rollback rate is $0.41232 and includes a sales tax for property tax relief adjustment of $0.0326. The proposed rate of $0.38750 is 5% higher than the effective rate. A homeowner with an average taxable home value of $184,959 will pay approximately $65.55 more in taxes than in the previous year in taxes. The total tax bill for an average home in Georgetown will be $716.12, compared to the 2010 average tax bill of $651.17. The average home values taxable value grew 1.18% in 2011. State law requires governments that levy tax rates higher than the effective rate hold two public hearings, which were held on August 9, 2011 and August 18, 2011. COMMENTS State law requires specific language when adopting the 2011 rate: I move the adoption of a property tax rate of $0.38750 of which$0.22290 will be for Maintenance and Operations and $0.16460 is for Interest and Sinking. WHEREAS, the City of Georgetown, Texas is an incorporated Home Rule city dependent upon taxes to provide its citizens with services; and WHEREAS, the City of Georgetown, Texas published the required notices; and WHEREAS, the City of Georgetown, Texas held the required two public hearings on August 9, 2011 and August 18, 2011; and WHEREAS, all notification and public hearing requirements have been satisfied; and WHEREAS, the City Council finds it necessary to levy taxes for the 2011/12 fiscal year for the City of Georgetown, Texas; and WHEREAS, the tax rate being considered is above the effective rate; and WHEREAS, THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE, and NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance complies with the Vision Statement of the City of Georgetown 2030 Comprehensive Plan. SECTION 2. The City Council of the City of Georgetown (the "City Council") hereby finds that all of the prerequisites to the levying of a tax rate for this City for the year 2011, (including, without limitation, certifications, notices, submittals, and public hearings) as required by law have been complied with. SECTION 5. This Ordinance shall become effective upon adoption of its second and final reading by the City Council of the City of Georgetown, Texas. This vote is in addition to and separate from the vote to adopt the budget or to set the tax rate as required by Chapter 26 of the Tax Code. This resolution ratifies and acknowledges that the adoption of the 2011/12 Annual Budget will require raising more revenue from property tax revenue than in the previous year. This budget will raise more total property taxes than last year’s budget by $819,189 or 7.6%, and of that amount $354,362 is tax revenue to be raised from new property added to the tax roll this year. This item is an administrative update that is done in conjunction with the budget adoption. The organizational changes that involve changing departments within divisions included in the 2011/12 Annual Budget include: · Airport is now included in the Transportation Services Division and was previously included in Management Services. FINANCIAL IMPACT: This ordinance sets the organizational structure for budget administration for the year. There is no direct financial impact to the budget.
