ITEM SUMMARY:
City Management directed staff to work with the Geo rgeto wn Transportation Adviso ry Board in a comprehensive re vie w
of the City’s Pavement Manage ment Program. The Georgetown Transportation Adviso ry Board identified a Paveme nt
Management Program Review Committee, which was approved by City Council on March 14, 2017. The Paveme nt
Management Program Review Co mmittee met monthly to review and examine the City’s pavement manage ment program
history; pro ject se lectio n proc e ss; deterioration curves; soil types; pavement maintenance and rehabilitatio n me tho ds;
technical specifications; funding levels; deferred maintenance; and, a communicatio n plan and made a re commendation to
the Georgetown Transportation Advisory Board o n August 11, 2017. The Georgetown Transportation Advisory Bo ard
confirmed the Committee's recommendation unanimo usly, also on August 11, 2017 .

•Street maintenance applications are initially selected by model based on
individual street classification and PCI score (Network Level Analyses)
•Candidate streets are then analyzed at the “project level” by staff and

Credits for the co nstruction of 192 units to be kno wn as Residences at Stillwater, located at approximately the 1500
block of NE Inner Lo op - Susan Watkins, AICP, Housing Coo rdinator and Sofia Ne lson, CNU-A, Planning Director
ITEM SUMMARY:
In 2016, City Council adopted a Low Inco me Housing Tax Credit (LIHTC) review process for resolution requests which
includes two application type s for the 4% and 9% HTC pro grams. The Te xas Department of Housing and Community
Affairs allocates housing tax credits under a 4% and 9 % program, each with diffe re nt funding so urc e s and application
requirements. The 4 % HTC is a non-co mpetitive program that uses tax-exempt bo nds as a component o f proje c t
financing. The 9% HTC application cycle is an annual co mpetitive proc e ss. Rules for the 9% HTC program are outlined in
the Qualified Application P lan (QAP ). The state appro ves the QAP e ach fall and awards are generally allocated the
following July.
9% HTC program
A resolution stating the City’s position of either “support or no objection” must be o btained from the city and/or co unty
where the project is lo c ate d and submitted with the 9% HTC application by March 1 st of the program year. The City of
Georgetown Request for Re so lutio n application has dates that must be updated each year in response to the State ’s
timeline for the c ompetitive 9% HTC application c yc le.
4% HTC program
Applications for 4 % HTCs require a “Resolution of No Objection” from the city and/or co unty where the project is
located. Applications for the 4% HTC program can be submitted to TDHCA throughout the year.
As part o f the 2016 Wo rk P lan, the Housing Advisory Bo ard updated the City of Georgetown Housing Tax Credit (HTC)
resolution review process. On Se ptember 27 , 20 16 , City Council approved a HTC review process that requires applic ants
requesting a resolution to conduct public o utreach to the surro unding neighbo rhoo ds, undergo zoning review, me e t
specific deadlines and pro vide data regarding the current tax credit inventory.
P lanning staff has revie wed the original process adopted in 2016 and has updated process timelines for the new cale ndar
year. In support of the direction Council issued whe n reviewing applicatio ns for the 2016 cycle, staff has added an
explicit date for a workshop with Council fo r a concurrent review of all applications. The general reso lution request
submittal and review process includes:

Twice the State Average Per Capita
To submit an applic atio n for Ho using Tax Credits, the develo per must obtain a Reso lution from George to wn
acknowledging that the city has more than two times the state ave rage per capita amount of Housing Tax Credit units. In
Texas, there is an average of 0.0 09 tax credit units fo r each person. In Georgetown, we have 0.02 units per perso n, which
means we have 2 .96 times the average amount o f statewide units of tax credit. The tables below compares the surrounding
counties and cities.

4% LIHTC Resolution Request
Jean Latsha, a project coordinato r with PedCor, a Multi-family (MF) deve lo pe r, is seeking 4 % HTCs for a portion of the
Stillwater development located at Inner Lo op and FM 97 1. The property is zoned MF-2. The developer submitted an
application requesting a Reso lutio n of “No Objection” and also a reso lutio n ackno wledging Georgetown has twice the
state per capita number of tax credit units to the Housing Co ordinator on Septembe r 11 , 2 01 7. The developer prese nted
her project at the October 1 6, 2017 Housing Advisory Board meeting.
Commission Recommendation
The developer presented her project at the October 16 , 2 01 7 Housing Adviso ry Board me e ting. The Housing Advisory
Board recommended granting the request for both resolutions.
Staff Findings
Staff finds the applic atio n to have met the process approved in 2016 by City Council.

The Housing Advisory Board regularly meets the third Monday of the month at 3:30 p.m. at
the Historic Light & Waterworks Building (406 W. 8 th Street). Please see the HTC
Schedule for other requirements.

for multifamily/apartment development, you must
initiate the rezoning process with the Planning
Department by December 1, 201 7 .

multifamily/apartments before the HTC can be

Public Outreach: Existing Rehabilitation -- No outreach is required.
9% and 4% New Construction
The applicant must hold two public meetings, one at least three
weeks before the City Council consideration. Outreach will
consist of letters, signage and ads to residential neighborhoods
within ½ mile of the site. An outreach plan must be approved
by the Housing Coordinator.

Change i n State Law
On December 1, 20 17 , Senate Bill 6 becomes effective. The bill requires landowner or voter approval o f annexatio ns in
the state ’s largest counties (those with 500,0 00 population o r more) and in c ounties that opt-in to the bill through a
petition and ele c tion process. Cities not subject to S.B. 6 (i.e., those in counties with a population of less than 500 ,00 0
that are no t annexing into such a county and those in a county that has not held an election to be c ome subject to the bill)
may continue to annex under laws not affected by S.B. 6. Based on the 20 10 census and for the purposes of SB6
Williamson County has a po pulation of less than 5 00 ,00 0. However it is expected that at the time of the 20 20 census
Williamson Co unty will exceed a populatio n of 50 0,000 and therefore require landowner or vote r approval of
annexations.

annexation.The purpose of this worksho p item is to follo w up on the disc ussio n that took plac e o n November 14th and
