Polasek, AICP Transportation Services Director and Jim Briggs, General Manager of Utilities ITEM SUMMARY: As part of the 2013/14 Transportation Improvement Program (TIP) process, the Transportation Advisory Board began discussions on potential funding sources for many of the projects on the proposed TIP that never seemed to progress because of funding issues. Since that time they have deliberated the current 2008 Bond Package progress and identified additional projects that will require bond funding in order to proceed. The attached list of projects and map identify those areas of need identified during the Overall Transportation Plan update process and GTAB deliberations. During this workshop Council conducted a population allocation exercise to determine the amount of land area necessary to accommodate Georgetown's share of new growth in the ETJ. Council requested further discussion on the use of special districts and therefore a second workshop was held on November 12, 2013. The November 12th workshop provided an overview of the use of special districts with perspectives of staff, a finance expert, an attorney and a land planner. At this workshop Council directed staff to continue working on a program to develop a coherent policy and a geographic representation for where special districts in the ETJ may be appropriate. Staff has begun work on citywide policies toward an updated program of annexation and identifying locations in the ETJ where special districts are appropriate and this will be brought to Council at a later date. In the meantime, the developers of several projects within the South San Gabriel River basin have met with staff with immediate plans to amend existing MUDs and possibly create additional MUDs. Staff is entertaining these proposals due to the opportunity to participate in funding critical infrastructure such as wastewater lines and new roadway connections across the South San Gabriel River, as well as funding for new community facilities such as new fire stations, regional parks and land for future school sites consistent with the Council's City of Excellence vision. Traditional financing of infrastructure and community facilities leave the City with a substantial burden and therefore the opportunity to share in these costs must be considered as alternative funding mechanisms. Due to the time sensitive nature of those seeking to amend existing special districts that can help finance critical infrastructure and due to the ongoing City budget process and the need for the City to consider appropriate budget programming for the Capital Improvement Program ("CIP"), staff is proposing to consider moving forward with negotiations on special districts within the South San Gabriel River basin as a group separate from the citywide annexation and special district policy that will continue to be developed on its own timeline for future Council consideration. This study is a step in achieving our goal of becoming a Signature Destination. The study identifies and defines Georgetown's target market which will allow for better utilization of our advertising dollars. FINANCIAL IMPACT: N/A SUBMITTED BY: Jackson Daly Cover Memo Item # C City of Georgetown, Texas February 11, 2014 SUBJECT: Discussion regarding possible changes to the Home Repair Program scope and guidelines -- Jennifer C. Bills, AICP, LEED AP, Housing Coordinator and Laurie Brewer, Assistant City Manager ITEM SUMMARY: In 2008, the City Council voted to implement an in-house Home Repair Program, using funds that had been previously granted to The Caring Place to perform minor home repair and energy efficiency improvements to owner-occupied homes within the city limits. Previous agencies that had received the funds relied solely on volunteer labor and were only utilizing a portion of the funds available. Moving the program in-house, City Council discussed that repairs could be done by volunteers or contractors, whichever would be the most effective in completing repairs in a timely fashion. Additionally, staff can work with Code Enforcement to help homeowners stay in compliance with building codes. A list of criteria and guidelines for eligibility was established (Attachment 1). For requests to be considered, applicants must 1) own and occupy the home, 2) total household income cannot exceed 80% of Area Median Income and 3) property taxes must not be delinquent. Once basic eligibility is confirmed, staff conducts a site visit to determine repairs that the program can cover. The approval of repairs that meet the program scope is largely based on available funds and volunteers . For fiscal year 2012-2013, the Home Repair budget was $25,000. For FY 2013-14, this has increased to $40,000. The increase was requested to allow staff to become more proactive in targeting repairs, especially in old town, to catch homes before they get to the point of demolition by neglect. Generally, the type of repairs available through the Home Repair Program are minor plumbing or electrical, re-roofing, siding repair, window/door replacement or accessibility additions (ramps, grab bars, etc). Extensive structural damage, foundation or non-safety related HVAC issues are not eligible due to expense. Since 2010, 20 repair projects have been completed and four are currently in process (Attachment 2). The average amount spent per house was approximately $3,300, with the most spent on any one property of $8,400. One of the homes currently in the process has extensive structural damage that will possibly require foundation work, re-framing, re-roofing (including decking), new siding, and electrical work. Preliminary staff cost estimates are approximately $25,000. The house has open code enforcement violations that left unrepaired would require legal action to be taken by the City. Staff time, legal actions and possible demolition costs the City would incur may be greater than repair costs. Staff is recommending that City Council review the program guidelines to create a procedure that would allow projects with a larger scope. Initially, the program was anticipated to cover minor projects, and the Caring Place had been spending less than $3,000 per home. When working with code enforcement cases, the scope of repairs is much greater to the point where the City has become involved. For projects with repairs over $10,000 to be considered, two conditions must be met: 1. An analysis conducted by staff indicates that the investment by the City through the Home Repair Program has a greater value to the city than the results of non-repair and eventual demolition (code enforcement staff time, legal costs, relocation, liens resulting from City-initiated demolition). 2. The homeowner must be willing for the City to place a lien against the property for the cost of the repair that will be forgiven if the owner continues to live and own the home for a minimum of 10 years. The Housing Advisory Board recommended the changes to the program by a unanimous vote of 7-0. Members discussed the types of past repairs and enforcement of the current guidelines, and did not suggest any other changes. One additional eligibility requirement that staff would also recommend adding is a two (2) year minimum Cover Memo Item # D ownership and residency in the home on the application. This addresses an issue in which new owners are requesting repairs on homes that they have recently purchased, which has happened since the Housing Advisory Board last met. FINANCIAL IMPACT: None at this time. The Home Repair Program is budgeted $40,000 (General Ledger #: 100-5-0201-51-314) for the 2013-14 fiscal year. SUBMITTED BY: Jennifer C. Residents are to fill out an application and to be interviewed by the City of Georgetown for  eligibility.    a. Eligibility is defined as low‐income households (by Federal guidelines, see attached  income limits). A household is defined as anyone that resides in the house.  Household  income is the total income of everyone in the household that is 18 years or older. Proof  of income must be submitted.  b. The home on the application must be owner occupied (person who lives there owns  the home) and the applicant must be the homeowner(s). Property taxes must not be  outstanding on the property, or the owner must be enrolled in a program with the Tax  Assessor office.  Proof of identification, ownership and payment of property taxes must  be submitted.    c. The applicant must be willing to agree to reimburse the City for cost expended on their  behalf if they place their house on the market within one year of the date repairs are  initiated.    2. Once the City reviews and approves the initial application, staff will inspect the home to  determine a list of repair priorities. With this list, the applicant will solicit three (3) bids for  the requested work and submit them to the City.  City staff will review the project costs and  determine if repairs can be funded.    3. Some repairs may be conducted by volunteer contactors and workers authorized by the  Home Repair Program, as available.    4. The City will send a letter to the applicant either approving or denying the project.  Once  the homeowner agrees to the approved repairs, the City will contact the selected contractor.    5. The City will contract with the lowest acceptable bidder for the work.     6. Once completed, the contractor will submit to the City itemized invoices for all completed  work. The City will then pay the invoice directly to the contractor.      7. City permits shall be obtained for all projects that require permitting.  Permit fees for  approved projects shall be waived.     8. The area on either side of Westinghouse road from I-35 to 1460 is a prime development area but lacks key infrastructure so that growth can occur. The current property to be included in the proposed TIRZ currently is not developed. As infrastructure is completed new development will occur including destination retail, hotels, commercial, office, employment center, single family residential and some multi family projects. The new property taxes generated from the new projects will be re-invested into the zone to pay for the infrastructure. Presentation to be provided at the meeting.
