Street Advisory Bo ard
ITEM SUMMARY:
In November 2016, city council directed the Main Street program to evaluate a competitive process for the Main
Street Facade & Sign Grant P rogram. Taylor Kidd is seeking council's concurrence on criteria for a competitive
grant program. Over the last two board meetings the Main Street Advisory Board members have discussed
potential criteria to include: economic impact, historic preservation and location. T he board feels like any
competitive process should be objective (measurable), reimbursement based (checks and balances), and based on
a point system (sliding scale of grant award).
With council's support, MSAB will de velop a final recommendation in the next 90 days and return to c ouncil be fore the
end of May for co uncil appro val.
FINANCIAL IMPACT:
The city has budge ted $15 ,00 0 from the General Fund in the adopted FY 2017 budget.

Update and discussion o n the Texas Department of Transportation's (TxDOT) recommended Mobility 35 Williams Drive

ITEM SUMMARY:
Mobility 3 5 is an ongoing program of study and projects to accomplish improve ments to the interstate highway syste m
that was originally constructed over 50 years ago. One of the short-term projects is to improve the Williams Drive
overpass at IH35. This project was selected as part of the program to increase c apacity, improve east/west conne c tivity
and maximize use o f existing right-of-way along the c orridor.
TxDOT will be presenting a review and update of the information prese nted at the September 13, 2016 City Council
Workshop.
Dustin Elliott. P.E., Mobility 3 5 Project Manager for HNTB Corpo ration, Karen Lo renzini, P.E., TxDOT Mobility 3 5
P rogram Manager Austin District, and James Williams, TxDOT Williams Drive Pro ject Manage r, will be on hand to

Williams Drive Intersection Analysis
Comparison of the DDI with a traditional intersection in year 2040 at the northbound (NB) frontage road and Williams Drive:
–The overall intersection delay is reduced by 53% for AM peak hour
–The overall intersection delay is reduced by 59% for PM peak hour
–The throughput increases by 18% for AM peak hour
–The throughput increases by 43% for PM peak hour
Comparison of the DDI with a traditional intersection in year 2040 at the southbound (SB) frontage road and Williams Drive:
–The overall intersection delay increases by 3% for AM peak hour*
–The overall intersection delay is reduced by 26% for PM peak hour
–The throughput increases by 36% for AM peak hour
–The throughput increases by 30% for PM peak hour
The nearby intersection of Williams Drive at N. Austin Avenue also benefits from the DDI implementation. The intersection delay is reduced by 37% for AM peak hour and 43% for PM peak hour, even though the throughput increases by 16% for AM peak hour and 7% for PM peak hour.
*The Austin Avenue intersection experiences congestion that backs up into the DDI, increasing delay.

ITEM SUMMARY:
The City of Georgetown is recognized as the fastest growing city o ver 50,000 in the nation. As a direct result of that
growth, GISD is experiencing a po pulation explo sion in its stude nt populatio n. GISD is in the pro c e ss o f imple menting its
current bo nd program and is also assessing the future nee ds for its facilitie s for bo th instruction and extra-curricular
activities.
GISD Superintende nt, Dr. Fred Bre nt, will pro vide an overview of the District’s rapidly growing enrollment and how the
District is respo nding in its planning efforts to meet that gro wth demand.
