Discussion and possible direction to staff on possible impacts of 2010 Census Urbanized Area Designations
on State and Federal Transit Funding -- Edward G. Polasek, Transportation Services Director and Micki
Rundell, Chief Financial Officer
ITEM SUMMARY:
The 2010 Census has or will include several rounds of data release. The first release used by State and Local
governments was the "Place" level data used in redistricting earlier this year. The next round of data release,
expected in the Spring of 2012, is the "Urban Area" designations. Urban Areas are created by the Census
Bureau using "Places" and the adjacent densely settled/developed areas. Urban Areas are not defined by city
limits and may include one or more "Places". The designation of an area as Large Urban, Urban, Small
Urban or Rural affects State and Federal funding for transit programs.
With the 1990 and 2000 Census releases several Texas communities were caught off guard with the release
of Urban Area designations. The release occurrs in the Spring and the results affect the next Federal Fiscal
Year in October. The Texas Department of Transportation has taken the extraordinary step to help plan for
that transition this year. They have funded a Texas Transportation Institute (TTI) study of potential changes
to Urban Areas and help prepare local communities for those changes.
The City of Georgetown, based on the 2000 Census, is currently considered part of the Rural Area and
received transit programs from CARTS the Rural Transit provided for most of Central Texas. Preliminary
results of the TTI study of the 2010 Census shows the City of Georgetown will no longer be considered
Rural, but will be Urban. Based on the experiences of neighboring communities we know the transition will
not be simple, but the workshop item and future actions by the City will make any transition as seamless as
possible.
Staff is preparing to take this item the Georgetown Transportation Advisory Board to begin discussions on
budget, service delivery and governance for this transition to an Urban Area. TTI is here today to present
their preliminary findings and discuss our potential options in the future. Staff will take any direction
received by City Council to the Georgetown Transportation Advisory Board for review and analysis.
